not , at least until another year , repeat
the present expedients ot "cdeeniing
bonds and anticipating interest. The
laigo now expenditures authorized by
congress will not permit the treasury to
dolhcso things. For the next twelve
months , therefore , it would acorn plain
that the money market cannot dopand
upon the treasury for special icllef
should an ojdgoncy arise , nnd if this fact

may bo good In putting ; n cheek upon

The question of establishing- educa
tional qualification for the right of
suffrage in Mississippi , the effect of
which would bo to very greatly reduce
the negro % oto of the state while mak-
ing only a coinpnrati\oly small reduction
in tlio whltoote , has received no
heartier support from any ono than from
the only colored member of the constitu
tional convention , Mr. Montgomery ,
who advocates it as in his opinion the
only solution of the race problem. In
an eloquent speech in support of the re
port of the sullrago committee in favor
ofjun educational qualification , Mr.
Montgomoiy said that his comlction of
tlio necessity of such a ros > triotlon of the
franchise was not now. Ho had hold it
before his constituents bent him to the
convention , and had told them that the
work of thocomontion , in order to bo
successful , must restrict the frnnchiso
by prescribing such qualification for
voters as would loduco the negro vote
considerably below the whlto loto of the
stato.

ery , "that our race has not yet attained

This is the best that is attainable
as a solution of the problem , and it IH
probably the plan that will bo adopted.

to conduct their business vlthout otllclnl
inspection. Last spring- the governor
and state auditor committed political
laii-kaii by exposing the rascally opera-
ions of ono of the nationals and the
nnnuor in which hundreds of people in
hat and neighboring slates wore fleeced ,
heir monthly dues squandered in huge
lalnries , and the surplus loaned to
riendly institutions on insufficient secu-
ity. This wits a stunning blow to a
.hriving . local industry , consequently
, ho ofllclals guilty of protecting the
loror of the state aio marked for polit-
eal slaughter.
Minnesota is the homo of seven na-
.lonal associations { rood , had and indlf-
eront. Their interests are common ,
md possessing unlimited means wrung
'roni ' a vast majority of their patrons
.tinier false pretenses , they mnko no
secret of their purpose to fight the re-
lublican ticket , nnd wage an uncompro-
nisingwar on Governor Men-lam. It
