The prevailing opinion was to the effect that Leeds would bo provided for In some vny , although opinions differed as to the method , General Traflle Manager Mellon of the Union 1'nclllc , In speaking of the matter , said . "It was the only thing Gould could do. It was not a question of personal feeling but tvns n matter which exerted great inlliicnco on railroad alTalrs. On Gould's action In the matter depended the fate of the association , ami this phase of the case mtluenced the stock market and the stability of railroad securities. Gould's Interests in stocks alone made It necessary for him to taku the course ho did in order to avert a decline in stock and sustain the con fidence of tlio public in the association. He could afford to give Leeds $100.000 rather than retain him after he had admitted his guilt , " A nothcr ofliclal remarked that this action on the part of the Missouri Pacillo would have a tendency to stiffen rales all over the coun try. "Leeds can blame no ono but himself , " ho continued. "If he was determined to cut rates he should have gone at It In the old- fashioned way and offered rebates and all that sort of thing. Then they would have bad a nlciilc proving anything on him and ho would have saved his head. 1 doa't believe the Gould manage ment can alford to retain Leeds openly. ' is ono of general Intcicst. The statement in the Now York dispatches to the effect that , tlio agreement of the Western Trafilc association prohibits any of the lines In the association from employing an ofliclal discharged for violation of any of the rules , appears to bo not well founded. A careful search through the articles of { agreement fails to reveal anything bearing upon this phase of the matter.
