Tlio form of administration hi the re
public is the saiuo as that of the empire ,
ing has been altered in its organization ;
very little chnngo has boon mndo in Its
personnel. Our functionaries nro cer
tainly too numerous ; they are too poorly
paid ; they are inclined to routine ; they
do not nlwnys show the public that kind
ness nnd politeness which they should
look upon ns a duty. But their system
is strongly established ; tliolr powers nnd
duties are clearly defined ; their aptl-
tudo ia remarkable ; their probity Is beyond
yond all praiso. They possess In
the highest degree the fooling
of professional honor. This country ,
whoso fault is n wish always to innovate ,
lacks traditions In government , but has
excellent ones in Us administration. The
latter corrects the former. This strong
organization of the public service cn- >
ablcs it to go without too great datnngo
through the greatest crises. This may
hnvo boon observed nt the periods of
revolution. At such times when every
thing is in commotion , the course of pub
lic business does not suitor oven a
momentary Interruption. The adminis
tration moves on alone in the most per
ilous crisis ; when n now government is
in power , it is ready to serve that as It
did the fallen ono , und to preserve new
comers as much as possible from the in
conveniences of inexperience.

For nearly two years draughtsmen
huvo been ongngod in the mapping do-

firm of Rose-water & Chrysler , upon a
map of Omahn , South Omaha nnd su
burbs that is a marvel not only for Its
slzo , but for the completeness of all details -
tails essential to a thorough exhibit of
the territory outlined , The original
copy us prepared by this firm Is a little
over nlnoby llftocn feet lnBkoand covers
an men. of about fifty-five Bquuro miles ,
ex lend ing from two' miles cast of the
west side of the Missouri river , to 0110
mile west of the city limits , and from the
Bouth line of Florence to the Sarpy
county lino. All additions nnd their sub
divisions to both Omaha and South
Omaha are not only accurately shown ,
but the figures trlving all dimensions are
also given. To give an Idea of this
work , the fact that over two Hundred
thousand figures have been placed there
is sulllclont in itself. The map is in
dexed alphabetically and shows OoO ad
ditions at the date of its completion.
The original copy was completed two
months ago. It was copyrighted by the
compilers. Its publication has been undertaken -
dortakon by Messrs. Muir & Gaylord ,
'ho well known real estate and loan
rohors of this city. There were few
ithogrnphing houses in the country that
otild lithograph and print this map as
loslred. Finns In Chicago , Baltimore
, nd St Louis were consulted , and to the
lurpriso of the publishers the Omaha
"irm of Messrs. Gibson , Miller & Rich-
rdson claimed to bo able not only to do
, ho work as well as any eastern llrm ,
> ut agreed If given the work to enter
ito contract to do so and complete the
ork in sixty days , giving a bond as
urcty for damages in the event of
iviluro. Thid proposition was accepted
ut not without some misgivings.
L'O the surprise of the publishers the
ivork was not only done equally as well

romptly on time. The original copy

maps of this or any other nature can bo
