THE OMAHA DAILY BEffl2 WEDNESDAY. JUNE 1 , 1892. CAUGHT THEM WITH SIRUP Omaha Men Tanelecl Up by Interstate Commerce Law Provisions. AN INSPECTOR WORKED THE SCHEME Ban rnrrcll.Tr. , N'oMr iun lie Hun a Cane of Coniplriicy Agniiut IVclRliinnitor Carninn , nml tlio Uiul l * Not Ynl. Cnnlol Fnrroll , Jr. , the Omaha jobber of jlrups , Jelllos , preserve , ( otq. , anil his ship ping clerk , Edward U. Sharp , were placed under arrest "yesterday on nn Indictment found by the late federal grand Idry chart- InR them with violation of the Interstate commerce law. Mr. Farrcll spoke frankly of the mailer when Interviewed tind In explanation said the case , as ho understood it , referred to a carload of sirups and jollloi shipped to Salt Lake City. Ho said the transac tion wns one entered Into between bis shipping clerk and on Inspector of the Western Hallway Weighing nssocta- Mon without bis knowledge. The inspector , Mr. Sharp asserts , hinted that ho might bo Induced to manipulate the rate , nnd asked : "How much will there bo In U for mel1' ' An agreement was finally roichod , after some dickering , that the inspector should rocolvo 110 for his cart in the affair. The car In question was loaded with about 22,000 pounds of Jollies and 7,000 pounds of ilrup. It was billed as a car load of sirup , which entitled It to a rnto of f 1.2.1 per 100. The billing nhould have shown tbo two dif ferent commodities , each of which , being Jess 'than a cur load , would have been charged n rate of * 1.43. The tuvlns Dy the incorrect billing was therefore 20 j cent's per 100 poundi. > lr. Fnrroll said that ho noticed several In- upoctors about his establishment the next clay , which aroused hts suspicion. Ho then maUo Inquiries nnd discovered what his clerk had dono. HoilnimodlatolInstructed tbo clerk to make out n correct bill ot lading , and the local freight agent of the Union Pacific corroborates this statement. For some rea son not qulto clear the car was sent through on the manipulated bill. Mr. Farrcll Is of opinion that this was done at the Instance of Ocorgo Carman ot Uhlcago , the superin tendent of the Weighing association , who , be believes , was back ot the whole affair and laid a trao to involve him In troublo. Hicbard Trumbull , the Omaha agent of the Weighing association , umdo a pictonso when BCOII , of being douscly Ignorant of the whole matter. He did not know the name of tbo Inspector concerned , did not know whether lie had been Indicted , apparently bed only a very bnzy knowledge ot Mr. Fnrroll and with nn evident determination not to give any In formation rotcrred the Inquirer to the Chicago cage oflico. When the Investigator hinted that Mr. Carman mleht have to face a charges of conspiracy to.entrap Mr. Fnrroll , hn said : "Mr. Carman Is not furnlshinginformatlon for tbo Intorstuta commerce commission un less shippers mcddlo with hU Inspectors , but If they do that " and Just at this Interesting point Mr. Trumbull remembered to forgot' and could not bo coaxed to say anything more. Mr. Cnrmnn Is quoled as saying tbnt ho laid the snare for the Omaha shipper. Ho said Unit Farrcll & Co. had boon manipulat ing their freight bills in February , which was reported to him by an inspector , who also stated that ho bad been approached with an offer of money to aid the shipper In rou- inir the railroads. Mr. Carman , according to his own reported statement , I hen nuthor- Ircd the inspector to receive the bribe in order to innko a caso. Ills version of tbo affair Is that the car was undorbllicd by 9,000 pound ) and that the inspector was to rocolvo one-half ot the amount saved , which made hlssharogll. Mr. Farroil charges Mr. Carman with a conspiracy , > and has boon advised by his nt- lorfloy tbnt ho has a CASO against the Chicago man , "wblch ho says ho will push. Admit for argument sake that Omnha has a legal right to build n $750,030 , bridge , and would say to all railroads : VTou can cross this bridge , free , etc. Of what use would such b'rldgo bo without nmplo yards , depots nnd terminal facilities , with right-of-way throifgh the city to bouth Omaha nnd out of tbo city I All of this means an oxpondlturo of 53,000,000 to 5,000,000 , which the city can not and will not over uiutorUko. Neverthe less , this abturd proposition Is tha principal argument advanced by the opponents of iho bonds.
