There was a motion made to lay thu reso
lution on the taolo. but it was voted down.
The resolution was then adopted by a. vote of

The council then decided to hold an ad

The next passage at arms was when the
ordinance declaring the necessity of recon
structing the viaduct over Sixteenth street
was read a third time.
Mr. Chaffeo state J that if the viaduct was
constructed it would cost the city nt least

tion of the viauuct and the approaches.
Mr. Elsassor stated that the city attorney
hud drawn the ordinance. Ho favored its
passago. as delays were danperous.
Mr. Monroe was sure that the city would
not hwe to pav u cent. The matter bad been
thoroughly investigated and the whole
amount could bo taxed against the railroads.
City Attoiney Connell could not see hoxv
the city would bo compelled to pay anv of
