evidence for contest proceedings which ho
declares he is about to institute. Attorney
Eli II. Uoud is assisting him. Mr. Walters
said to Tut : IJic : reporter that ho proposed tote
to the ends of the e.trth if necessary to
secure justice. " Ho cl.ilms lie vv.is defrauded
out of tlio major.klity at the election last
Tuesday. Nobody knows ' 'xactlv what the
claim is btsed upon , but from the steps so
far taken it K evident th.it irregularities in
opening polling places ami oilier similar in-
accur.ieies , common to every election held
since America adopted a republican form of
government , are to hu the trisis of his com
plaint.
Mr. Walters entered City Cleric Pit/en's
oflico and demanded that the clerk open the
vault which contains the b.tllot boxes , also
open the boxes and take thurufrom the cop.y
ot the poll hooks which the law provides
shall bo retained by the chairman of each
precinct hoard , and deliver the same to him ,
the election board in several instance * hav
ing failed , as is usually the case , lo keep out
one copy for public inspection.
Day and night since the election Mr. Wal
ters has had police oflieers of his own choos
ing on guard over the boxes , with strict
orders lo permit no mini to open the vault or
monkey with the boxes , which are dulv
sealed according to law. Clerk Uit7cn ami
his deputy , Mr. DelH'icrco , have practically
been under police surveillance cvo
since the boxes were placed in
their custody , and now they are ordered
by the acting mayor to commit the act
which he has so emphatically forbidden in
his capacity of chief magistrate of the city.
Of course , Mr. Dit/vn refused to throw him
self liable bi meddling with the boxes under
any pretext or color of authority. Steps are
being taken to cause the arrest of any par
ties who may make a further attempt to get
possession of the ballot boxes. It Is further
staled that if contest proceedings should he
begun in earnest there will be 100 or more il
legal volers from Sioux City and Kansas
City sent to tlio penitentiary.
Ono man li-is been arrested by the defeated
contingent , charged with illegal voting ,
though no formal complaint nas been Hied.
He is one Dcheg , a half-witted , irresponsible
pauper , who has been kept alive dtirlinr the
winter by the charity of the different aid so
cieties of tlie city. So far nothing more is
known as to who committed fraud. The
general opinion is that the talk of contest is
only a bluff that is being run by Mr. Wal
ters to let his adherents down as easily as
possible.
