That the employers would not grant , Kvorybody knows und feels. that business generally ls dull and every employer Is satisfied If ho can hold his own. The employing printers could therefore , i > ot entertain the proposition , nnd replied that they cannot afford any rulso In wngei In 0110 way or another at this particular tlmo ; that they can no more lese the two hours of work than the printers the two hours of pay , and and proposed to continue at the old rate , but with such an arrangement of hours and wages us would not interfere with the law. This was refused hy the printers , wno now demand that they receive n uniform price of ? IK per week for eight hours instead of $ li ( and $18 as heretofore. There the mat ter rests , On Saturday trouble began to brow In the smelters also. If there is u place , a class of work , where eight hours of work should bo enough for any body ; where the eight-hour system should bo introduced , law or no law ; where U was Intended to bo applied to the law , It surely l.s in the smelting worKs. Tlio labor there is as detrimental to health as It is hard. That is an established fact , and the other day only wo read that oven In the smelting works nt Swansea , In England , the eight hour system prevails ; in Denver , wo understand , as well at in Kansas City , the eight hour system was introduced. The smelting works , us they nro now , Is n man destroyer , and the Introduction of thn eight hour system a matter of humanity and abso lute necessity. On Saturday the management of the suioltor laid hoforo the force Individually n contract for signature. They were to contract to work hy the hour and it was given them to understand that they must either sign or quit work , which caused nearly all to sign. On Saturday morning a committee of the workingmen visited the office of the smelter and began negotiations with Mr. iiurton , president of the company , for a reduction of working hours , pointing out that the eight hour system obtains In Kansas City and Den ver. There was , however , n difference of opinion between the committee and the pres ident of the company as to the scale of wngcs nnd conditions obtaining at Kansas City and the proildont offered that ono of the workmgmen bo sent to Kansas City at the expense of the company to investigate ana report , and promised to introduce the same conditions and scale lioro. The committee did not accept the proposition and In u meet ing of the workingmen held in the afternoon Ityas resolved not to return to work unless their demands were granted by the company. Wo consider this Ill-advisoci. Nobody can expect that any establishment here can pay much higher wages than similar establish ments pay elsewhere and if the olllcors of the smelters offered to introduce the same arrangements as exist In Kansas City , wo believe it would have been better for till con cerned , for workmen as well as the company , to be satisfied for a time at least with the arrangement. Now this is too late , of course , nnd the duty of all striking men is to hold out until the strike ends ono way or another. The strikers should stand all together nud return to work only in u body. This whole disturbance and the law. too , may have very grave consequences.Vo do not have hero any lee many industrial enter prises ; that is known by overyh'ody nnd the caneral desire and wish Is to have moro of thorn. Everybody feels that without moro factories wo do not need to look for any great growth of the city or stato. Hut now enterprises will not be induced to come hero , if men of industries well know that the law makes eight hours a legal dav's ' work ; that they would neon , If the law was strictly en forced , a plant one-fifth larger , ono-llfth more capital Invested to obtain the same capacity hero for eight hour's work as necessary elsewhere ' where and may bo , filially pay ten 'hours' pay for eight hours work too. That will not bo an inducement , but on tlo other hand a warning to men of industries- Therefore wo hold , that probably It would have been better If this law would' not have oeou passed at all , or : else if It would remain dormant until other states would have adopted the same. As to the law itself , there are grave doubts about its constltutianallty , and everybody , who knows anything about laws , is of the opinion that it will bo found unconstitutional , as soon us tlm courts will have a chance nt It. Trie greatest fault Is that it does not mention at all the section and chapter , which was to bo amended and replaced by it , which is n fatal error , as the constitution plainly provides that every such amendatory law must point out the section which it Is In tended to amend.
