"Dr. Llebor , first real name unknown , "
) s the wuv It appears on the complaint.
The Information states directly that the
so-called doctor Is guilty of Illegally proof lu-
ing or attempting to practice , aim Incident
ally tlmt ho lias been picked out by the State
Hoard of Health ns their meat.
In connection with those charges there Is
a llttlo interesting information regarding the
doctor. Some tori years ago , Dr. Llobor
hung out his shlnulo near the corner of
Thirteenth and Cnpltol nvenuo , where ho
dispensed decoctions of "yaibs" or Im
mersed his patients In baths of unknown
mixtures a.s the fancy suited him.
For u time ho floutIshci ) , and then the place
that had known him know him no more. Ho
had packed up his "yarbs , " bottled up his
bath Juice and nought newer nnd greener
Holds. While his memory was still fresh
ho reappeared llko n comet , nnd for
nshort tlinn all sufferers who called on him
\\oro treated to a hearty swis from nn lm-
tnonso Jug that _ \vus u conspicuous article In
ono corner of his little ofllco. The treatment
was something on the old lima plan , und the
theory was that mcdlcino that was good for
chlllblnins would uo equally helpful in a case
of typhoid fever ,
But Dr. Ltobor was not hero to stay. Ho
disappeared again nnd turned up in Council
Bluffs , where he remained for u time und
was next hoard of iii Mitchell , S. D. A few
months ago ho ngaln located In Omnha
nt Twenty-fourth nnd Plnknoy streets ,
where lie has boon superintending
the workings of his oaths und
dispensing specifics to great and small.
When arrested the doctor found a
bondsman in Peter Gees , who signed the
200 uppeu'anco bund , nnd the prisoner was
released. Yesterday , however , Mr. Gees
refused to continue longer on the bond ,
nnd the defendant was suirenderod
into the custody of the ofllcars.
Another hustle for ball was unproductive of
good results , and the doctor was locked up.
! rom u well icnown druggist something of
Llober's modus operand ! was learned.
"Lmbor won't stay in jail , " bo declared.
"I couldn't go on his bond , because If 1 did 1
would hnvo nil the other doctors down on mo ,
but It will bo fixed up In another way so
that ho will got ball this afternoon. I have
known him for years and I know that ho
makes money. Ho buys n good deal of stuff
of mo and pays cash , and his business Is just
ns peed ns anybody's. He registered with
County Clorn O'Mulloy the lust time ho was
hero , but ho didn't this time.
" 1 know ho hasn't a diploma , nnd ho Is un
educated , but ho has moro practical know
ledge than some of the doctor ? who nave di
plomas. Ho has plrntv of assurance and
can make folks bollovo black is white. What
If ho is a quack ] Folks want to bo hum
bugged , and ho can do it as well
us nnj one olso. Ilo don't hurt nny-
body , ' as his medicines are harmless.
I Know what ho buys. Ho gives patent med
icines mostly , nnd folks don't know It. What
If ho does buv Ayer's ' Cherry Pociorul and
give It out In llttlo bottles labelled 'Dr. Lio-
bor's Cough CuroC The modiclno will do
Just ns much good , won't It ? They can't
convict him , for he is really a patent med
icine compoumlor.
" 1 have Just gotten in a lot of labels for
him. Some of them cumo this morning ,
Hero they nro , " and the druggist hauled out
several packaccs of labels among which
were n couple reading us follows :
"Dr. Llobcr's Kidney Specific , the Great
est Panacea f6r all Kidney and Urinary Dis
cuses in the World. Tnblospoonful I times
n day , after meals nnd at bedtime. "
"Dr. Llcber's ' Hhcumntic Liniment will
Speedily Holiovo tlio Worst Pains incumopnt
"
on all "cases of inflammatory or Articular
Hheumaiism , Gout.otc. Apply tbreo times u
dnv. "
"Now , then , " said the druggist , "won't
Warner's Safe cure do just as much good if
called Liobor's Kidney specific ? There may bo
no dllTorcnco ut all , or ho may add u little
water or anything ho chooses. I tell you
there nro lots of folks in Omaha who sweat-
by Liobor , " nnd the prescription compoumlor
carefully replaced the labels in a drawer
under the counter before going to wait on a
customer.
"Liobor don't have to stay In jail , " he do-
clatcd , as ) < r returned to further discuss the
subject. "Ho bas money in the bank and
could put It up for his release , but his lawyer
advised him not to do it , because if the court
found out that ho had It ho might bo lined
enouch to take it all und not leave anything

Judge Donna handed down decisions yester
day in two cases in which J. H. Van Closter

The ilrst uaso was that of the Nebraska
Mortgage Loan company uealnst George F.
Blnst & Co. , ot a ) . , Van Closter figuring M

Von Closter was the president of the loan
company wl\Ich \ ilgurcd ns plaintiff In trie

leasehold of the company In what is known as
the "ChocKcrod barn , " to Blust it Co. , to secure
cure n personal indebtedness of about ? J,000 ,
without the Knowledge or consent of the sec
retary nnd treasurer ot the company or nny
of the directors. Suit was brouuht to cancel
the convoVnncu nnd quiet the title of the
company in the property.
Judge Doano found that the facts had been
proven as slated and found for the plain
tiff.
tiff. The other caio was that of Blust & Co ,
again Mrs. Julia 12. Adams ot nl. , nnd Mr
Van Clostor also occupied n very prominent
position in the case. The Nebraska Mortgage
nnd Loaa company was made party dofoncl-
ii nt in this c.lso.
The court stated that It appeared from tbo
evidence that the loan compiny had a largo
number o ( notes made oy Mrs. ndums to the
loan company and seciirod by mortgage.
Those notes Van Closter hud pledged to
Blust ft Co. to .secure an individual debt , und
Blust A : Co. hud brought suit to foreclose the
mortgage. The loan coinnany defended tno
case and asked for tlio rot urn of the notos.

Judge Irvine made u ruling on a demurrer
In the case of J. B. Kvuns against the Expo
sition Building association. This is n suit
against the association nnd the stockholder ,
holding thorn liable for the payment of a
Judgment of S'.I.OOJ ugmnst the association.
The defendcnts answered that tlio indebt
edness was originally created by the assoeia-
ttion to Fred \V. Grav , who was u diioctor of
the association , und was afterwards assigned
o the plaintiff.
Tlio plaintiff demurred to the nnswcr and
asked that it be stricken out. The demurrer
was overruled on the ground that the statute
holdlnr the stockholders liable for the In
debtedness of the corporation , where notice
of indebtedness was not published , did not
render them liable for indebtedness to a di
rector whoso duty it was to see that the
proper notice was published.

They nil toll substantially the same story ,
which is ns follows : The train was heavily
loaded , passeimers filling both cars and
standing on tlio platform' . As the train
neared Webster street , Moore , who was
standing about Ilfty foot south of tlio south
line of the street and on the west sldo of the
tracks , caught hold of the guard rail on the
front end of the trailer. Ilo stopped upon
the footboard , but a second later slipped and
fell. In doing so he released his hold upon
the guard rail and was thrown headlong
across the track between the cars. The sig
nal to stop was Immediately given , but bu-
foio the train had been brought to a stand
still both xvhoels of the car had passed over
the man's body.

the motornmn "throe bells" and the motor
was reversed. The train was under control ,
but before it could bo stopped the car had
passed over Moore's body and had reached
ihe middle of Webster street.
The conductor was one of the jlrst persons
to roach the body. Ho found it about thirty
Icot south of the south line of Webster street.
It was horribly mutilated , the wheels appar
ently having cauirht Moore about the hnad.
They then passed over his loft side and over
both legs , nearly severing them from the
trunk. Although the victim gasped once or
twice after being picked up , it is probable
that ho was dead before ho was taken off the
rails.
The conductor and raotorraan made their
round trip , and upon reaching Fiirnam street
on their way north were relieved by ether
employes of the lino. They at once pro

Thuyor appointed n farmer to the position of
chief inspector of grain. Incompetoney , ns
usual , wab the cry. In speaking of incotn-
potency , let mo remark parenthetically , the
mcusuro with all its faults passed through
the hands of so competent an attorney as
John C. Watson , whom it would bo criminal ,
I suppose , to stvlo a farmer. The urbanity
of General Mclirido has not saved him from
making n failure of the Lincoln inspection
department. Every town in Nebraska
should not expect a chief inspector ; better
ono than two. The more chiefs the more
wampum !
"T o Eecretaiies of the State Board of
Transportation present ono sot of rules today
and another tomorrow. Ono sot says the
state wofghtnustor shall report to Uho chief
Inspector of grain ; nnothor set says ho shall
report to the State Hoard of Transportation ,
and so on. As u result the State Board of
Transportation und the chiefs , with their
auxiliaries , have boon at constant war with
one another , mid the grain men of Omaha
have furnished the music and the ammuni
tion.
IlaU Ml * . Blanchard been able tpshnlto off
tbb disgrace of beiniru farmer , nnd-to I adopt
bis plan ( thojcorroct one for the time1 being )
of having ono hand wash the other
by allowing the different departments I
to assist ono another ns far as
possible , the State Board of Transportation
would have boon moro conslucrato In its
action. Instead of the Independent chiefs ,
nanny on more man speaxing terms , and
their almost moro independent subordinates
lighting bipeds from the word go-courting
dlscordt-narmonlous action and good feeling
would have been the rule. Under present
circumstances Jack is ns rjood ns his master ;
the man who Is under foO.OOO bonds is no
moro respected than ho who Is only under
$5,000 bonds ,
"Whon sinecures and the amount of salaries
to bo paid the officials are held inferior to the
real Interest which the act is intended to en
hance , shippers and producers of the state
will not only bo bolter satislled , but better
rewarded. With the true end in view lot
every man who would like to see a homo
market established In Nebraska put his
shoulder to the wheel. "
