Suggestions were then Invited from -citl- tens nnd n number wcro offered. t General Estabrook advocated the creation of the ofllco of commissioner of taxation to bo nppolntcd by the governor. Mr. Popploton opposed tbo Idea on the ground that it would lead to oadlcss litiga tion. Laid on the table. General E. F. Test thought tao tax valua tion of the city should bo increased to $100- 000,000. Ho denounced the present assess ment as an absurdity. Ha also suggested that the council bo em powered to open streets from end to end at the expense of tbo general fund. Mr. Poppleton staled that about four-llfths al tbo streets which are so opened la the benefit of private speculation ana the prop erty Interested should bear the expense. Mr. Bnlcombo thought tlio property bene- oltcd should pay tbo cost. John T. Dell suggested several changes , aamoly , giving the park commissioners au Ihority to condemn property for park pur poses. Property should bo listed nt Its full value and only men owning ? 2OOC worth of j-ool estate should bo eligible to tbo city coun cil. HB suggested the appointment of a city assessor separate from tbo county at a good salary. Max Meyer. "VV. Hallo ? and Henry Pundt asked that thoclty printing bo done lu other Sidewalk Inspector Birmingham ndvo- catcd nn amendment giving tbo sidewalk Inspector specter authority to immediately repair wooden sidewalks instead of waiting six or eight weeks in order to give notico. Mr. Popploton suld there was no way bu ! to shorten the time and bo thought tbo courts would not recognize a notice of less than three weeks. Mr. Chaffco remarked that it would bo cheaper for the councilman to pay $1,000 each every year for repairs rather than pay $5,000 , for damages. It was finally decided that no chantro was needed ns the council could cut the time of serving notice on the property holder. Ono tblug Mr. Popploton thought to ho a good point in damage stilts lies in tbo fact that now pcoplo suing for damages have twenty tlnys to do so. Bywaiting to the lost day the litigant has the advantage of having the whole situation chained before the city Is notified of the suit. Ho said ho thought it well to nuilco it necossarv to cut that time of notice to three days. This suggestion was adopted. It became- evident at this point that con siderable Iccnl work was accumulating and lioavltt Buniliara was engaged to assist. J. M. Wise offered n number of sugges tions as .to a city assessor nnd omissions. Ho advanced the old Idea of the levy being made on the same year as tbo assessment. This brought up the question of valuation whlcU was warmly debated and passed on for fur ther bearing. At the suggestion of Superintendent Whit- lock the name of hisofllco was changed from superintendent to inspector of buildings and a few minor changes passed upon. " Mayor Cusblng bad n few snggosttons to offer. Ono was on the advisability of having the paving of intersections paid by the property - . erty owners. It was held that , with the ox- huustlon ot intersection bonds , paving would bo stopped unless this plan were taken , and the property owners would bo quito willing to pay to get the Improvements. Another Idea of the mayor's was that the property owners pay the full cost of grading , as they now do for paving. This brought up tbo rales of interest paid by property owners on deterred payments. It was shown that the city gets its accommodations for 5 per cent and charges the property owners 7 , JV call was made on the treasurer for figures with a view to changing the matter. A third plan of the mayor's was that the \ treasurer should register nil warrants thut "Ore oot paid for want of funds , and when the proper fund is in condition the warrants so registered should bo advertised for , and if not presented in a fair time should bo can celed. This was moved because of tbo aggra vation of the withholding of warrants past A reasonable tlmo. It was suggested that a notary be present at elections to swour In unregistered voters , instead of compelling them to go the city clerk's ' ofllco. The mayor also suggested that a tax bo lov- ledfortho collection of garbage. Mr. Pop pleton opposed It but Mr. Bochcl said it was the only way to Keep tbo city clean. The question of the mayor's powers coming up it was found that at present bo has very taw. Ho Is only an x-offlcio member of the police bead and has no vote only in case of tlo. lu. case-of riot the board must bo con vened. The mayor must uoiv request tbo ap pointment of men or the designation of work instead of ordering It dono. In * case of an emergency he is no more in command of the police force than a merchant or anyone else , yet the mayor is responsible for the good order dor of tlio city. i Tbo committee viewed favorably tbo idea of curtailing the work of the police Judge by cutting it only to cover cases of violation of charter or ordinances. Mr , Poppleton suggested that it would bo a ( rood thing for the city to bo given tbo power ' to acquire by condemnation such public en terprises us waterworks , streetcar lines , etc. Before this idea bad tiino to germinate in the minds of the members of the committee Mr. Chaffco sprung the idea of providing for water and lights in outlying districts. Ho moved Uttncrcaso the water fund rate to d mills. Protccdon for material inon came up In tbo suggestion that bondsmen on public works contracts .should bo made liable for material , eo that material men might have a show. An other plan was thnt no contract should bo nuadofor over two years by the council with out submission to tbo people. At present tba waterworks company has a twonty-flvo years B contract and the electric light company one for live years , while the gas company bos a like ono. A suggestion was that the city treasurer should bornd \ nn adequate salarv und tbo funds should bo clncoil on deposit in tbo bank giving the highest bid , the revenue to bo added to the general fund , security to be given in double the amount of the money in charge. This secured favorable action. Tbo building inspector was present nnd produced a map of the city on which "ho hud drawn a green Hue enclosing a section of ter ritory about ono inilo square , bounded on the north by the alloy between Charles and Clark streets , on tlio west Dy Twenty-ninth street , on the south by luo alloy between Pacific and Pierce streets , and on the east by the river. This map had been prepared in accordance with instructions of the committee on lire or dinance. A wrangle ensued as to who wore members of the committee nnd all tbo members voted. After considerable debate it was decided to go Into committee of the whole and consider the ordinance. This was dono. and after considerable wind had been wasted it was decided to cut out the southwest corner of the district included in the territory marked out. The territory loft out Is bounded by nllno starting from the green line , botwewn Pacific and Pierce , nnd running north on Twenty-fourth street to 1U3 foot south of AVorth , thence west to Twenty- ninth street. It was then agreed that the territory In cluded within the croon line should not ba cut any further nnd tbo members proceeded to make extensive additions to the territory by extending the green line in all directions. The territory Included within the proposed limits is bounded as follows : Commencing nt a point whore the alloy , be tween Clark and Cnnrles streets , intersects the Missouri river , thcnco running west along the line of the alloy to the center of Twenty-ninth street , thcnco south to a point 132 feet south of the south line of Pacific street , thcnco east to the river and along the bank of the river to place of beginning.
