Mr. Smytho said that ho should like to know why the board should pay this money before the building nad been begun. Ho called for the reading of the original proposition by Boll & BerllngholT. The proposition was read. It stipulated that the architects should furnish plans for the now building for. ! per cent of the cost price of the building and the linn also agreed to superintend the erection of the building for 1 per cent of the cost of the building.
