Tomorrow , the Grand Army of the Repub
lic reunion of the Department of Nebraska
will commence In the city of Grand Island.
It will continue until Saturday next. For
the thirteenth time , In the history of this de
partment , the men who wcro numbered
among these who saved the nation , will as
semble to renew the friendship which wns
created by their companionship In arms.
They will local ! the scouo In the little homo
in the east when they affixed their signature
J to the enlistment roll , and the cheer with
J which these who had enrolled before wel
comed them Into their company ; the sad
tours at parting from mothers ,
sweethearts and wives ; the mis
eries ot the march ; the pleasures
of the blvouock ; the terrors of the battlefield
and the barbarities , the living death In the
post-ridden , disease-breeding , hellish prison
ecus of the south.
JyxTiero are some men and memories that
Spoverdle. Among the former ought to bo
enumerated the bravo ones whom this occas
ion brings together ; and , among tbo latter ,
the achievements In which they bore a loadIng -
Ing part.
With this annual reunion the people of the
proat state of Nebraska are in sympathy.
They know that It tends to the garnering of
facts for luturc history ; that it affords
needed relaxation to the tolling shopman and
farmer ; and , nbovo all , that it arouses in the
urcasts of future citizens the patriotic im
pulse which must bo depended upon to de
fend the union against Its foes.
In anticipation of the advent of the Grand
Army , the patriotic und enterprising citi
zens of Grand Island have made arrange
ments , on a most liberal scale , for a week of
festivity.
They will welcome the soldier as warmly
as they over did n man who faced the cnomv ,
oven us they cherish the Indigent veterans
who have found permanent quarters almost
within the limits of the town. There- will bo
no lack of shelter. There will bo no scarcity
of cumpflros. Tboro will bo no unsatisfied
demand for state and regimental reunions.
There will bo no buildings which will not
elision with the national colors ; In n xvord ,
there will bo nothing left undone by the cit
izens to do honor to the man whom the people
ple wish to honor the patient , suffering und
loyal members of the Grand Army of the Re
public.

In consideration of this reunion , Tnr. UBK
herewith presents a history of the Grand
Army of tlio Republic and kindred military
associations. It bad Intended to produce the
roster of every Grand Army of the Republic
nest In the department. In this , however , It
has not been successful , owing to the nbscnco
X of post ofllccrs In the fields and from town aud
, -tho consequent impossibility of obtaining reliable -
liable data.
The rosters of about sixty posts , however ,
have bcou obtained and are herewith pre
sented. Where u roster could not bo pro
cured tno deficiency has bounsupp.lled by tbo
name , number , location and the principal of
ficers of the post.
In the rosters published , wherever the arm
, _ Jrtno servlco In which the veteran served Is
yet mentioned , the Infantry U to bo under-
ttood. To mention all who served In that
branch would result in unnecessary repeti
tion. The cavalry regiments and batteries
of artillery uro specially recorded.

Jn 1803 the war of the rebellion came to a
close. The boys who were the blue hud returned -
turned to their hoaioi. The supremacy of
the union had bcon established. The stain of
slavery had been effaced from the shield of
thu republic.
The men who had experienced the fatigues
of the march , the wounds of battla or the
martyrdom of prison puns , could not easily
forgot the privation ? they had endured and
the comrades with whom they had suffered.
To perpctuuto these memories and friend-
imps u number of military societies were
formed. They lived , however , for but n short
tlmo. Hut OHO survived. It wus tha
Grand Army of the Republic. It
lives today. It has a department
In every stato. Its number is legion. Its
permanency can never bo shaken. It will
live whllo veterans survive who nro able to
recall the cause for which they bled and In
whoso defense ! wai nourod out an untold
wealth of the blood of thu young manhood of
the nation.

Like many of the organizations Intended to
perpetuate the friendships formed during the
late war , the success of the Grand Army of
the Ropubllq for a long tlmo was subject to
terlous doubt. H appealed to the soldier ele
ment not tnoro strongly than did half a dozen
"wauliullons having a similar purpose In
tow. For thl reason It fulled to attract
Koncrnl attention. For this reason , also , the
lacts regarding its Inception for a loug time
remained In obscurity. After lu establish-
went In Illinois it came to a speedv ending ,

which It then possessed. Its records passed
into obscure hands and have never boon reclaimed -

founder of the order was Dr. O. R Steph-
cinun ofHprlngllcid , III. Ho had
been surgeon of the Fourteenth Illinois vol
unteers. Associated with him wcro Dra1
T. G. Allen and Hamilton , also ox-surgeons.
A visitor to the onica of Dr. Btuptionson
wns ono Sohn S. Pholps. The latter had
served through tbo war in the same division
with Pr. Stcpnonson. Ho had made applica
tion to be admitted to the regular army and
wus awaiting the disposition of the same.

surgeon and I'lielps were seated In Stephen-
son's olllce , the latter said that ho had some
thing which would move the country when
perfected. It win "the biggest thing out , "
lulng a slang expression In vogue In these
davs. Phelps uskod to woat ho referred.
Htnphenson drew from his pocket n small
roll of manuscript written In pencil. It
proved to bo an nddrosi to n candldnto for
admission too military society. Htcnhenson
asked Phelp * If ho would "go In. " The lat-
tsr replied that ho would. Stepbcnson then
handed Phelps thu manuscript uud requested
him to tnka It homo and copy it

The manuscript wns read und a number of
eliminations and alterations made.
Several other tneotlngs followed , some beIng -
Ing held In the general's ofllco and others In
thosennto chamber. The manuscript wus
given qulto an amount of attention and was
dually pronounced perfect , some of It being
taken from thu soldiers' und sailors' league of
St. Louis.
The next question was to determine where
It should bo printed. Dr. Stephenson sug
gested a compositor on the Illinois State
Journal , published at Springfield. Finally ,
the manuscript wus taken to Doc.itur , 111. ,
and entrusted to Coltrlm & Pryor.publtshors
of the Tribune of that place. Ueforo doing
so , howovor. Phelps administered the obliga
tion of the order to the proprietors and com
positors , all of whom were ox-soldlors.

It took a weolc to print the ritual , Phelpj
reading the proof. During this tlmo Colonel

Hospital Steward James Huth ull of the
Forty-lint Illinois , with Phelps became char
ter members of the post. Comrada Pugh
wus elected commander. Comrade Kunan
nest adjutant. On April 0 , 1SSO , the llrst
complete copv of the ritual wus struck off
und taken by Phelps to Springfield whore it
wns exhibited to Stuphcnson und his friends.
Tuo same night , Captain Knnan tele
graphed Phelds and Stc'pnonson to go to
Decatur to organuo a post nt that place.
Both took the cars and wont to Decatur.
Kunan had enlisted a number of soldiers and
made all the necessary arrangements for an
organization. The post was organized and
alter It adjourned. Phclps , Kanan , Stephenson -
son and the printers wont to the

Tribune ofllco and , after some discussion ,
christened tdo organization the Grand Army
of the Republic. Soon nftor , 200 copies of u
handbill were pasted in the windows of the
stores , bearing the following legend :

An order was given for 1,000 coplos of the
ritual.
On April 7 Dr. Stephenson and Phelps re
turned to Springfield. The former suggested
to the latter that , as ho was not engaged In
any business , ho might undertake the organi
zation of several posts in Southern and Cen
tral Illinois where ho hud uu army of ac
quaintance.
Phelps acted upon the sugcostloD. Ho
wont to Cnrlinvillo , Alton , Bunker Hill ,
Litchileld , Hlllsboro , PanaCarrollton , White
hall and Mt. Sterling. At nil of these places
except Alton , posts were organized. At Alt.
Sterling Comr.ido Pho ps received the gen
eral order No. 1 , as follows :

Phelps also received a letter directing him
to report at headquarters immediately for iu-
struotlon to go buck.
\Vhon Puolps started out on his work of
organizing , it was understood that his ser
vices should bo gratuitous , but that bU ex
penses should bo defrayed by the posts
which ho should organize. In the
meantime , Dr. Stenheiisou wu to
have printed a number ot charters
and rituals. The ritual fee wus
$10 which was to bo forwarded to the
doctor at Sprlngtlold.
It required two and turco days sometimes
for Phelps to organize a post and then bo
learned that Stephenson was not attending
to business. There was a general complaint
that ho wns not forwarding the documents
promised to posts. Phclps wrote him on the
subject and this led to the appointment of
Alnjor Woods us adjutant general.
Whllo Phelps was orgunUinp in southern
and central Illinois , Dr. Stophcnson and
Coninulo John M. Snyder went to Chicago

On Juno It , 16ft ! the Wisconsin Soldiers'
and Sailors' league of which .Brigadier
Gonorul Proudtit , adjutuut general of the
state , wns commander , adopted the form
of the G. A. U. and booumo n department of
the ordor. Tnoro was not a tsmglo post of
the order In the state , however , nor hud a
Blnglo resident of the state of Wisconsin then
tukou the obligation.
Comrade Phelps then wrote to Gen. Wal
ter Q. uresuam , on the subject. The latter
referred it to Colonel Crawford , who organ
ized the department of Indiana.

in Missouri ; also to B. F. Potts of the
Fourth division , Seventeenth army corpj ,
who organized the department of Ohio.

At the suggestion of Dr. Stephenson sev
eral old soldiers signed a cull for a conven
tion of delegates. Thu convention or en
campment met In the hall of representatives
in the old capltot at Springlicld III. The hall
was decorated with old regimen tul Hug * loaned
by Adjutant General Haynto of Governor
Oglosby's stuff , the work being douu by Com
rades Snyder and Phelps ,
The encampment was ncld July 13 , 1SOU.
Comrudu Phelps gave his time and ser
vices from February to July without com-
pensutlon , U Is bellovod that If ho hud not
devoted himself so closely to tbo worit the
Grand Army of I ho Hopublla would uuvomot
an early death.
Colonel Jules C. Weber succeeded Comrade
U. M. Woods as adjutant ; Captain John A.
Light foot became assistant adjutant general ,
which wai the only olUco to which a salary
was attached.
At that tlmo there was a clause
In the constitution which subsequently
caused the order trouble. It was
"Voto for the soldier , all other things
being equal. " Captain Phelps and others
opposed this feature , but out of deference to
tbo wishes of IJr. btopbonson , who , at that
time , was desirous of political preferment ,
tbo feature was allowed to bocotno ono of the
cardinal principles.
There Was Politics lu It.
It may bo stated that the class of men who
tint joined the order were ofllco holders or
those who aspired to ofllce. A majority of
thorn hud worn iboulder-itrayi duriug tbo
war. This was particularly the case . at
Springfield , Chicago. Jollot and other largo
cities in the state Of the order's birth.
At the encampment in Cincinnati , hold
May 12 and 1 ! ) , General M , P. Chlpnmn ex
pressed his regret that ho had been unabiu to
obtain any reliable records of the previous
administrations. The records which wont to
his hands furnished no evidence that recipro
cal relations had been kept up between the
posts , the departments and national head
quarters. It appeared to him that the posts
and departments had organized on their own
responsibility and tbat many of them hud not
made reports to headquarters during tbo ad
ministration of General Ilurlbut.
It Is part of the Insldo history that In 1867
It became evident that the national organiza
tion would die of Inaction unless some bold
stops were taken to gtvo It now life. Com
rades Louts Wagner of Philadelphia and
others united In a demand for a reconvening
of the national encampment.
First National Ktiunmpincitr.
After nn Interval of fifteen months , the
encampment assembled In the council cham
ber , Jndnpondenco hall , Philadelphia , Jan
uary 10 , iNiS , and continued In session three
days. At that meeting , In n certain degree ,
order was brought out of chaos ,
In later years , nn harmonious set of prin
ciples , with which soldiers everywhere could
harmonize , were udoptod. Departments were
organized and gradually the order gathered
within the fold thousands of soldiers in all
parts of the country.

being credited with a membership of only

In 1877 Nebraska's members Increased to
170 and these of the country
decreased to 25,410. In 1878 the
order took a leap to 20,902 In the country and
Nebraska cllmood to 183. In 1870 the total
membership vouched 33,777 In the United
States und Nebraska dropped to 177. In 1SSO
the army experienced slgnul prosperity. Ne
braska's enrollment reached I.IO'J. while that
of the country reached -19,099. In IbSl No-
brnska claimed 1,037 and the country 01,8-17.
In ISS'i Nebraska had 2,07,5 and tno country
claimed 88,905. In 18S3 Nebraska jumped to
4,125 and the urmy to 141,183. In 1834 Ne
braska's Grand Army of thu Uopubllo men
numbered 0,450 and thnso of the country at

failed to receive the support which had been
expected. John K. Phllpot of Lincoln was
the first provisional commander. Ho was suc
ceeded by Paul Vandervoort of this cltv In
the spring of 1874. The latter had been
obligated by Commnndor-ln-clilof Dovens.
The llrst post was organized ut Kearney and
the second at Fort Omaha , the former being
.styled Sedgwlck Post and the latter Poll
Kearney , names which they boar today.
The llrst encampment wns held In Omaha
In 1877. During thrco years proceeding , Mr.
VnnDcrVoort acted as provisional com
mander and nt the encampment was elected

Commniulur.
Captain Joseph Toetof , commander of the
Nebraska department , ' Grand Army of the
Hepublic , is a native of 'Pennsylvania , hav
ing bcon born near Chambcrsburg , but his
family removed to Illinois when ho was an
Infant , and ho spent his boyhood near Mt.
Carroll , in tbo latter state. Ho was not six
teen years old when the war of
the rebellion brolto , out , but his
youthful patriotism Was fired to
the fever pitch , and on September 7 , 1801 ,
ho enlisted In Company I , Thirty-fourth reg
iment Illinois volunteers. Ho was mustered
In at Springfield as a private , but shortly
afterward was promoted to eighth corporal.
During his term of servlco he was rapidly
promoted from eighth corpprul to fifth ser
geant , then to first sergeant. , then to second
lieutenant and finally won a captain's com
mission on merit.
Captain Teator ] saw a great deal of active
service , probably more than the avor.igo sol-
dlor , and his promotions attest the valor and
zeal of the boy.
His llrst notable engagement was nt the
buttlo of Shlloh on April 2 , IS'W. Ho after
wards participated in the battles of Stone
River , Chlckamaugu , Mission Hldga and all
the engagements before Atlanta with General
Thomns of tbo Army of the Cumberland. He
was with Sherman's army on the famous
march to the sea and followed the sa o com
mander through the Carollnus , bearing him
self with gallantry through numerous en-
gnuomonts and skirmishes. His lust battla
wus ut Bontonvlllo , N. d Ho particl > vtod
In tbo grand review at Washington and was
mustered out July 25 , 1805. Ho had bcon in
the service very nearly four years , was not
yet twenty years old und retired with a cap
tain's commission , nn oxcoptlonal record.

outside the guard line cxoppt n furlough to
go homo and re-enlist , In the same company.
Captain Tootur was wounded Decem
ber 31 , 1S02 , at tlio buttlo of Stone

to bo dead , but frightened the younestor by
regaining his ponsos aud speu'dng to him.

Teeter by , saying that htvcaio was hopeless.
The boy-soldier dressed hli own wound for n
day or two until his company surgeon could
reach him. In sixty days he reported for
servlco and resumed his command , but there
was a ragged hole in his abdomen and ha had
to wear a compress to keep his Intestines
from slipping out of the a port tiro. In two
months moro the wound was healed and the
compress removed , hut thcra nro times now
when ho can neither sit nor lie down and ho
literally has to sloop whllo standing.
Captain Teeter returned , to Mount Carroll
after the war und in 1374 .removed to Liu-
coin. Ho was appointed mcolvor of the
United States land oflico at that point Octo
ber 11 , 189J , aud on February is , 1891 , was
chosen department commander of the Ne
braska Grand Army of the Uopubllo.

sent to Harrison's Landing , thence to West
Philadelphia hospital , where after nearly

Nebraska department of ths Grand Army of
the Republic , was born In Wales in 1841 , but
about eighteen months after the family cnmo
to America and located In Plttsbtirg. In 1853
they removed to Iowa , and when the war
broke out were living near ICcosuuqun , Van
Huron county. In Juno , 1802 , voting Uowon
onllstod In Company II. Nineteenth regiment
Iowa Infantry. After drilling sixty days the
member * of the company were put through
their physical examination , llowen fulled to
pass muster bccattso ho was not tall enough.
General W. W. DolUimp came to Keoltukon
recruiting servlco , and Uowen , with four
other boys who had been rejected , applied
for enlistment In Company E , Fifteenth.
Iowa. General lielkimp said they were MO
smill for soldiers , but agreed to talto them as
drummer boys. They were sent to camp Me-
Clullund nt Davenport , In. , for drill. The
recruits ut that camp were permitted to se
lect their own companies , and during the
absence of General liolknap Uowon joined
Company E Instead of the hand. Ho served
continuously till the close of the war except
for about sixty days. Ho was severely
wounded before Atlanta In ISO ! and sent homo
on a furlough , but returned in tlmo to make
the march to the sod. Ho participated lu
most of the engagements his roglment was
in , marched through the Carollnus with
Sherman , marched from Haleigh to Wash
ington and took part In the grand review at
the national capital. Ho was mustered out
nt Louisville , Ky. , in July. 1805. After the
war ho located at Oskaloosa , la. In December
bor , 1882 , he moved to Odell , Nob.and edited
the Optic for two years. Ho then located In
Lincoln , where no Is now engaged In mercan
tile business , l/o has been an active man in
Grund Army of the Republic affairs , holding
a number of subordinate positions , and ho Is
recognized as ono of the most Influential
mum bo 1-3 in the Nebraska department.

Henry Streight , assistant quartermaster
general , enlisted at tiawloyvlllu , la. , in
August , 1801 , In company C , Fifth battalion ,
Missouri cavalry , and was attached to the
Twenty-fifth regiment , Missouri Infantry.
Ho was mustered into the service at Fort
Loaveuworth , Kan. , and immediately ordered
south. At Wurrensburg ho mot the enemy ,
and after a short skirmish , was ordered to
Lexington to reinforce Colonel Mulliganwho
wus entrenched at that plncoagalu3t General
Price. After n three days' battle Mulligan
surrendered , being cut off from water. His
battalion was paroled and returned to Kan
sas City and St. Joseph , Mo. , and were de
tailed on scouting duly In northern Missouri
until February , 1802 , when it was discharged
and the infantry reorganized. Mr. Streight
then came north and at the ilrst opportunity
enlisted in and helped to recruit company 1C ,
Sixth Iowa cavalry , at Council Bluffs , and
wont into camp at Davonnort in the fall of
1802 , where do remained until the spring of
1803 , when the regiment was ordered north ,
