TUB BBH Bintr.AU OFCI.VIMS , In dealing

ecilng a largo number of subscribers nnd
ithers from extortion and loss. From coin-
ilalnls that have comu to It , hotvovor , It ap-
icars thut many of the claimants do not un-
lui'Aland their position under thu not. At a
line when there appeared to bo little obanco

Ignod contracts n 1th the Washington agents ,

> o collected. In view of this extortion con-
tress inserted a provision In tbo net unnul-
ng all contracts and limiting the agent's
ouiinlssloii to 1& or-0 percent.
The claimants all probably understand that
ho agent's commission has been limited by
bo law , but many of them , according to their
iwn statements , do not understand that they
ire free to do as they please about employing
bo agent they had flnt chosen. They con-
Idor that they nro still bound 10 employ iho
gent with whom they signed the exorbitant
otitracis , whether they uro satislloil with
ilm or not.
It was tbo Intention of congress to protect
hum at all points and tboy were loft on the
passage of Iho act free to do ns they nloasod

tha act stated : "That all sales , transfers or

In tha duo ndmlnlstratlon of decedents' os
tales , nnd nil contracts heretofore made for
fees and allowances to claimants' attorneys
nro hereby declared void.
There could bo no mistake About the moan
ing of this. All claimants had to make now
contracts with ngcnU after thd p.tssiuro of
the act , nnd thov were nt liberty to omplov
Any ono they pleased. If they were plonsud
with the zeal nnd nets of their llrst n ont

chnoso any other agent that thov pleased ,
J'hoso who have not signed new contracts
since thu pnusugo of thu net nmv prolll by
Ibis to secure much hotter terms than they
could otherwise got from the ugonts. The
fact that Tun BKK BI-RKAU U doing tbo work
for the bare expense Involved has had n good
effort In moderating the charges of nil agents
to these who know how to protect them
selves. For those who distrust tholr ability
to cope with the claim ngonts on their own
ground Tun Itr.i : Bnuutr Is always open.
THI : i
The experience of TUB BISK Ci-.u :
BURRAU has brought out the fact that mm
of Its subscribers do not understand that tl
Indian depredations not passed by the la
congress annulled all previous conlrauts f
collecting claims under It. This Is n fn
that they should know for tholr own prole
lion. When tbo not was slgnod nil contrac
with agents were made void by Its term
The holders of claims were then free to mat
such bargains with tholr agents ns the
pleased , or could refuse to make any bargni
at nil.
The framers of the net found It neccssni
to take Ibis stop for iho protection of tli
claimants. At the time when there secmc
little chance thai such nn nut would I
passed hundreds of claimants had contrnctc
with agents to pay outrageous fees In caa
the money could bo collected. Ca es at
known In which iho claimants had eonlracto
lo giyo up lo iho ngonls ever ono-lmlf ih
amount collected. Cases in which or.c-lhlr
wns promised wcro not nt nil uncommon. T
allow these contracts to stand would nmli
the law not un net of Justice , but. un act c
extortion for the bonotlt of the claim atrcnb
The clause wns Inserted annulling nil th
contracls , good , bad nnd Indifferent , nn
limillug Iho percentage to DO charged b
ugonts to 15 per cent , with nn cxtrn 5 po
cent allowance for special cases. The clali
ugonls naturally objected to this , assortln
that It was beyond Iho powers of congros ;
but the best opinion of both houses was thn
contracts made to collect claims under n ln %
that did not exist could bo annulled in ths
manner.
On tbo-ltii of March , therefore , the claim
nnts who had slgnod contracts were as frei
from obligations to ngonls as those who ha
not. If they wcro satisfied with iheirageni :
nnd wished to sl n n now contract within tin
HE It of compensation llxod by the law , 1
wns t.'ioir right , but none of thorn won
under any legnl obligation to do so. Tin
moro unscrupulous of tbo ugonts natural
reprosonlcd to their clients that they wen
bound to renew Ihelr contracts , with inerolj
the substitution of tbo terms named by lav
for the outrageous commissions at llrst do
mnnded. Cases have boon brought to thi
attention of Till BKI : in which this
policy had been followed succesul ly ,
by unscrupulous agents. They had in n wo'n
bullied the claimants Into hlrfng them when
if the claimants had understood Hint thoj
were free of obllgalion , Ibey would him
ohosen other roprosentr.llves. As olbers arc
being worked upon In Hie same way , tha
lacts of Ibo case are set forlh for Iholr pro-
lection. If they art ) satisfied with the innn

THE Bii : CIAI.MS BUREAU was established
solely for the protection of the public. It
was established on account of the complaints
of its subscribers who thought they wore
being unjustly treated , nnd thee , sllll more
numerous , who applied lo it to IIml a reliable
agent. It will collect the claims nt only suet ;
charges as will pay the expenses of tbo bu
reau. It Is expected that It will rarely hap
pen that the limit sot by the law will be
needed to pav the expense of collection.
Many of the claims can doubtless be collected
for 5 per cent of their face. The bureau is at
the service of the subscribers and public n
large. These who take advantage of Its offer
will save money by It. These who do not
place their claims in Its charge will save
monov , too , for it has put n cheek on the ra
pacity of the agents who would otherwise
feel free to take tbo last penny the law al
