The I'nglnpcrV delegates assembled In tlio
convention hall ntO o'clock yesterday In nccor-
donco with the rulei of civil sorvlco reform
adnptcil at Wednesday's mooting. That It ,
omo of thorn did , wlillo timny did not Ret
around until nn hour or two later , and soinu
failed to appear nt all ,
Otio thing that is noticeably apparent In
tbo p.ilnfiil hut InofToctual struggle that the
delegates nro having with themselves to
IUIIKC a satisfactory showing In the ollioint
report of the convention for the benefit of
their conatltilGiits , and nt the name tinio to
corral till the fun there is going In the way
of Junkets , excursions , banquets and halls.
They protest loudlv on the Moor nuulnst de
voting HID tlmo that should bo taken up In
convention work to the pleasures mapped
out by the local committee , and demand all
sorts of penances In the way of early opening
hours and evening sessions , but when it
comes to a vote as to whether or not the In-
vltatloti to go some vomewhero and back
agum on a special train they invariably vote
logo.
At yesterday's session It was discovered
that sbmo of the delegate * wore upon two or
more committees , and as this delayed work ,
Bovcral changes and now appointments were
made , so as to allow till the committees to bent
nt work at the sumo lime. That virtually
meant beginning the convention over attain.
Then the method of doing business came infer
for a roasting , ana a score or raoro of dole-
iratos wlio , deep down In their hearts , wanted
to visit the stock yards In the afternoon , but
couldn't see tholr way clear to do so because
Of Wednesday's action demanding an all day
session , hopped onto the local cominltteo for
planning to take them away from their
work ,
Mr. Welzonbach of the local committee
had a word or two to say in that connection.
He declined that ttio delegates would make a
pretty spectacle of themselves to rofnso to
accept the Invitation after a special train
had been generously placed at their disposal
by the Union I'nclflii railway company and
all arrangements had been made to tuko care
of the visitors at South Omaha.
As usual , the loc.il committee came out on
top , and Wednesday's action was , rescinded
and a motion to devote the major portion of
the afternoon to the excursion wont through
with a whoop. Ono rcnontnnt sinner , however -
over , Insisted tliat a mooting must be held at
5 o'clock , immediately after tltolr return.
An adjournment of an hour was taken tote
to allow the committees tinio to prepare their
reports , and those who were ttius loft with
out visible means of employment went down
to the machinery exhibit and improvised a
number of steam gunges for lung testers or
allowed the wind from the power fun to
fluctuate thtough their whiskers.
Shortly before 11 o'clock the convention
apnln settled down to business.
The committee on appeals and grievances
reported In the case of the suspended mem
bers of Baltimore , No. 1 , in fuvor of grantlne
them a dispensation to organize association
No. ! 1 , as the action taken in the case by No.
1 was contrary to all law. The report was
received , and a lengthy debates followed the
proposition to adopt it. The convention
finally decided that the suspended mem-
bora must pay up their dues to the
tlmo of their busponslon , and thcu receive
withdrawal cards with permission to cither
Join another association or form a now Ono.
The cominltteo on education reported in
favor of a systematic course , with an exten
sion of libraries , models , mechanical papers
and books of natural philosophy , and each
meeting bo made productive of at least ono
step forward to a dullnlto end.
It Is also recommended the preparation of a
torlrg of technical papord for the next con
vention. The report was adopted.
The cominltteo on peed of the order recom-
roeudeu the adoption of the resolution pro
viding that conventions of the association
should remain In continuous session morning ,
afternoon ana evening until the business of
the association is I'omplotcd ,
Mr , Fehrenhatch raised the point of order
that this convection could not establish rules
for future conventions. The report was ,
however , adopted unanimously.
The committee's recommendation to In
crease the imloago allowance of delegates to
the convention from a cents pur milo
one way to 2'j ' cents each was snowed under
to the depth of several foot.
The chairmen of Uio committees on fltinned ,
constitution and ritual struggled with ouch
other for a hearing , and Mr. Trix of the hit
ter committee was liniilly successful. That
necessitated the body going Into executive
session , and the reporters , stonocraphors
and visitors wore hustled out In short order.
It took about half an hour to discuss tha
report and the convention then adjourned
until 5 o'clock.
The Indications now are that about all the
convention will succeed In doing before llnal
adjournment will bo to oluet oftlcors for the
ensuing your and dcoldo upon the location of
iha next convention.
Just at the present tlmo Buffalo scorns to
bo exceedingly "In It" so far as her olmncos
for capturing the 1SUJ convention go.
For president , the present vlco president ,
William Powell of Cleveland , apparently has
the call. The custom of the asso
ciation has boon to make this pro
motion , .and In this Instance the
"working engineer. * " are strongly In
favor of It , although there Is a well organized
opposition to It , not because of personal oppo
sition to Mr. Powell , but because of an en
deavor to place lha presidency In the hands
of the "business" or mechanical engineers.
Mr , Kohronbatch of Cincinnati , past presi
dent of the association , Is bolng boomed in
this connection.
On reassembling nti:45 ! ! : o'clock the com-
niltteo on ways and moans reported In favor
of allowing the nor capita tax to romam nt 75
contH per year , ns for the year just past. The
rouort was adopted as read ,
The commtltoo on mutual aid reported that
It found nothing to do and asked to bo
trlckon from the list of committees , The
ropon wax adopted and the committee dis
charged.
Another recess was then In order to allow
the cominltteo on mileage tlmo to prepare Its
report , another secretary Improved the tlmo
by signing the certificates ot the delegates.
On again being called to order the cominlt
tee on constitution reported , concurring In
the following resolutions : For the national
icerolary to publish quarterly reports of
thu standing of each subordlnnto lodge ;
to prevent any member from belonging
to more ihon ouo subordinate association ;
to change the tlmo for electing delegate * to
the national convention to the last stated
meeting In July before the convention ; pro
viding that three mouths before the conven
tion Is held the president appoint a commit
tee of llvo to secure the moit favorable trans
portation rates , All wore adoptod.
The cominltteo on llconso reported that
progress had boon made In the matter
of engineers' [ licenses all over the conn-
try , and quoted from tbo boiler
Inspection laws of several cities.
Connecticut was roasted for allowing liar
legislature to engage hi a Kilkenny cat tight
for a your Instead of passing n llconso law.
The trouble in trotting a license law passed
was declared to bo not from objection to the
law Itself , but for fear an amendment would
later bo added so ns to include locomotlvo
engineers. The report was adopted.
it was then nearly 7 n'clock and as the
mileage commltteo was still slumbering , the
convention adjourned until V ) o'clock ihU
morning ,
It U hoped to complete the \votlc of the con-
vcutlou today , but tbo outlook U good for an
other session tomorrow.
Tbo South Omaha trip was replete with
surprises for the visitors. Ono or two of the
inora udvontuious ones woiohomo big red
buttonhole bouquets that they secured unux-
poutodly whllo watching the gory Charon who
jiroiUtes over the porcine Styx at Cudatiy's ,
Thu entire party stood the ordeal man fully ,
although the Indies found the richness of the
atinosphorarathorovorpo.voring at Ural. The
lunjorlty of the visitors hud never soeu any.
thing of the kind before , mid none of thorn
Lad witnessed U on such n grund scale.
Another mooting of the Life and Accldout
association hold 7:30 o'clock last
was at : even
ing , and a radical change was made. An en-
tlrnly now constitution and bylawsvnrit
drafted , and the uatuo changed to the Life
and Accldont Department of the National
Association of Stationary Engineers.
The secretary nnd treasurer unit chairman
of the board Of trustees were mndo elective
offices at the hands of the policy holders , and
n salary of MOO was provided for the former
ofllccr , provided that amount of money was
In the goncr.il fund. The clmlrmiiu of tha
hoard of trustees li made the executive offi
cer under the now order of things ,
The change Is adversely commented on br
many of the members , who predict that It
will prove disastrous , and that not n member
will bo left by the tlmo the next convention
moots.
Powell's ' candidacy stook for the presi
dency Is boomlnp , and It Is predicted
that ho will " win In n canter.
"Dad" IMckoy of Chicago , the veteran
of the association , Is being boomed
for the secretaryship , nnd the present Incum
bent , Mr. Carlov of Pllt-sburg , Is not averse
to another term , while W. II. Cronloy of Jersey -
soy City , who has kept the funds of the asso
ciation for the past three yonrs , Is willing to
bo the . .olllcial scrlbo for the next two.'vo
morttiH. There are also n doron or more dark
horses who are hoping that as.soclatlou poll-
tics will iiinblo out their way.
An Invitation was recolvi'd last evening by
the local cominltteo from the Douglas County
Agricultural society requostlnp the presence
of the delegates and tbolr friends nt the fair
and races this afternoon. Some of the dele
gates demur a llttlo at the Idea , but the local
committee proposes to show the visitors that
Omaha docs nothing by halves , and It
is pumpkins to peanuts that the
delegates will sniff the dust of the hotting
ring this aftoraoon. It Is conccdod that If
the convention will got down to work nt the
morning session motoran bo accomplished
than has thus far been clone during the three
davs that the body hni born In .session.
The complimentary ball tendered the visit
ors last evening at Washington hull was
qulto n social event. President Illingworth
nnd Mrs. Louis Llttlolleld led the grand
march. In which 111 couple participated.
Mr. Llttlellold acted ns ranstor of ceremonies ,
and under his guidance everything moved
smoothly. The Musical Union orchcsstra of
IIfteen pieces furnished delightful music , nnd
the well-arranged programme of twenty num
bers was over only too soon.

All sorts of rumorn have boon floating
around concerning the Union Pacific. The
latest has It that on application Is to bo
made for n recolvor for the road. This
rumor was current in Wall street and had n
decidedly bearish effect on stocks , but It was
promptly denied by President Dillon , who
declared that there was not a word of truth
In it.
Hoports have also boon received that Pros-
Idcn't Dillon had announced his Intention of
resigning and that a Vnndorblli man had
bean spoken of as his probable successor.
This change would bo followed by a complete
change in the personnel of the management
of the road nnd n corresponding change all
the way through tlio list.
All llieso rumors are treated very philo
sophically at tbo headquarters in this cltv ,
where all the oftlclals oxlst in an atmosphere
of expectancy. It In admitted that the ru
mors may have some foundation In fact , but
they tire not given much credit.
On the street public opinion Is about
equally divided as to the truth or wlldnoss of
the rumors , but a lively intorcst U mani

Mr. Donnelly , 9r. , Uaino Very Near
Gutting nn Appointment ,
If the facts were not published the public
would never luiow how near the city council
came to stealing a march on Mayor Gushing
Wednesday night.
Ono week ago last Tuesday night the
mayor sent the name of W. A. L. Gibbon to
the council , that its owner might bo con
firmed as a member of the Hoard of Public
Works. The roll call showed that Mr. Gib
bon was shy several votes. A few moments
later the name of John U. Furay was sent
In. Mr. Foray's appointment was con
firmed , several democrats going over
to the republicans. Later in the
evening the democrats regretted their
action and the vote by which Ftiray's ap
pointment was reconsidered Both appoint
ments then wont to the committee on paving ,
curbing and guttering , of which Jairfos Dou-
nelly , sr. , Is chairman.
Aflor the meeting President LOATJ'and
Mr. Dcnnolly sought the fastnesses of the
Colorado mountains and Hutrh Murphy's
s'.ono quarries. They returned in duo tlmo
and all was serene , but at thu last mooting
no report , was made on either appointment.
The republicans of the council predicted a
deep laid scheme and kept a watchful eye
over the democratic members , or at least
over most of thorn. They fancied that the
committee would not report on the
appointments in the pocket of the
chairman of the committee. They
also had a vague idou that there was a hen
on. The mayor was out of town nnd consequently
quently they looked for anything from an ap
pointment to a cloud burst.
Yesterday afternoon a story was afloat to
the effect that Lowrv would call a special
meeting of the council for last night , submit
the name of James Donnelly , sr. , for the po
sition now held on the Board of Public Works
by Major Furay , and rush through n con
firmation. Lowry denounced the report nnd
stated that It was a lie started by his ene
mies. This might have been so , but If It
was he had a talk with Superintendent
_ Wiloy of the Eloctrio Ligut company
and the subject was discussed at length.
Lowry asked Wlloy what ho thought of the
scheme , tolling him that ho could secure
enough votes to carry the appointment
through. Wlloy did not doubt that , but to
told the worthv president of the council that
if ho took advantage of the major's absence-
from the city and made the appointment , ho
( Lowry ) would be the deadest cock in the
political pit in which ho aspired to be the
boss.
boss.Wiley wanted to know how Lowry know
that the appointment of Donnelly could bo
confirmed. Ho was informed that
enough of the democrats had boon
scon nnd that they would stand
Sgether ; that Cruner , the Eighth ward
councilman would vote for Donnelly rather
than to bavo Furay forced upon him.
The situation remained In that condition
until ! ) o'clock yesterday afternoon , when
thrco democrats refused to lend themselves
to the movement and It foil to the earth.
If the scheme had not miscarried there
would have been a grand matinee In the
now city hall. Messrs. Bechel , Chaffoo ,
Davis and a number of other prominent re
publican councilmen had received a pointer
and were watching for developments.

Nearly all of the city ofllcials , from the

\VlllardScotthin tendered his resignation
of ths pastoruto of St. Mary's Avenue Con-
grocational church and will remove to Chicago
cage fu n couple of tnonths to bccomo pastor
of the South Congregational church of that
city.At
At a mooting of the eon rogatlon of the
St. Mary's ' Avenue church Wednesday night
the following letter was road and the resign
ation was accepted :
OMAHA , Sept. I.To Dr. S. Towne , Clark
ot St.Marv'sAveiitieConqrogatlonalChurch :
My Dear Brother I hereby hand you and re
quest you to present to the church at Its busi
ness meeting , September U , my resignation as
pastor of this church , which I have esteemed
it an honor and have founa It a pleasure to
serve for nearly nlno years ; the resignation
to take effect in the month of November fol
lowing , upon sucn day as mav bo mutually
agreed later.
Inasmuch as I have already spoken freely
nnd Informally with all the reasons for mak
ing this request , I do not think I need to rehearse -
hearse them now , but merely say again that ,
whllo my inclinations are to remain with you
whom I have long nnd steadily loved , I have
an Increasing conviction that I ought to ac
cept the call of the South Congregational
church of Chicago.
So , without debating the matter further ,
and without expressing hero the deep emo
tions stirred within mo by this act , I ask that
you accept this resignation In the spirit
In which It is offered and request
the .society of the church to concur in the
same , and that both church and society join
me In calling , at some suitable time , a coun
cil ot neighboring churches to examine the
facts and advise us In the premised. Cor
dially your pastor , WIUAIUI SCOTT. "
It , is the custom of the Congregational
church to have the conprepation take action
upon all such matters llrst and then refer the
action to the society or ofllcial board of the
church for concurrent action. The society
orollletal board will undoubtedly Indorse the
action of the congregation and the resigna
tion may therefore bo looked upon as a sot-
tied fact.
The congregation appointed n pulpit supply
committee of nlno last night for the purpose

T FALL :
As the old farmer said when he stood in his cornfield and heard the cornstalk into each
others cars about jvlmt glorious weather it was for crops , this is going to be a great fall.
WE'RE READY FOR IT. To-day we place on sale our advance assortment of
EN'S FALL SUITS !
Never since we began business have we been able to show such a magnificent array of
FINE SUITS as we arc showing today. Our great sales of suits at the end of last winter's
business entirely wiped out every old suit in our house , and we are able to begin this season
WITHOUT AN OLD SUIT. We wish to direct your attention more particularly this week
to our elegant display of FINE SUITS , which surpasses in magnitude anything we have
ever before attempted. Suits made from both foreign and domestic woolens from the finest
looms in world. Suits in every conceivable shade and color. Suits in checks , stripes , plaids ,
mixtures , and plain goods. Suits in all wool and silk and wool cloths. Sacks with straight
corners and Sacks with round corners ; Sacks double breasted and Sacks single-breasted ;
Frocks and Cutaways ; Suits with binding and Suits without ; Suits that are gotten up with all
the nicety of the tailor's art , cut in fine style , made lined and trimmed as well as any tailor in
the land makes , lines and trims custom work.
We extend _ a cordial invitation to every man in Omaha to pay us a visit during the present
