What is this great scheme nnd what are the risks wo incur If it should fall , after wo have voted tbo bonds ) Lot us look a the situation of Oinahu. Twenty miles t south of us Is the Burlington & Mlssonr bridge. That great system of railway hauls n largo portion of tbo crops of the southern ana western portions of our own state tmst our city twenty mlles away. The North- Western's great system of railway hauls on Immense amount of tno protluco of our own ctato past our doors , but thirty miles to the north of us. The Union Paclllc has its hand upon the nccte of every merchant and Indus try In our city , and has used the subsidies wo gave It to keep eastern railroads out , and to cut the throat of our city. Another bridge and a terminal plant In the mia t of our city , with u double track through the heart of thu city , with a spur to the LUUo Papplo all to bo frco nnd open to all railroad ccrapanlos means salvation to the city ; means to thwart Iheso enemies of Its prosperity , and this is the reason wh > there is such a strong combination to defeat the scheme. Our own citizens , In their blindness , are being used as the instruments of the enemies of the city , upon ouo pretext aud another. I call atten tion especially to the feature of the proposi tion that provides for 100 miles into Iowa. That line will bring into Omaha , within a short time , at least half a dozen railway com panies , some of them very rich ana power- lul ; and when they g3t hero we shall sco thcni ( and within 11 vo years , I predict ) buy ing property here , building freight yards and buildings aud extending lines of railway to the west and north and south , tboreby bringing the crops nnd cattle of our state to our own city to build-it up Instead of build ing up Chicago. Nothing would be more likely to facilitate the coming of J , J. Hill's Great Nortnera from the northwest. J. J. Hill Is the great est railroad man west of nlcw York ; ho Is a man of great schemes and great power. Once get him Interested hero and It would moan a great advantage to him and to this country. It Is but a step from Paplllion to the LUUo Papplo extension. Lot not his friends try to fool our people. Truly , the great desideratum of our city , the ono that towers above all others In Importance to the city , Is to have a free bridge and terminal plant in the heart of tbo city. What are our risks ifve vote tbo oondsi "Wo do not deliver a bond until "thu goods are delivered ; " when the bridge and approaches preaches ( which will cost from 500,003 to $1,000,000 } are completed ( and not before ) wo deliver only JJ50.000. When 100,000 have been expended for the depot and tor- mlcnln ( and not before ) wo deliver 150,000. V/hon the double-truck railway is built through the city to South Omaha , and the track to Pappto ( and not before ) wo deliver 1350,000. When tbo 100 miles in Iowa are completed ( and not before ) wo deliver 8100- 000 , or $1,000 per mlla only for this Im mensely valuable railway I Five hundred - .thousand dollars must bo expended next year ( within nlno mouths after Muy 1) ) or s the bonds bo forfeited , ana the work must BO on continuously until & ,000,000 have boon expended , of which proof must bo made to the county undmty. . If such a provision were embodied ia the proposition , it appears qulto clear to my ralud that it would defeat the scheme , be cause it would prevent tbo borroxving ot money to carry out the project. The proposition Is already so heavily burdened with conditions in favor of the publio that I fear its success Is en dangered. If tbo heavy capitalists of this city would bring forth their money bags and devote them to tbU great scheme BO that foreign capital would not have to bo sought , tticroby uniting patriotism with business sacacity , it would be possible to incorporate Governor Boyd's Idea.
