NEW YOIIK , Fob. 28. The stock market for
thu first tlmo In weeks developed today a de
cidedly strong temper and material ad
vances were scored all over the list , only ono
stock amoni ? the shares allowing a net loss for
the day , which amounted to only'i ' per cent.
The easier condition of the exchange market ,
and the practical cessation of Hold export-/
were the underlying cause of this change In
temper , but the Jay was marked by an ab
sence of the late heavy pressure to sell and
rumors of a disquieting nature , which lend to
the Infeienco that the benrs have covered
their shorts. Less was heard of Koadlnj ? than
on any day for the last two wcoks , but the
stock was Hllll the most active In the market
and the transactions were largo enough for
any of the lute days of excitement.
The news that the payments of wages had
been resumed and the utterances of Judge
Paxson to the elfect that all obligations would
be met , stimulated the demand from
the shorts and the buying for Unit
side of the account was entirely respon
sible for the prominence of the stock In the
market. H rallied above 27 , after selling
down to 25 , but closed at 2G' . ( , with a net gain
of I'll ' per cent. The next most uromlnent
point In the list was Sugar Uollnerles , which
after selling at 120 was lifted to 124 without
excitement of any kind , the upward move
ment being steady throughout the day.
The stimulating cause for the late rise was
found In the dexelopment of the fact that Mr.
HaNomcycr had assured a stockholder that
while there would be mi extra dividend de-
claied , the common slock would be tint upon a
12 percent basis. It closed only Jfe lower than
Its best price , with a net gain of 3' per cent

"Heretofore we have determined the average
price for the year in advance. Then xvo have
made the spring reduction to induce largo
holders to buy and store , thus being enabled
to keep the mines at work all the year round.
On this plan March prices were the lowest
and at the beginning of each succeeding
month n slight raise was made until , in
the fall , an average was reached and
passed. But this is too antiquat
ed. The eastern buyers have laid iu
largo stores for the following winter. I
think the price will bo held where it is
throughout the summer. There will cer
tainly bo no tnoro reduction for March.
When the waterways are opened there may
bo n slight decrease , but I doubt it. "
Ho added that the monthly meetings
would probably bo for the purpose only of
estimating the output per month. This
is precisely what the , sales v agents
were doing today. They will leave
the pnco where it is , and , as it ap
pears , on the present price as a basis , they
are aiming to regulate the production ut the
