( Tlio sub-committee of the house committee on Judiciary , consisting of Mr. Thompson of Ohio , Mr. MrCormick of Pennsylvania nnd Mr Dates of .Alabama , which wits appointed tome weeks ago to Investigate the alleged Ir regularities in the practices of United States marshals , district attorneys and other ofllcers Df the department of Justice , has completed IU Inquiries lu Alabama and will now take Up the western district of Michigan , the northern district of Indiana , the eastern district of Wisconsin , the northern and south ern districts of Town and several other dis tricts where it Is claimed that excessive fees have been charged. This matter has been repeatedly brought to the attention of congtess by the ofllcers of the department of Justice and the ticasury and It Is not so much an attack upon the in cm ns an attack upon the system which permits them to make cx- ccsslvo charges. As ono of the clerks in Iho treasury expressed It : "Thcso ofllcdrs do things that they have a right to do , hut the law ought not to give them that right. The law Is loose and obsolete and while it applied very well to the conditions that existed fifty years ago when It was passed , it docs not tit this ago of steam and electricity. " A new fee system is demanded and both the Dfllccrs of the department of Justice and the accounting officers of the treasury have recommended for years tlie enactment of a law by congress fixing the fees that can be charged for certain services by ofllccrs of the government who do not draw regular salaries. Under the law as at present district attorneys are permitted to make business for the sake of the fees It brings them and the innishals , and in some cases these fees amount to thou sands of dollars annually. It is to the in terest of the ofllclal to make n good living out of his office , and whether ho bo republican or democrat ho may bo expected to charge everything that tlio law will allow , for example : In the eastern dis trict of Wisconsin the fees for the United Htntes commissioner for the year IbbO wen only $74.3(1. ( This represents perhaps ten cases , whereas tlio fees of tlio United States marshal wcro $0,007. The witness fees wcro J.r > , .100 and the attorney fees $ 'J,4'JO , the total being $2:1.017. : In the district thcro is very llttlo business except cases of selling liquor to the Indians , and the charge is that a gr.ivo abuho has existed in the piaetlco of trans porting defendants and witnesses long dis tances from their homes when the preliminary hearing could have been had before borne commissioner near the nltico of arrest. In other words , when u man bus been charged with selling liquor to Indians , n United States mar shal arrests him , takes him to Milwaukee , in vites bovetal of his friends to accompany him in the capacity of guard nnd subpimias another party to go as witnesses , nil ot whom have a per diem allowance and their traveling ex Ileuses paid. In the western distiict of Michigan the dis- fatrirt attorney is accused of n.aking excessive mileage charges and of traveling from place to place by the longest possible routes. For example : When ho makes n trip from Grand Hnplds to Grand Haven ho goes by way of Chicago and doubles the distance. Ho is also charged with making business for the Bake of fees for himself and for the marshals throughout that part of the state. In other districts it is said that the most flagrant nbuso of the fee system Is the Institution of frivolous cases by professional informers and witnesses merely for the biiko of tlio fees. This ocelli's everywhere. The district attorney for the southern dis trict of Iowa is accused of charging excessive fees , for example : Ho lives at DCS Molnes. Ho has nn assistant at ICeokuk. but notwith standing this fact bo charges tlie government with the expense of about thirty-live trips to Kcokuk to attend petty cases before the United States coinmibsioneis that should have been looked after by his deputy , and at the bamo time his deputy charges for many trins to DPS Molnes to look after c.isos there which the district uttoumy should have attended to. nnd it Is probable that both of them traveled upon a pibs. I SENATE nustxiss. : Very few bills will bo acted upon bv the senate at this session after the tarill bill comes from the committee on finance , especially if. us expected , the McKlnloy bill in an amended form should appear instead of nnoivniiMsuio. The McKinlcy bill would go to a conference committee after being passed by the bcnnto and would soon bo finally adopted by tlio house , permitting of an adjournment very boon heieafter mid giving no time for the senate to consider other mciibUies. An "enttioly new bill \\ould go to the house com mittee on ways and means from the senate and would not reach a confluence under probably two or thrco weeks , or oven longer , and the senate would have some time for miscellaneous legislation. At best the appropriation , the silver , tarift and statehood bills will consume nearly all of the time from the ptescnt till the end of the session. OM.Y \ llfJlOK. A report was circulated today that thcro was talk of a recess of congress from about July 1 until October 1 , to give the senate committee - mittee tinio to lormnlato a tarift bill , but this Is not at all probable. Thcro is a demand here , us well as In every part of the countrv. for the very early adoption of a tariff bill the quieting of the agitation as well as anew law and to make a studied and piemeditated delay of that kind would bo Inexcusable. J. , and is assigned to thu command of the Omaha ord nance dcp.it tmcnt. This was a holiday in Washington and tbeio was a complete suspension of business In all branches of the government and private life. Pierce was the last of six brothers , not one of whom tiled u natural death. Two brothers were killed in the lute war. Two other brothers imsaed safely through borne of the bloodiest battles of the \\ar and re turned homo without having received n Borate.h , Mvys a speeial to the Now York Sun. With much Focrccya treasure-hunting party sailed the other evening on the schooner Laura to sock for a hoard of Spanish coin ttntl pttito buried years ago on Cocoas Island , of the Galltpagoa group , cays a San Francisco dispatch to the Olobo-Domocrat. Several fortunes have been wasted , ono man killed and thrco sent to the Insane asylum because of the island hoard. In 1871 the first expedition sailed. They dug for two months in vain , and then it was decided to send to 1'uonta Arena , in Costa Rica , for Captain Welch and his wife , who were in possession of the secret of the burled wealth. Mrs. Welch told a story that drove her hearers almost to madness. She had been the wife of a lieutenant of a pirate brig which made its homo in Cocoas. The band acquired wealth raid ing churches on the Central American roast and preying on merchantmen. Ono day the brig was unlucky enough to overhaul * an Knglish man-of-war. All were hanged but the woman , who was then the only possessor of the secret of the hiding place. After two more months spent in fruitless search , Welch bttitl his wife would not give up the secret unless the party .secured a larger vessel. The party returned to San Fran cisco , but went back to the island in the following year in the brig Laura. Ten days' hard work convinced them that there was no buried treasure on the island , Some wanted to hang Welch and his wife , but wiser counsels pre vailed , and they were left at Puentti Arena , while the fortune hunters re turned to San Francisco.
