jority of the lots are located on Twouty-
fourth street and the folly of paving that

question are merely holes in the ground and
ciiu-li basins fur surface water which standi
in stugnant pools during the warm weather.
That , however , is not ; tie worst state of nf-
fu'irs. At several places along Twenty-fourth
street the curbing has been torn away by

and the pavement has solllod In several
