People Wln > Want All Property to He
Kijiiltnhly Tn\od.
A goodly number of the taxpayers of the
Fifth ward met at Erfling's hall last t.Ight
for the purpose of discussing the question of
assessment. Henry OslholT was elected
chairman of the meeting , t-'rod Schnocko
said that the great dlfllculty wlte the assess
ment is that the men with little cottages and
limited mcai.s nav the tax-ej , whim corpor
ations and wealthy men escape. The tlmo is
rloe for action , nnd if the assessors will not
do their duty the people mjst.
Assessor Franklin said that this year the
largo property owners will bo compjlled to
pay their shuro of the tax , f.s ho has assessed
according to value. Henry Ostholf said that
It is A well known fact that the cor
porations cscap\ The Thompson-Hous
ton light company that has prop
erty worth (1,1X10,000 Is os'osscd on
a valuation of only $1:1,000. : This ! decidedly
wrong , but what are wo to doi The city has
decided that no change can bo made in the
assessment after it goes into the hands of the
commissioners.
Mr. Osthoff thought the proper thing to do
would bo to appoint a committee to examine
the books of the assessor.
Assessor Franklin was on the floor in an
instant and said ; "You may appoint nil the
committees you chose , but no committee can
examine my books. I will let any citizen see
the books , but no body of men shall sco them
until they are turned over to the county
clerk. "
Mr. Franklin thought the movement spite
work upon the pait of iJlck O'Kccfo nnd Jim
Connolly. They think they have a pig by
thu car , but they will bo fooled.
"Wny will you object to a committee look
up at ttio oooltsf asked Mr. Schnocke.
"I understand it , " responded Franklin ,
"but you can't fool tne. Connolly has been
all over town reporting that my work is not
well done. He does this simply because I
discharged him. My reason for this was ,
the man lives in the Sixth ward and there
was no reason why I should hire dim to help
mo do my \\henthereareplentvof
good men in this ward that I can hire. This ,
gentlemen , Is not half that I could toll you.
but it ought to bo enough to satisfy you. I
will tell you. however , that you have got a
fair and equitable assessment this year. I
have taken into consideration the location
and surroundings of the property. "
"Last year , " said Mr Schnocko , "Alvin
Saunders was assessed at $1,200 , "
"It is not so this year , " continued Assessor
Franklin. "When you see mv books , you will
see that Saunders is assessed at $35,000 , A. J.
Poppleton atSKi.OOO and Jim Brown at $10-
( XX ) . This I am telling you , hut no committee
can c-omo to my office and see mv books. "
"Won't you let three penUfcnien look over
your books ! " asked Mr. Dailey.
"No , sir. You can look over the assess
ment on your lots , but you can't look after
anv other lots , " continued Mr. Franklin.
"DickO'Kcelfo'sruling , that property of cor
porations must be assessed in the ward in
which the ofllce is located , will result in this
ward falling short S50OO.Ji"
The meeting denounced the resolution of
the "commissioni rs In the most emphatic
terms.
Mr. Schnocke moved that a committee of
three bo appointed to see that all real estate
and personal property is listed for assess
ment. The motion prevailed and the chair
appointed Messrs. Schnocke , Erflliur and
Minnnbnn. As soon as the committee can
learn whether or not the provisions of
O'KcefTo's resolution has been carried out
another meeting will be hold to take prompt
action.
