from the attempts heretofore made to enforce
prohibition in neighboring States , believing
that prohibition is not a true aid to temper
ance , do assert as a business proposition that
the incorporation of a prohibitory amendment
into the Constitution of the State of Nebraska
will be inimical to the best interests and
material welfare of the people of the State , by
retarding its development , depressing real
