Tills action of the senate this afternoon
lias cleared uu the legislative atmospho.ru
very materially , as Uiero seems to bo very
llttlo now in the \\iiv of a speedy linisliitu ;
up of business and a slius die adjournment of
the joint law making bodies.
It was stated this afternoon that the rail
road bill would have to go back to
the senate , but it Is announced to-
uiKlit that tno clerical error will be
corrected by the enrolling clerk. An extra
force of clerks has been put on and it is
stated that at U o'clock tomorrow the long
bill will bo properly enrolled and ready to o

clerks are working on it tonight and at inld-
ntKht it had been half disposed of. No doubt
seems to bo felt as to the action of the execu

The senate at 1 o'clock this after
noon was still deadlocked , Senator
Ilahn , who -aent to Hastings last evening ,
not having returned , there were whispered
rumors that he had continued his journey
westward from Hastings and was on his
way to Salt Lake City. No one could be
found , however , who knew anything about
it , and none of the senators seemed to take
tiny stock in the report. The runioi
was dispelled at noon by tht
receipt of a telegram from the absent sena
tor saying ho would surely return to Lincoln
early this afternoon.

force this matter upon the commissioners ,

There were , however , other questions

Sir Charles Kussjill then justified the pro

court adjourned.
KiiRllsh I-rcis Comment * .
LONDON , April o. The Daity Chronicle
saj s this morning : "The proceedings in the
Bering sea court of arbitration did not
promi.se well for an amicable solution of the
question at issue. It is not , we imagine , in
the ( tower of the American counsel to ren
der the arbitration abortive , but it seems
oulj too clear that Mr. I'helps is dispobcd te
give a narrow partisan t\\ist to the conduct
of his case , and tnat ho would not stop sborl
at ordering the whole proceedings nujratorj

on the winning side. If the Washmgtoi
government was aware that he had suet
strong , biased opinions it is a uitj it did noi
trust the casu to a lawjer ofle-ss precon
celved ideas. "
The Paris correspondent of the Dally Now
sajs : "In view of the giv t issue involved
Mr. Phelps seemed to attach undue imtort ]
mice to questions of mere procedure and ti
ignore the high international hearings of tht
case. Unquestionably ho sho\sed greai
legal acumen. "

It was obviously the intention ot the lieu

what he intended to do. and tjhe house had
prepared for it. Had he arbitrarily refused
to acquiesce tu the wishes of th * members of
the hause , new rules would at mice have
been , adopteu , and he would have been de
posed as the presiding officer of the Joint
committee.
When Majors took the chair and picked up

roll call proceed. Mafors replied :
"Oh , thiaroll _ call don't amount to any-
thine , and if it U called it will all have to Be

The speaker replied "This roll call will
be completed and it will be announced. "
The lieutenant governor looked up in surprise
prise- , and then announced : "The clerk will
call the roll. "
The cull pnxeeded from where It had bceu
