Berry of the Burlington Is not constitutionally opposed to cows , but he evidently believes that cows , like every thing else , have their place , and that their place Is not In the streets of a city. In con versation with a reporter yesterday he un bosomed himself as follows : "Whllo stopping at Crcston a few days ago on one of my trips through the surrounding country I was surpiiscd at the enterprise ' 6f thnt city. The now Ewing hotel , as well ns the waterworks Just lately completed , nro a credit to the town and things of which the people should bb proud. Butte to detract from these new enterprises 1 found the town lively , yes very lively , not only with business , but with the same com plaint that Foil Uodgo was subject to cows1 innumerable cows. Cows on the corners , cows In the streets , nnd In fact even In an old farmer's wagon. This poor man had brought n load of corn to sell and apply the sum realized to bis taxes , but whllo ht was away from the wagon to find a purchaser the cows got thu best of him by eating nil the corn and ho will have to mortgage his farm or lese It. But under the now administration I believe they will remedy this evil and enforce the ordin ance which I understand this city bos in re gard to roaming cows. Impri TumcntH at Mnnnwn. Elaborate improvements are about to bo made at Manawa In the way of beautifying the place and getting it ready for the season winch is about to open. The hotel on the cast shore has been moved from its old location , tea a place 200 feet west of the pavllllon nnd considerably nearer the lake. The fifteen feet or more of land that intervends between til3 IsNvnnd the hotel nro to bo made into n terrace , \yullo all the rest of the town is to bo graded and the streets laid out. In addition io this n dam 250 feet long Is to bo built along the cntlro west side of the lake in order to keep the water which Is to run into the lake from Mosquito creek through the Hushing dam at ttrxj east side , from run ning out when the water in the river is lower than usual. The contract for nil the work has been let to Charles Bray , and ho will begin operations this morning. It is thought it will take about three months to complete the improvements , and those 'vho uro responsible for the making of the improvements stnto that they will offer better inducements to those who have a desire to spend their quarters and half dollars lars that they have over had before. Tties Manage to Get It. There is a suspicion in police circles that the law against liquor selling on.Sundsy is not as well observed as it ouco was. A number of resorts are kept open nil day Sunday for the sale . of cigars , and It is stated that some thing of a liquid naturu also posses over the counters. Most of the saloons have bar ricades stretched over the counters on Sun day , but they are not strong enough to keep thirsty humanity from getting its dally budge , and In splto of tlio efforts of the police force to keep whisky out of sight on the first day of the week , in some way it manages to come to the front. The selling Is not done openly , however , but is confined to the patrons u ho nro known to bo above all suspicion so far as liability to turn Informers is concerned. Some detective work was done by certain members of the police force last evening , but the siuht of n bluecoat with a nickel-plated star glistening on his front elevation had the effect of putting the bottloa nnd glasses out of sight In ft twink ling. Chlol Gary states that It will bo next to Impossible to prevent liquor selling on Sunday with the meager force nt his com mand , What liquor was sold yesterday did not have any appreciable effect on the order of the city , as there were very few drunks to bo seen on the Mnvts and there were no ar rests for Intoxication made all day. Thospcclal car that loft the Northwestern depot last evening for Dubuque with the del egates to the annual encampment of the Iowa division ot the Grand Army , was a gay nf- fulr. The sides wore covered with pictures of the heroes of the civil war , among them those of Grant , Lincoln , Sherman , Thomas , Sheridan and General Dodze. There was also a largo engraving representing the battle of Gettysburg , with the war eagle spreading his wings over the sceno. Besides the pic torial decorations the car was draped with Hags and evergreens , wbllo from the top floated streamers bearing the words , "Abe Lincoln post , Grand Array of the Hopubllc , Council Bluffs , la. " The decorations were all made by the members of the post and of the Women's Helief Corpswith the assistance of Messrs. Whitelaw and Pithcringham of the Boston store. Among the members of the post who occupied tlio car were Captain D. B. Clark , Colonel John Llndt , F. S. Thomas , Colonel. J. J. Stcadmnn , Gcorgo B. Miles , Wall McFaddon , J. S. Miss McFaddcn was also among the number. Several from Tabor , Malvern , Glenwood and other towns came up and accompanied the Bluffs delegates. The liluffs delegation goes prepared to vote and work for the election of Colonel J. J. Stcadman to the position of department com mander. Colonel Stcadmnn merits the place from the hard and effective work he has done for the ( . .rand Army , to say nothing of his ability to 1111 the position ac ceptably , and some of the army men state that they arc golnc to stay until he Is elected. Almost all the delegates from this part of the state are also in favor of him , but his election is by no means certain , as it Is stated that Davidson of Cedar Haplds has a strong following among the dele- gatss in the eastern part of tbo stnto. [ Special Teleeram to THE BEE. ] Quito a sensation was created last night by n report coming to town that Emile Mathern , who lives about three and one-half miles northwest of Blair on the bottom , or what is known as the "new made land , " hod b"eu poisoned. Coroner Pierce summoned a Jury , consisting of F. H. Mathusen , William Harrison , Rico Arnold , C. Kathman , J. S. Cook and J. Tow , an with several other parties left for the place where the man resided. The testimony showed that the man had eaten wild parsnips whllo out grubbing , and died n short time afterwards. Mathern gave his little boy some and he was very sick also. The case Is rather peculiar , ns about llvo years ago Mrs. Malhcrn lost her other nus- band , Mr. Buttcnshine , who was killed by a shot fired through n window while ho was eating his breakfast. Mrs. Mathern was the only witness in both cases thit knew all of the"particulars. . Suspicion rested so much on her on account of the alleged mystery sur rounding the two cases , that a post mortem examination will bo held by Drs. B. F. Muuroo and H. Noble this evening. Trio Jury visited the place where the eight-year- old bov said his father hnd given him wild parsnfps to eat , and found sonic. The Jury adjourned until tomorrow. While it seems to bo the unanimous opin ion of the Jurv that the deceased cnmo to his death by eating wild parsnips , yet to clear the minds of the public'an examination was deemed necessary.
