Ono of the first nuts of the board was to notify all ussoelutlons doing business tn tue state that coinnllixncs with the law would ba enforced. Considerable opposition and de fiance were nwuttestoJ by the managers and agents of the nationals , who previously had no teitrictioas to tbolr creed. ; home of the nationals having headquarters in Nebraska practically ignored the law , and sought immunity from its just and reasonable pro visions by assuming that it was lint re troactive. Having obtained enarter rights under the old law governing the incorpora tlon of a homestead association they affected indlfloroucp to the now conditions , and per sisted in soliciting business. But they en countered barriers as effective us prosecution In the courts. The now luw did not impair vested rights ; it did not assist the standing of any association. It simply pro vided that loan and building associations so Dulling business from the people of Nebraska should conform , to n limited extent , to thu well-established principles of co operation as outlined in the laiv. Those conditions and restrictions wore necessary to socaro honesty and reliability. No valid oojectiou cnula ba urged aga.nbt them ; no legitimate cooperative tive association sought to ovads thorn. The contention of the stuto nntiotiuls was a shal low pretense. Tney carefully nvoidoti a con test. The state Doard did fores one. But the people , educated by cxDerioncu a nd bj ttio press , wore familiar with the law as well as the methods of the nationals , and declined to patronize associations thai could not show a certificate of authority from the state bourd . As soon as the law took effect a tcoro of nationals from nil parts of the country up- plied for admission. They overwhelmed tno board with papers and appeals for prompt action. T-hoy assorted that vast interests V.'ITO in peril , and that legal formalities and examinations should be dispensed with and certificates issued forthwith. The board did not see Its outy in mat llght'and resisted the pressure brought to baar on it. Alter a thorough examination of the applications , the board rejected them , for they not only failed to comply with the law but ignored warnings to suspend soliciting business in thp state prjndia ! . * the examina tion. A cry was raisud lu interested quar ters that the stare was opuosad to tbo influx of foreign capital , and that poor paoplo could not , if the law ; va ? rigorously en- forrod , secure loans on reaionaolo terms. Stnto Examiner Ciarbar doninllshod this and other pretenses f > I the nationals in a puolic letter. "As to those associations bringing in eastern capital , " lie said , "there is no thing in it. It is safe to assort that every dollar loaned on property in Nebraska by a national building aiid loan association is collected from shareholders in Nebraska. After about two years from the besinniue of operations , interested par- tics begun an investigation of the plan of the association , und as u result there is not twenty shares of its slock left in the citj today. The members cot out the best they could , took little or notbinc and balanced their account with experience. " The wholesome legal chock nlaced unon speculative and deceptive organizations ban had a stimulating effect upan purely mu tual local associations.
