NEW YOIIK. July 2. The Bank of England
has further reduced Its minimum rate of dis
count to 2li per cent , but the action , even In
the absence of unfavorable news , failed to
stimulate trading in thu stock market hero for
either domestic or foreign operators and It
scorns to have again fallen into Us old rut of
extreme dullness and stagnation. The opening
today was slightly lower on account
of some selling which was appar
ently for foreign account , but the
stocks with an international market
were equally us dull ns the remainder and
the downward movement made no further
progress , ' .throughout the day the Industrials
attracted the most attention , the uncertain
ties over the dividends on sugar und Chicago
gas weakening these stocks a little and the
manipulation of distillers advanced It 1 per
cent immediately , but dropped off moro than
It gained. Amoni : the railroad blocks St. I'uul ,
Aluhlson and Louisville led In the dealings ,
but In neither of them weru the fluc
tuations of any Importance nnd only
In North American was there any movement
whatever In the stocks which called for com
ment. The approach of the holiday of course
aided in making the market narrow today
but the railroad situation promises an early
und decided Improvement especially In the
way of earnings The announcement that
the 4i ! per cents will bo extended at 'J per
cent Insures a largo Increase In the national
bank circulation which will como In tlmo to
prevent any stringency In money during the
movement of the crops. The Industrials and
North America with Tennessee Coal
were the stocks recording movements of Im
portance and only In the last named was the
II mi ! uliaiieus for thu day for a material
amount. The market displayed a drooping
tendency among the leading shares toward
the close , but tlio close was generally steady
and decidedly dull at tlr.st prices. Thu final
changes , owing to the opening losses , are gen
erally small losses and Tennessee Coal Isdown
l'/i per cent.
Itnllroad bonds wcro a little moro animated
and the sales of all Issues reached W. 7,0,0 ,
while no special activity was to lie scon In any
one bond , The tone of the dealings closely
followed the sliani list , und most changes aru
In thu direction of lower figures.
Government bonds luivo been dull and
easier.
Klutu bonds Irivo been entirely neglected.

F.'iianoiul Review.
NKW VOHK. July- . Tlio I'ost says : The
reduction In tlio Itank of Knzland rate has
been practically foiced upon the directors. In
London , money market conditions are simi
lar to the < o prevailing here. There Is not , by
any means an actual glut of numy , but there
Is absolutely no demand for spcuulatlvo pur
poses. This has fixed the open market rates
for call loans below 1 per cent and recently
even three months bills havn been ficely dis
counted at Hi or less. To maintain thu
minimum bank rate at twice this flcuro
would merely give nn Imaginary protection to
London tit the actual expense of the country
banks , which are now beginning their liniy
season , and which usually follow the ofllclal
money r.itosof their London depository. In
ether words the directors of tlio Hunk-of En
gland have- learned that theroaru elements In
llii ! situation which muni bo considered other
than the frightened London bankers with
their foreign entangloin cuts.

dally , against 125.5.V ) barrels the previous
week , 8.'l.si : I barrels for the corresponding tlmo

The mills have so fur this week still further
reduced their product , but as two moro are to
bo added to the productive list today , the
week's work promises to fully equal that of
last week. There were thirteen mills
running yesterday , grinding at the rate
of lf.0'10 barrels per twenty-four hours.
As a general thing flour Is unchanged ,
being weuK and extremely slow of sale. Tliero
are n few mills which have boon able to sell a
trlllo more freely In the past thr.-o or four

what Improved. 1'urt of the latter transac

caused thu price of Hour to bo reduced again

the seaboard have In an open way boon low
ered K'o per barrel by a few lines , but It Is a
question If the cheaper rates were not previ
ously enjoyed by largo shlpiiers. There Is
