When It comes to securing legislation on Its own behalf all this is reversed and the widest publicity is Bought , but It Is only recently that Omaha workingmen have attempted to make laws on their own behalf. There arc three kinds of organl/ed lalxjr in Omaha. Two of them , Knights of tabor 'and trade unionism , travel jilong parallel lines to a. common goal with slightly divergent methods , but both have the btriko and boycott as weapons of offense. The other cla s of organized labor protects its trade union not by a strike feature , but by legisla tive prohibition to outsiders. Central Labor union lias had n com mittee at Lincoln since the beginning of the prcbcnt legislature and has pro gressed considerably with the work it set out to do. D. Clem Deaver of this committee is kept homo this week by the povore Illness of his child , but Mr. Frank E. Hancock , on his way to Lin coln yesterday morning , laid over a train to report what has been done by the committee. Compulsory Arliltrntlon. First and foremost comes the compul sory arbitration bill introduced by C. O. Lobeck of Douglas , which lias J > ccn ninnndcd in Ooinmittco so that the lieu tenant governor and the two oldest in term of service regents of the State university shall constitute a state board of arbitration. Tlils'bill provides that a majority , or a majority of a department , of the employes of any corporation , municipality [ , company or individual cm- iloyer , uhnll give notice in writing to their employer or employers that they jiroposo to Hiibmlt any matters which may bo in dlssputo to arbitration , then if mich dlfl'orenc-es cannot bo adjusted within ten days it shall bo the duty of the county judge to at once call to gether the state boa ) d of arbitration , who shall take evidence in the manner provided for in the district court. It is further provided Unit if cither of the parties is not satisfied with the action of said board , then an appeal may bo hud to n sniierior court as provided for iiii civil actions. Mr. Heacock feels sure that this bill will become law ; ho hays : 'No law could compel an employer to continue to litro a man against the employer's will nor force him to giva n workman fixed wages ir- rcHpcotlvo of ability or diligence. Bui tills bill will throw the onus of roftibiil to arbitrate or to abide by the decision of the court upon the party declining.1 As labor organizations claim they novel strike without an honest attempt at ar bitration the men think they can secure public sentiment by compelling the em ployer to put liimselt on record as ro- lusing arbitration if ho declines. .Tho bill has many other excellent features toward conciliation. ITouso roll No. 11 and senate fllo No. 11 is known as the anti-Plnkerton bill , and , concisely stated , provides that man must bo an elector of Nebraska be fore he can bo deputized by anybody to perform the functions of police olllcors Hhorlffs or constables In the protcctioi or preservation of public or private property. The punishment for the shor ill who deputizes and the man who allows himself to bo illegally deputized makes cacli good for n term in the penitentiary tontiary of not less than ono , nor moro than three years. The corporation islet lot down easy by a fine of from 81,000 to $5,000. A little joker has been Intro clucod by the opponents of the bill bj the insertion of the words "except in extreme emergency. House roll No. 118 provides that a state boiler inspector shall ho appointed who shall then appoint deputies in every county but that the inspector and his deputies each shall 1mvo hail ten years practical experience as a mechanic at ioller making. This bill is similar to the law in fotrco in the state of Indiana and finds much favor among the iron workers. It provides a fair balary and rigorous inspection of every boiler , higher or low pressure , in thostato. Mr.IIcacock is somewhat surprised at the favor it re ceives from manufacturers nnd owners of blocks and buildings where boilers are in UMJ.
