Lr Tow no attended to the contagious dis eases and kept the records of births and deaths and looked after the coirespondenco of thodcpirtmeiit If theie wasaclcik in tlio department it would not neccsbltato keeping in the olllco ono of the inspectors whose dtitj was on the outside. Since lr Tow no had taken charge of con tagious diseases the number of cascshad been icduced fulH one-half It was never undei- stood that ho and Dr Tow no were to devote their time to the department for 3,000 per jear This was done , howover. for a few months , the salary being divided , until it was found that tbojweio doing three men's woik. and the Boaid of Health decided to discharge a ? 7n inspector and appointed Dr. Tovvno as medical inspector at 11 salarj1 of $100 per month. Their work was not the same as it was divided up and really onlj- ono man's time. But ono man remained in the olllco at a time and it ivas false that three of them remained there during the day. Chief of Police Se.-ucy , who is a member of the boaid , was put on tlio bland Ho know- nothing of any mismanagement In the board , and was familiar with the vvoiklngs of tl'o board since Dr. Someis became commis sioner Ho thought the work and manage ment of the biaul were better than under foimcr administrations He did not think ono man could perform the duties of com missioner of health without an assistant , and know of no phjsician who would give up his piactico and devote his cntiro time to the ofllco for 2,000 per jcar. Previous to the time the additional inspectors were appointed the police department had been called upon to do a f-reat deal of the woik of sanitary patrolmen But this was not possi- bio this jear , as the police force was too small , and police protection could not bo given the citizens if olllceis were called off on sanitary dutjHo thought the dcpait- ment was doing good work , that Dr Somers was managing well , and had a good force of men to do the woik. Ho had alwnjs found the doctor rcadjto respond to calls for emergency police vvoikatunj- time , regardless - less of the hour. Mayor He-mis' Puxltlon and Opinion. Major Bcmis was called to the stand. Ho testlllcd : "I had a great many lotteis of lecominendation of Dr. Uwing Blown , and sent for him. In talking with him I told him theio had been considerable ti cubic In re gard to whether the emergcncj- cases be longed to the citj or countj , nnd that it must stop , and when any ono was suffciir.g the case should bo attended to. Ho Inti mated that ho Mould not glvo up his prac tice , and I told him thcio was no need talk ing of his appointment if such was the case.
