William Monsky complained to the police

of a mare , harness and buggy by a man
named Hush nnd two other men whoso names
ho does not know ,
Monsky Is nn Ignorant man resid
ing on Thirteenth street. Tor several

Ho snys that Wednesday afternoon
Hush and the two other men
came along and told him that

him to lix a price. Ho told them that ho

of notes. Monsky can neither read nor write
and by smooth talking nnd representing the

said that two of the men had como

morning. They paid their bill and as they

The rig was recovered by the police nnd is
now held nt hcadquartoH. Neither of the
parties were arrested , although both were nt

corroborates the reports , but strongly em
phasizes them. Tlio attention of the police
has been called to the matter , and tliat was
how it became public property. Thomanagor
of the company \vns pleased with the boy , as
ho Is a bright und active llttlo follow nnd a
willing woiltcr , but it was noticed that ho
YV.IS always ragged , hungry looking nnd often
lute to work. Tlio night olork llnully decided
to send another messenger boy to the lad's
homo to wako him every evening and tlio true
condition of affairs WAS then revealed. The
boy wns not allowed to sleep In the house nt
all , nnd room wns even boRrudjcd him in
the llltliy old stnblo whcra ho sought refuge.
On the Investigation of Mr. QusVlng \ , the
clerk , It was learned tliut the boy was not al
lowed any thlnp to ent nnd that ho barely kept
soul anil body together by ste.illng und bug
ging what ho could. His father , John Sny-
dcr , always took the .llttlo pittance that the
boy received as wages and never In return
would oven buy mm an article or clothing.
'The boy snys that this course of treatment
has been going on over slnco his father mar
ried his present wife , and that she Is the
main cause of it. She Insisted on the chil
dren being driven off , and ono day the boy
says that the woman struck his little sister.
Since then the child has periodical llts. At
present she isvlth her grandmother.
The boy says further that his cruel step
mother finally forbade him to over come Into
the house and ho had to seek refuge In the
barn. On ono occasion when another messen
ger boy came to awaken him 'at that foul
place , Eldon declared that ho had
had nothing to cat for over
twenty-lour hour. } and ho was
, so hungry that ho ran the risk of sneaking
Into his own rightful homo to grab something
to cat , lie was caught by the fcnmlo who
rules the vlaeo , who , with a string of exple
tives , drove him out , striking him over the
head with a coffee pot. Later hunger drove
him to his uncle's , where he hogged for some
thing to cat. The 'famished boy devoured the
juicy piece of n beef steak given him like a
half-starved animal and then eagerly asked
for uioro. This so enraged Ills uncle that ho
dragged the boy to the woodshed , where ho
ud ministered n terrible beating to the hey
with n board , leaving the little fellow's back
n mass of bruises and cuts. The boy was un-
nblo to do his work that night , and when Mr.
Burton , the big-hearted manager of the Lin
coln district tolegrnph , learned the cause of
the boy's debility ho was so indignant thnt
his first impulse wns to rush off to the uncle ,
Orrln Snydqr , and give him n tot.to of pujiish-
inent himself. On a second thought , ho took
the llttlo fellow to the police station and ex
hibited to the polko tlio terrible condition
of the boy's ' back. The officers hurried off
to the boy's father to have him swear out a
warrant for his brother's airest , but
were astonished to find the father treat the
matter with utter indifference nnd refuse to
swear out n warrant.

boy is at present filling his hungry stomach
with the refuse ; f rom chop houses and occa
sionally gets a square meal by taking enough

ing the condition of his fourteen-year-old
daughter , who was outraged by four scoun

house. But the lad refused to do this and at
tempted to grasp the desperate fellow's re
volver. Billings saw that ho was confront

his tactics by rushing through the doorway

cohorts attempted their rushing tactics , but

The following IsasynopsUof the Nebraska
high license , local option law :
Section I provides thnt the county board of
each county may grant license for the snlo of
malt , spirituous nnd vinous llquow , If deemed
expedient upon the application by petition of
thlity of the resident freeholders of the
town , If the county is under township organi
zation , The county boaid shall not have au
thority to issue any license for the sale of
liquors In any city or Incorporated village , or
within two miles of the snmo ,
Section 'J provides for the filing of the ap
plication and for publication of the applica
tion for at least two weeks bcforo the grant-
hip of the license.
Section 3 provides for the hearing of the
case if a remonstrance la filed against the
granting of a license to the applicant.
Further sections provide for tlio appealing
of the remonstrance to the district eouit ;
the form of the license ; the giving of a S5UOO
bond by ttio successful applicant for the It-
cohse.
Sections 8 , 0 nnd 10 mnko itnn offense ,
punishable by a line of S.J5 , for any licensed
liquor dealer to bull Intoxicating liquor to
minors or Indians.
Section 11 provides that any person selling
linuor without a HciMi.so slmll bo lined not
loss thnn $100 nor more than $500 for e.ich
offense ; nnd section 13 provides for the tiial
of such offenders.
Section 113 makes it on offense , punlshnblo
by a tine of $1 ( > 0 mid n forfeiture of license
for any licensed liquor vender to bell adul
terated liquor.
Section 11 makes it nn offense punlshnblo
by a line of $100 for any person to sell or
give away any liquor on Sunday , or on the
day of any general or special election.
Sections 15 to ! U inclusive , deflno the lia
bility of saloonkeepers for damages sustained
by anyone in consequence of the traflle nnd
provide the stops necessary to collect such
claims.
Section 2- } relates to the issuance of drug
gists' permits.
