There was a sulphurous udor about
tbo passonROr department yestorJay
which , had Mr. Lomax been pres
ent , would h.ivo been largely augmented ,
for bis vlovrs regarding this case
are sufficiently well known and that bo be
lieved common justice would bo done In this
matter his subsequent abandonment of the
case clearly shows.
In a word , tbo decision holds that If the
Union 1'aoirto complies with the decision of
tbo commissioners it will increase the rate
fvS.75 from and to Montana points from the-
Missouri river , nnd also just tnat much from
the river east , the rates via St. Paul over
tno Northern Pactflo nnd Great Northern
remaining us now. The Kio Grande
Western docs no business from Montana
points to the east and the rate mndo by the
Union Pacillo in nowise worked a hardsnip
on the Western for all tickets sold by the
Hlo Urnndo Western onstbound read over the
Union Pacific , the latter road not selling
tickets that wny. That tno situation may
bo made additionally clearer , train No
7 on the Union Pacillo goes via
Oden , tultine the southern branch
from Greco River and mattes Montana
connections at Pocatello. Train No. 1 goes
via Green Hlvor nnd Po'catello and Is tnus
thrown out of Montana connections. In
order that the basis of competition might , bo
lessoned this rate was mndo , too other road
ha/ing n much shorter route to traverse to
Montana points. Mr. Lomax In making tbo
ralo reserved the rlpbt to change nt any
time , for bo nnd an idea thct the day would
como when all tbo Union Paclllc trains would
run viaOgd'on instead of Green Rlvor and
Pocatcllo , shortening tbo distance to the
Sound country.

With the increase of 3.75 on first and second
end clas * business , the rate from the rtvor
will Da M3.75 and $33.75 , tbo rate from SU
Paul , WO and $30 respectively. The "rate from
Chicago to at. Paul is $11,25 , which , added
to the first class rate ( MO ) to Montana points ,
would matte tno rnio from Chicago , $ . " > ! , lie ;
second class , fll.25. On thn other hand , the
rnto from Chicago to Council Bluffs Is $10 ,
which , added to the rate in force on October
10 ( $43.75) ) , will make tbo ll t class passage
$53.75 and second class SI8.75 , a difference
( f3.7fi ) which the traveling public will natur
ally take Into account , and Omaha , Suit
Lnko nnd Odden will bo holding the bag ,
while the business will bo diverted to tit.
Paul.
"It is a condition that confronts us and not
a theory , " said a gentleman who is near the
head of the nasnnper department "and what
Mr. Lomax will do wbon ho returns
from Chicago is a serious question.
Self preservation Is r.ot only u law of
nature but of business as well , and I am in
clined tu think bo will not agree to restore
the rate. If ho does not acrreo of course the
Union Pacific will gel kicked out of tbo ixsso

learned that they can accomplish their ob
ject to much bolter ndvantnso. nnd with
much moro comfort to themselves , by In

matters.
The old saying that a man who is his own

Uut It u entirely within bounds to say thai
" .ho claimant who tries to look after his own

There nro two ways of pushing a claim
against the government , Ono Is to do it by
lorrespondeaco with tbo proper officials , the
itbor to have it urged by the personal efforts
if somebody on the spot , Tbo claimant-who
rles the llrst method will not DB At very

plicant was told that his communication had
been received nnd would have duo consldorn-

When a claimant is convinced that ho can
do nothing by correspondence- and that ha
must ndopt the remaining alternative of per
sonal pressure ho llnds two courses open to
him. Ho may camp In Washington und
exert tbo pressure himself or he mny entrust
the work to n resident ngent. In adopting'
the former plan ho must bo prepared to
abandon his business and spnnd some years
in Wajhinifton. He will have high llvlUR
cxponsos to meet and nothing coming in to
meet them. Ho will bo snubbed by door
keepers and informed by Drivato secretaries
that their chief is not in. Ho will join the
ranks of seedy claimants to whom we re
ferred In thu beginning , and It ho fin Ally
secures his money , ha will bo likely to find ,
unless bis claim bo an unusually heavy ono ,
that it will not raako good what ho has spent
to get it.
If ho bo well advitcd nt tbo .start , and put
his case Into the bands of a capable attorney
hn will have no expense or trouble until bli
claim is allowed. Of course cnroin the selec
tion of an agent is necessary , for there are
attorneys iu Washington who bleed their
clients Ilko leeches , and who accomplish lesi

could accomplish for themselves. Bui a claim
agency of the riqht kind will take every
