Whether it is through neglitjonpe , false economy of fuel or an impossibility to heat the basement of the I'ivonkti blcek , the faet remains that the temperature - aturo in the eouneil chamber ever since the sumo has been occupied has been too low for comfort at all hours of the day and frigidly cold early in the evenings after the fires in the furnace are per mitted to burn low. It was rumored Monday night that a movement \vas on foot , to sublet the present police headquarters and council chamber , to one of the packing houses for a chill room and to move the city ollli-es back to the old quarters in the Uowley block. At any rate something will be done at the next meeting of the city council. Jailer Thomas nays it is impossible for any thing short of a Hottentot or Laplander to remain in the police station after midnight on a cold night , and that homo- thing is going to drop lower than the temperature of the rooms over which it is Ins cold clammy duty to preside. Itongli on the Xjliool Children. A number of rooms on the north side of the High school building , including the High school room , were so cold Mon day that it was impossible for teachers and pupils to remain and they were dismissed at noon. Mem bers of the board at their meet ing that night , made the rounds of the building at the solicitation of Paul McC'auloy , superintendent of the build ing , and \Vere ania/e'd at what they saw and felt. Blackboards within a foot of radiators bearing as heavy pressure of steam as the pipes would stand were covered with frost , and the cold north winds would flutter paper ten feet from the wall or blow a man's hat oil'when standing close to the window. One of the board remarked that ho believed water would freeze if placed on a certain radiator immediately in front of a north window , and when others thrust "their hands between the radiator and the wall thov agreed with him. Mr. McOiiuloy said ho had put in the hardebt day's work that day of any during the four years of his forvico in the building , having burned 4,500 pounds of coal and never having loss than thirty pounds pressure , which is all the pipes will stand with safety. Of course Monday was an exception ally cold day , with penetrating winds , but in moderate weather with cold winds it is impossible to make the rooms com fortable on the side of the building from which the winds come. It is safe to say that the window casings will bo re moved and the walls prepared for their replacement so as to oxoludo the winds before another winter. The building is a good substantial one generally speaking and the trouble mentioned is duo to careless - loss work of mechanics in plastering and finishing , which can be remedied at a trilling cost compared with the im portance of the work. Ilo was not feollns well , however , nnd such n rawhldlntf as ho gave the assem bled congregation of vagrants of divers de grees nnd colors has not been known for many a day , nnd oven the old timers who usually talto their sentence as a matter of course were knocked clear out of the IKJX by the bread and water sentences which were lavished upon nil alike without regard to nationality , color or previous condition of servitude. During the illnrss of the Judge HIP ( jrlst of crooks hud nccuinulatod until the cells were literally crowded , and when court opened there were scarcely enough seats Inside the railing to accommodate the motley array of burglars , house workers , sneaks and va grants who were waiting for their medicine. H was its tough a gang as wns ever rounded up front the slums nnd dives of a big city , and as his honor cast hiseyesovor tin- famil iar faces of men who had ne\vr worked , and never would except nt the behest of the state , ho evidently determined to give the gang such a prescription as would lead them to the conclusion that Omaha was not the best place in the world for men of their ilk to loaf in. First the nine burglars who were corralod nt Tenth and Jones streets Sunday morning were arraigned and pleaded "not guiltv. ' Their cases were continued until Friday afternoon. Tony Paolo and J. De-carlo , I he Italians who created an Incipient riot at Seventeenth anil Mason strc'ts .Sunday af ternoon , entered a similar plea , and their prellmimtrv examination was set for Thurs day at ! i o'clock. Then the smaller fry wore given a chance. Tohn Hrady was one of the Hesctii' home converts and a thief on the side , and he was sent over the road for a month without cere mony. Fred Smith , who It-id also been im posing on the charity of the homo , will spend the next thirty-two days in the county jail with the lirst and thttlast six on bre.td and water. A long row of similar characters tiled In front of the Judicial bench and re ceived from twenty to forty-six days each , with a bread nnd water diet thrown in. They were used to the Jail sentences , but the look that appeared on their dirty faros when the bread ami water clause was added to their usual dose was laughable to these who were not symi > .ithi/.eis in their woo. Then the whole otitlit was conducted to the cells , and the city will bo rid of a goodly portion tion of its unhealthy citizenshlp'for a month to come. Piles of people nave pncs , nut DoWitt s U'itch Hazel salvo will cure them. One U'onnili'rt ltuslics | < < Method * . "A woman's head may bo level enough when she is buying ribbons or a now bon net. " 1 had Just Mulshed sweeping out the store the other day when a prolonged and jerky ringing of the telephone bt'll announced that a woman was at the other end of it. 1 answered the call and a feminine voice chased itsu'f ' over the wlro to inform me that she wanted a halo of hay scut up right away. 'All right , ' I answered ; -who wants it ? ' 'Why , I want it , and soid it up right away , too , for wo are clear out. ' " -Yes , I know , but who is it for ? ' 'Why , for the horse , you brute. Did you think it was for the baby ?
