NEWS FROM COUNCIL BLUFFS , Northwestern Switchmen Were Slightly Fooled by the Company's ' Action. INTENDING STRIKERS DISCHARGED , Mituli i urprlHo KxiircBscd by the Men nt tlio Clever Move of tlio Company to Head off Trouble. The atrlko of the switchmen on the North western , which wai to tiAvo taken clToct yes terday afternoon at 1 o'clocU , did not occur. Thu trouble was not with thn switchmen , for thi y were all ready to do their share toward making things Interesting. The fact that thrro wcru no atriklntf switchmen was duo mainly to the fact that there worn no switch men to BtrlUo. For ttio company yesterday morning Issued orders from Its headquarters nt Chicago that every swltcnman along the entire system ho discharged. At 7 o'clock thu switchmen were allowed to feel the keen hlude of the snickersnee , and In ten minutes thcro was not n man with his head on , There were cloven men employed in the yards nt this point , Including the yard inns- tcr. They pave up ttio.lr places without n murmur. All day long Boino of them hung around the passenger depot , but not nsign of ohstreporousnoss was made. The company had evidently acted on the spur of the mo ment in discharging the men , as no substi tutes had been provided to take the places of tho'io who were discharged. The w. < j # was done by other men In the employ of tuu com- rnny , by ttio conductors , brakoinon , yard minds and. In fact , any ono who happened to bu on hand. All the trains were on time , and , It Is snld , no inconvenience was felt by unv ono except ' ttio employe. ' who were forced to do double duty. S. .1. Hens soon by a Biu reporter yes terday afternoon. "The reason of the notion of the company In this case , " ho said , "Is that the switchmen have tdiown a disposition for some tlmo past to assume the management of the busi ness of the road , instead of allow ing the olllcluls to do so. The svt Itch- men , In tlio past , have been allowed to have their own way so much , that they have ap parently come to the conclusion that they owned the road , nnd the present discharge of the force is simply the way we take of show ing them that tl.ey are mistaken , "Another rc.istm for the discharge , Is a de- slro for n rcorgar.t/atton of the department. \Vo uro not making war upon any particu lar orgunl/.utiou. m every employe In that de partment Is discharged , whether ho bo a union man or uot. f ho move can not bo said to have been made from a desire to cut off expenses , ns all the men that nro neces sary to carry on the business will bo appointed ns fast as suita ble material can bu obtained. Still ttiu dull season is about to commence , nnd as thcro will lo fewer mon needed than have been employed it la probable that some of tlio vacancies will not bo tilled nt present. " The men who were discharged did not altogether rcllih the turi' affairs had taken , ' although some of them , when spoken to upon the subject , were will ing to grin and admit that the company had stolen n march on them. Some of the mon uro In rntherprceariouH conditions financially , us they were let out without a moment's warning , and many of them , with families to support , are left with very little to depend on. Pope on UK ; SouInl Question. ROMP , May 14. The Latin text of the poiHi's encyclical letter on the labor question is about to bo published. An analysis of the encyclical shows that his holiness re futes the the socialist theories tending to abolish private property and upholds the principles of the church us the llrst and main element In tno solution of social questions. Thu true solution can bo found in tlio gospel , which , If rigidly studied , will loach employers ana the employed to be come united while fulfilling their respective duties , The church has nhvays sought to promote the application of the principles stated In the gospel and to give moral and material help ns Inculcated by Christ's doctrines. The Rtato .should inter- vento to regulate disputes In regard to private property In order to insure the public peace and the moral and material welfare of thu working people. At this point his holiness comments on the necessity of Sunday rctt , and deals at length with thu questions of strikes , wages und hours of labor for workmen , women and children. In conclusion , the pope dilates on the sub ject of worklngiucn'8 associations , Including mutual aid and acclucnt insurance societies , sick funds , classes for technical educa tion and mixed syndicates of employers and employes. The state ought to counco- nance all such Institutions ns are calculated to Improve the existing social conditions. The pope praises the work the Institutions have already achieved and calls upon all Catholics to assist in their formation , urging that till should bo animated with a Christian spirit. Later The pope has ordered his encyclical held for the present. JIM-1,1 , SIHHtT'E.11. Iowa Preacher Prepared to Kill n Few Hoodlums. Bt'iiuxciTOX , la , , May 14.
