A spicy foalf hour's debate preceded the passage by the house today of a Joint roaolutlon ex tending until August 4 the appropriations embodied tu tbo sundry civil bill. There word recriminations Indulged la on both but the Indulgence was principally for cffoct. The World's fair appropri ation did not come up , but the bill was passed changing the data of tbo dedicatory ceremonies. Nothing further was done. Tbo house passed the bill changing the dedication of the buildlnui of the World's ' Columbian exposition from October 13 to 31. M. Holman moved to suspend the rules tind puss the Joint resolution oxtondlng until August 4 tlio appropriations of the sundry civil net of last year. By noon the dlfllculty had boon temporarily bridged over by the passage of a resolution oxtondlng tbo old appropriations until August 4Qnd then the locked out printers wont to work again. Tbls astonishing spectacle was brought about to day desplto the undaunted fact that there Is on overwhelming majority of tbo house In favor of passing tbo sunday civil bill Includ ing the World's fair appropriation.
