hus passed the senate. It Is aii act amending
the present bunking law , passed in 1889 , and
tatikcs such additions and changes an the ex
perience of the past two years hus suggested ,
The banking law of 1SP9 wus compiled in u
hurry and WMS regarded by bankers nt the
tlmo ns being Incomplete. The Coulter bill Is
Intended to muko up the deficiencies.
It will bo of Interest to the general public as
well as to nil bankers , lo learn just what is
comprised In these ) changes and additions. In
the llrst place the old law provided that three
statements of the oondltlouof business should
bo made yearly. The Coulter bill provides for
four statements , the number called for under
the constitution of the state , a fact which wus
overlooked when tno law of 1889 was f ruined ,
The next provision regulates llio fees of Iho
bank examiner t > o Unit Iho larger banks will
have to pay moro and the smaller banks loss ,
The present law provides a penalty for the
non-obsorvanco of certain regulations , but
omitted to Include the violation of certain
other regulations. It wasiibsened that rules
to which no penalty was attached wuro fro
queutly broken by the banks , The now
amendment provides the sumo penalty for
the non-obiervanco of uny of the provisions
ot thu law nod for thu refusal or failure to
curry out any of the Instructions ot the bunk-

What Is considered by banks ns a most im
portant provision Is the raising of the amount
of rcservu icquh ed of savings banks from 0 to
10 pur cent of Its deposits and Immediate lia
bilities.
Another Important provision of the amend
ment Is tlia clause forbidding any corporation
doing u commercial business to advertise for
or roeolvo savings deposits.
Some chungo is also m udo In the class of se
curities in which savings banks are allowed
to invest their funds. Chatlol mortgages are
shut out entirely. Investments may bu mtidu
