It would not bo desirable , oven If possible , to withdraw so much local capital from circulation for ono enterprise , as \\oulcl bring about a string ency which would hmnpof business and tlo- prlvo the publju of many bcuetlls which would result from the expenditure of this largo sum wltbln our city. If th'o money Is secured train eastern or foreign capitalists , the money lying idle In our banks will bo in vested in smaller enterprises which the people - plo will have courage tu undertake , when ( and not , until ) confidence has been restored by the carrying out of some largo undertak ing such a * U proposed by the Nebraska Central. To be nblo to oorrow for an enterprise of this kind , tbo project must bo so foaslblo nnd its earning power so clearly demonstrated that no reasonable doubt will exist with re spect to the pjvinent of interest upon tbo bonded dobt. The purchasers of railway securities are not inclined to buy bonds upon any property subject to regulation , and look upon local regulation as specially objection able , because tboy dp not have faith that such regulation will always bo fairly and in telligently administered , the authorities to whom power to regulate Is delegated being nocossarlly interested and not usually well Informed upon such inaitoM. I was willing to do this Because it Is our intention to make it what might ba termoa a publio highway or toll road and make It profitable by Inducing a largo number of companies to use it , and because I was aware of the fact that we would uot bo able to secure contracts with the largo corporations 'Whom wo desire toN secure as tenants upon nny basis that would bo considered excessive or exorbitant even by interested local sroltrntors. . You will see that by consenting to these conditions. have completely eliminated * any possibility of this properly becoming a monopoly , and that it will DO impossible for us to cater into any arrangement with the present brliigo company which would prevent any railroad company desiring to ontcrOmuha from doing so or enable us to charge nn unreasonable toll or rental. Many people do uot seem to understand that the conditions referred to take effect immoaiatcly. The fact is that nothing Is postponed for five ye&rs except tbo pu\\or to regulate charges for transporting freight acro.-w ton bridge. I refused to agrco that this clause should become - como operative immediately because I sincerely believed that to do BO would de stroy all possibility of securing funds .for construction. Now lot us see what was de manded' Not that a rate should bo fixed which the Nebraska Central should bo entitled - titled to charge nnd receive , but that the rates should bo fixed by the arbitrators upon such a basis as might bo considered reason able , not exceeding' ' ! * certain niixlmum rate. You will see that the public was to bo pro tected nralnst Injustice by arbitrators , but how about tbo company ! it could not figure - uro on any basis whatever , as no ono couM predict what raws would bo fixed. By the present agreement wo have con tracted to go into coinpolltlon with the pres ent bridge company at onco. so .far as It re lates to the entrance of other roads into Omaha , and have ngreod to allow nil roads to use our propnrtv to compote with' the roods now using tbo UnionPaclllo bridge nod lines for business to bit carried to und from this point. Suppose wo bad gone further and agreed to the proposed regulation of rntoi. Wo would then huvo boon in the position of having acreud to reduce tbo rule * uot only ut Onmbo. but at all points on the Missouri river ( us tbo rates are tbo same at all points ) and wnon offering our securities for sale the bondouyer would have said at once : "You have contracted in advance to go Into a rate war with the Union Pnultlo , and it nlio nfTects ul ) bthor roads owning Missouri rlvor bridge : ) . I still bcliovo that I am right and In support of my opinion would cite the fact that rates across tbo Union I'acllio bridge are loss than half what they were before tbo building of ttio bridges at Plattsnioutb and Blair , and that the Merchants bridge at St. Louis largely reduced rates at that point , nolwltb- Htandlng the fact thut it was subject to no regulation.
