THE OMAHA DAILY MONDAY , AP1UL 27 , 1801. SOME COUNCIL BLUFFS CHAT , Jolted Down on a * Barrel Head in the Corner Qrocerji SAVINGS BANKS IN EVERY VEST POCKET , Dimes More Scarce Than Dollars Proud of Tliclr Now Inn TurnlpM fur MnrrlnKb Keen I'liicnpulcs for Diphtheria. "Give mo dimes In change , if you plcaso. " "I'm ' sorry , but 1 can't ' do 1U Wo have very low dimes nowadays. " In fact , there Is n threatened scarcity of 10 cent pieces In Council Bluffs. Such is the result of the prevailing craze over pocket savings banks. These llttlo contrivances contain just fifty dimes , and tliuy cannot bo opened until the whole Sfl Is deposited. Nearly every mnn nnci many of the ladles have thrso pocket bunks , and the number of dimes thus \vlthdruwn from circulation Is threatening n crisis in ttio silver market. It costs only u trlflo to become the owner and president of ono of these ill mo savings banks , and as soon as the tiny little contrivance is fairly settled in one's pocket there arises an irrepressible yearning for deposits. Ono wants to see now quickly ho can save $5 , mid Is curious to see titnv the bank will act \vhon it is full und a dividend Is declared. Llku other ctwcs , It will disappear in time , ellvcr dimes will again bo put In circulation , nnd the victims of the craze will llvo to catch something else. The cigar factories have had their sale of clippings rudely shut off by Uncle Sam. In making cigar * there are more or less pieces of leaf tobacco which cannot well bo used , nnd it has been the custom to run thcso through a chopper , nnd putting them Into pound packages to sell them for smoking to bacco. Tlio edict has gone forth forbidding this not exactly forbidding It , cither , but so restricting it as to practically amount to that. The manufacturers of cigars nrt < for bidden to soil clippings unless they llrst file a bond of $3,000111111 pay the regular manufac turers' tax. With most of the small cigar factories the sale of clippings amounts to so Unions not to warrant the trouble of com plying \vitU the requirements. "It's queer about thcso cigar clippings1 remarks nn old smoker. "I've trluit them for I thought to myself that the same leaves that mrulo a good cigar must nmlco n treed smoke , If put in n clean pipe. It did seem as if the flavor must bo about the snnio. I couldn't see why there ivould bo much differ ence whether you smoked the tobacco in the form of a cigar or a cigar In n holder , gr the same tobacco in u plpo. But it didn't taste the same and I gave It up In disgust. There wasn't a bit ot the cigar flavor to it. I don't know why , nnd I never found anybody who could give any reason. " "There's n good deal of Imagination about smoking , anyway , " remarked another nlco- tlno veteran. "There isn't one smoker out of n thousand who can tell , in the dark , whether his cigar or plpo has gone out or not , unless ho can see" the coal. Try it , if you don't bullovo it. Got where It's pitch dark , and you can't sco a bit of smoke , and if you can't sco any coal on the end of your cigar , or light In your pipe , you can't tell whether you're really smoking or ] ust smelling of the old by-cone whiffs. I suppose that's ono rea son why so few blind men smoke. I never saw but ono blind man who was n smoker , nnd that was the blind preacher. Dr. Mil- burn , lie smoked all the time , and a plpo at that. Thorn's llttlo comfort In smoking if you can't sco the curling and the wreathing and the floating awny of the little clouds. " Squlro Schurz , who , recently retired from ofllco , has probably hud as extensive and varied nn experience in the tying of matrimonial menial knots us any justice of the peace in the city. "What'n ' the largest fee you over got , squire ! " "Tho largest fool Fifty dollars. Ono night I was sent for to go downto the Kiel hotel to marry n couple. After th'o ceremony as 1 started.to go the mar. haudod mo a bill , and without locking at-'it I stuck it in my pocket. You can im'aslnb my surprise' when I looked ht It to IliUl It n fifty , 1 thought it must bo i > omo mistake , .but it proved to bo nil right. The mnn was nn eccentric sort of n fellow nnd wealthy. Ho had uomo dn from the east to meet , tils brldo here , she being a western girl. 'Twos u queer affair all arouud. " "What is too smallest fee you over got , squire I" "Nothing , or just the same thing , a prom ise which was good for nothing. The next smallest ono was a pock of turnips. I mar ried n couple ono day in my ofllco , and when I got through the man said ho didn't happen to have any money with him , but ho would make it nil right the next tlmo ho enmo to town , About n year after that ho came in nnd wanted to know where I lived , an ho wanted to give mo some nice turnips , \vhou I got homo I found that ho had nccn there nnd loft n peck of turnips. I know the hole is n little ono , but It is llllcd up RO that no ono would not KCO it , unless on the look-oat , but I'm on the look-out. That's what I'm paid for. Only a vcnny , you say ? That's so , but Uncle Sam don't know what nn exception is. A penny or nn eagle , its all the same. Ho won't touch his lingers to plugged coin of any size. Uncle Sam , in fact , wont either take the punch or pass the punch. If I should tnko that plugged penny 1 wouldn't dare pass it out again. I'd Just have to lese it. why , if 1 oliln't keep n sharp look-out I'd bo taking in more plugged pennies than my salary amounts to. Of course , my inromo Isn't , prlncolv. but U would all go. You Haven't nny idea of the number of pennies which nro bored or plugged , or both. No , sir , you can't got one in the city , or in Omaha cither. I understand that Chlc.igo even has run all out of Uiom. Thoio's n great dumand for them on nccountof diphtheria. They do say plnu- upplo juice is just the best thing In the world , for diphtheria.
