It is n little hazardous , from n sclcntillo standpoint , to elcllno the territory over which hangs thla murky mass of steam nnd smoko. How was the most valuable portion of the city built out of a swamp and the region now adorned by such magnificent piles as the Mouou building , evolved from the nameless rookeries of "Ullcr" iivenuol In Chicago all things are possible. Human achievement only stops on tlio borders of ttio miraculous. The city Ins oven undertaken the gigantic task of abating the smoke nuis ance. An ordinance requiring owners of fac tories , railroad companies and other institu tions which contribute largely to the volume of stnoke > , to use smoke consumers or some similar dovlco. An inspector has been placed In the tower of the Auditorium. From that lofty eminence ) his cnglo eye sweeps over the city and whenever lie detects a chimney which Is belching forth more than Its shine of opacity the owner of the building on which It Is located Is notlllcd and compelled to take steps to abate it. A good deal of trouble is said to bo caused by careless llroincn. The city Is experimenting with a smokeless furnnco at the now eloclrio light station at Fourteenth anel Indiana avenue. A great deal Is expected from these furnaces as upon their success will dependin a large measure , the selection of smoke burners for other pub- Ho buildings , but also the action of initnyprl- vnto'citlzens. Many property owners , and nmong them some of the wealthiest citizens of Chicago , scok immunity from tun passage of the smoke ordinance by claiming that them Is no dovlco that will effectually eonsu mo smono. These who are carrying on the crusade of cleanli ness mul pure air , however , insist that thora are a variety of devices in the market which will accomplish the purpose. Theru are brick arvh arrangements which do the work with tolerable completeness as long as the-y are kept hi repair , Lut frequent repairs are nec essary. 'Ihen there are a.ulto a num ber of systems which employ n steam Jot. Some of these give great satisfaction. Others employ the process of cooking the coal before It roaches the hot lire. Still others simply increase the supply of oxygen by forcing in hot air , anil some combine ) this principle with a process of forcing iho smoke through ttio tire utter it has congealed. - The task which Chicago has undertaken Is o mighty ono , but her pathway is built up on either bide with wonderful achievements , and xho city which rose Ilka a 1'hconlx from her ashes may yet rise in triumph out of the snioOio nuisance , and two years hence the glittering dome of the water palnco may give back the bun's rays umler skies lllto the skies of Holy.
