a correct plan nnr the manner contemplated
by the law , wbicn declares tbat the presi
dent of the commission shall bo "tho only
disbursing officer" of iho funds ap

lirst and most material of these ts that , , "ho

guards around tbo expenditure of tbo money
to insure correct accounts , but it appears law
und by-laws were defied and the secretary ,
whoso duty it was to kr ep account of all ex
penditure * , was stuaioasly ignored by the
president and commissioner general , , iho ex
ecutive council , of which tbo secretary is n
member , never having mot as an cxccuiiva
council from tbo dulo of the organization to
the present time , the secretary therefore-
knowing no moro tban any oiber member of
Ibo commission about the financial affairs of
the commliiioa , for the reason tbat ho was
given no opportunity to kuotv. When I
called attention to tbo facU in tlio January
mooting I thought a full statement would fol
low but I was disappointed.
Concerning tbo sum of about fS30 which
appears to have been oxpcndud for "furni
ture. extra labor , etc.,1' I will say that ncci-
dental notice of the expenditure is Iho. ; first
notice tbo commission ever had of tbo ex-
psndituro of u single dollar for furniture or
lixtures , no cucb expenditure ever having
been aulhorUod by or reported 10 the 'com
mission. When report is made the necessity
way appear and tbe action may bo fully jus
tified , but it is , to say the least , extremely
unfortunate that tbo financial affairs have
been so loosely conducted , and the require
ments of the law and by-law * so long ig
