The vast sums saved by lopping oil the West Point soap supply were swept away in the river and harbor deluge. To com pensate for this branch in the national treasury , the cheeso-parlnjr policy was applied with great vigor regardless of consequences and with profound indif ference to the inevitable tlnmntro. Miss Field expresses gratillcation that the penny wise policy did not untirlv crip ple the bureau of topographic surveys. l'It Is a significant fact , " she writes , "that two of the most relentless oppon ents of this appropriation were Mr. Boatnor of Louisiana and Mr. Herbert1 of Alabama. Both these gentlemen roprcbont states long slnco surveyed , hence the necessities of Kansas , North and South Dakota , Nebraska , Oklahoma and the far west do not appeal to them with the force becoming men who should bo patriots first anil politicians afterwards. Three hundred and seventeen thousand dollars were asked for indispensable lighthouses and beacons. The house allows $45,6001 The coast and geodetic survey , "tho right arm of our lighthouse service , " is reduced 603,000. "Tho estimates of the fish commission have boon lessoned $52,000 , .though , through the efforts of this beneficent bureau , the price of fish has boon greatly lowered and the poor have reaped the advantage. That grand institution , the Smithsonian , has had its estimates cut down $88,0001 And this sort of economy is supposed to bene fit the people ! Why then educate the people at allV Were there no public schools there would bo loss taxation. Lot us go in for universal Ipnoranco and brutallty at onco. Let us have no beacons , no signals , no lighthouses and no commerce. Lot us have no fish commission , nnd lot the people go with out cheap and abundant fish. Let science ale for lack of nourishment. Lot us wipe out the geological survov ; and then the United States can tixko its place at the tall end of nations as the least taxed and the most benighted portion tion of the civilized globe. A great many of our readers will bo surprised , says the Folsom ( Cal. ) Tele graph , to learn that Phil Armour , the great stockman , was ono of the first settlers tlors of Folsom , and made the begin ning of his fortune in these parts. Ar mour came to Folsom in early times , nnd of course followed mining for a liv-ji Ing. Ho procured an outfit nnd < went to the diggings , about six or seven miles from here , and at regular intervals came to town to soil his dust. In those days Armour was badly in need of money ana was hard up on many occa sions. Now fooj has all ho wants and cares but llttlo for it. Armour had very poor luck in the be ginning of his raining career , but finally ho got some washings that sold for $100. This sum ho carefully tied in an old cot ton handkerchief for safe keeping. Then ho hunted around for a place .to put it. His eyes spied an old dilapidated coffee pot in the corner of the cabin ho occu pied with three other seekers for for tune. Ho put the 8100 in it and placed it on a convenient shelf. Then ho wont out to the mine to work. When ho returned to the cabin his eye instinctively searched for the old pot , but it was gono. Ono of his part ners had tired of work and voturned homo. Ho had nothing else to do so ho wont to house cleaning. The old coffee pot went with the rubbish and 11 fire was inado of it all in a little clump of bushes near by. Great consternation prevailed when Armour told what the pot contained. No time was lost by him in scattering the remains of the fire to secure the collco pot The pot was found , black ened and bent , and the money- was nil thoro. No happier man slept in the diggings that night Thereafter ho car ried his money around with him in a bolt. bolt.Tho The great millionaire has often said that of the many speculations and ven tures in which ho has engaged , and the largo amounts involved , not ono of them has given him ns much uneasiness as did the first $100 which ho dug from the placer mines near Folsom in early days.
