WAIIIIN-OTON , JulyS. The confcrouco report - port on the silver bill was taken up anil Mi1. Test ptwociloil to state his objections to It. A largo majority of the souato h.id voted , bo said , for the free coinage of silver , but tlio conference report absolutely did away with all idc.i of five coinage and w inteiulcd to contiuuo tlio system under which silver had been persistently mill consistently dojradod since 1ST ! ? . 1 towns anxious to sod ubultitu jvirity between tlio two metals as inonoy met- nls. ] Io re.icl tlio closing clause of the second section of the conference bill : "Itboluif tlio established pulley of tbo United States to maintain the two metals on a parity with with , each other upon the present le nl ratio or such ratio M may bo pro vlded by la\v , " and asked why that declaration hail been in serted , It had been put In , he said , for the IIUIIKWO of snyltiKto the treasury Uepai-tiiicnt that until silver canio to bo on a parity with gonl It should pay out gold and public business should bo conduc ted on a gold business , I le , for one , would never vote to maintain that practice. The con Terence bill miplit fdro mi increased market for silver , but tlio principle for which the senate voted that the two metals - als should bo on a parity , had bwn plvon away on that bill absolutely and uompk'tely. Mv. Uolco expressed concurrence In the con clusion reached by Mr. Yost and said ho would not support the conference bill. Two- thirds of the people of tlio United States , ho said , who were In favor of the free anil un limited coinage of silver and the admitted majority of the senate were checked at every turn by the executive and secretary of the treasury. Ilo proposed to vote against tlu > eonforeaco bill because ho preferred the law as It now stood. Mr. Shcrniim defended and explained the conference report. 'I'lloinestion ( had arisen in tbo conference committee , lie said , whether the two houses could bo bioiif'ht to mi agreement on the two bills passed by them respectively. In the first .section of the conference bill the lan guage of the llrst section of the house bill was retained somewhat , but the amount of silver to be purchased had been increased. Much tohisreprret it bad been fixed at a larger amount than the entire American product of sliver. It had been made mandatory ( not permissive ) on the secretary of tbo treasury of silver each month' to buy-1,000,000 , ounces which at the rateof Sl.'J'J ' an ouuco ( or six teen to one ) would amount to a yearly Issue of STO.OOO.UOl ) Injtrcasuvy notes. Tbo ICKU ! tender clause In the house bill and In the senate bill had boon somewhat , different anil somewhat alike also , and the question hail coinoup in the conference whether it would bo rislifc to deprive the citizens of the United States of the right to contract for payments in pold or anything else. It bad , therefore , been agreed that the treasury notes to bo issued for silver like tbo silver dollar on which it was based should bo legal tender for all debts , public or private , unless whcro otherwise stipulated in tbo con tract. That same clnuso was to bo found in the liland bill. Mr. Voorhens said the trou ble about , the conference bill was not whether the secretary of the treasury would obey the law , but that every sln lo section of the bill gave discretion to tlio secretary of the treas ury , who was "packed" against silver. Every single section of tlio bill conferred and was Intended to confer discretion on the secretary by which bo could destroy , dishonor and do- Crado silver as money. Ho did not relleet upon the present secretary of the treas ury. The treasury department had been nririlrful n rr > ttti of oil rni * rAC at nni > lirrnwlt ix\a\ had licoii a member of the senate , not merely under tlio republican party , but under Ills own party , until ho was weary of it. Ho would not say tha conference bill was a cheat or fraud , but under its maligning in- lluence , silver , Instead of being inoro potent fts u fuc-tor in the 'prosperity of the United States , would wither , shrink back and tnlw its place us a miserable commodity , instead of being clotlicil with the dignity of money. Mr , 'roller said , much as ho disliked the adoption ofa half-way measure , hoVM com pelled to support the conference bill ns the only measure which could bring relief to tlio people of the United States for tlio next lew months. Congress would assemble In December next , and If the bill did network well it could bo reformed next session. Ho was restrained by' tbo courtesy duo to another body ( tbo honso of representatives ) from ex pressing ; Ills opinion with regard to its course. Tlio body which had boon considered the rep resentative body of the American people ab solutely lloutodin thofacoof thoAinericanpeo ple the demand nmilo upon It by Wall street , disregarding public sentiment. There had been no lobby in either house in tlio interest of silver , but thoroluul never been such pres sure brought upon congress as that bronchi upon it at this session to defeat the f rco coinage - ago of silver. Ho loliovcd it was impossible to secure free coinage at the present sosion because under tbo system \vbleli 1m coukt not speak of patiently , tbo voice of the major ity in the house was stilled and could not bo heard.
