Morse & Co , will bo closed all day today. The other stores will clone at noon. E. Wormclsdorf , charged with numer ous petty forgeries , changed his pica of not guilty to that of guilty. The Joint , committee of citizens , flro nnd police commissioners , county board nnd coun cil met Wednesday afternoon In the lire nnd police commission rooms , These present were as follows : Messrs. M. A. Upton , P. L. Pcrlno and E. W. Slmcral , of the citizens , County Commissioners Anderson , Turner and Corrigan , Flro nnd Police Commissioners IJennctt , Gilbert and Hnrtmnn , Councllmcn Bcchcl , McLcarlc nnd Donnelly , County At- torncr Mnhonoy. Commissioner Turner suggested the erec tion of n stockade on the county farm in which vagabonds could bo confined nnd com pelled to break stone. County Attorney Mnhonoy said that In Du- biniuo and other Iowa cities prisoners worked on the streets with a chain nnd ball attached to their legs , When the work on which they were engaged was finished , they could lift up the lull and move along. Commissioner Corrigan did not llko the proposed ball nnd chain. Frequently men were sent to Jail under peculiar circum stances , and for being only passing drunk. It would bo a disgrace to such to put them on the streets with a ball and chain. Mr. Anderson thought the courts could rcgulato the matter. Mr. Mahouey did not think it made much difference between a stockade and a ball nnd chain. Mr. Corrigan said there could be no objec tion to putting prisoners breaking rock. Ho had received an idea from Hnscnll that work of that kind was now done by crusher and that therefore it did not interfere with honest manual labor. " Mr. Hnrtman said prisoners on the street should not bo workeil without n ball and chain because some foolhardy fellow might start and run , and in pursuit of him , the of- liccr would probably shoot nnd kill some inno cent person. Mr. Pcrlno thought that the working of criminals would tend to diminish crime. Mr. Mahonev said that If the pollco Judge did not think the man wicked enough to wear n ball nnd chain lie could send the man to the Jail or stockade. There were notorious crooks who had spent time in the penitentiaries whom it would bo unsafe to trust on thostrcet without ball and chain. Mr. Hartmnn said there was a cla s of per petual drunks whom it would not bo advisa ble to let out with a chain. Mr. Anderson thought that there were but a few of that class who had run away while working around the court house. Mr. Simer.il thought that was because the comity fed them too well. Mr. Corrigan said that ho had been told by one of the prisoners that the county Jail was the best boarding house he had ever had. Mr. Upton was opposed to working the prisoners on the street. It was offensive to the oyc. It was offensive to ladies nnd chil- dien to sec prisoners on the streets who ought to bo in brickyards or laboring in other places. It was not conducive to good citizen ship to see men with a ball and chain on the street. Let them be put to work out of the sight of thousands who otherwise could s > ce them daily. Mr. Andersoy said convicts could be seen 'every day on'tho streets of Lincoln. Mr. Upton admitted the factandstatcd also that it was decidedly offensive to good citizens and ladies. Mr. Bcchcl wanted to know if any estimate had been made of the cost of a stockade. Mr. Turner did not think the cost would bo very great. Air. Corrigan favored a ball and chain inside - side the stockade than without it on the street. Mr. Hiictman understood that it was not the intention to use a ball and chain except in case of a man whom it was .desired to bo rid of. Mr. Slmcral then moved that a committee bo appointed to ascertain if grounds on the railroad near the Jail could bo secured jvhero prisoners might bo put to work breaking rock. The committee consists of Messrs. AmlcV- son , Turner , O'Kcelle , Gilbert , licchel. Don nelly , Porino. Mahouey and Poppleton. It will meet next Saturday morning at the same place. May 10 there appeared in the Chicago Tri bune an article headed as above which re flected on certain prominent theosophists. The following has been received by a member of thoordorln the city , from Mr. Bertram Keightloy , private secretary to Madam Blav- at.sky : I was in the mountains at a hotel about ono hundred miles from Los Angeles. A tele gram was received from .1. II. Murray asking mo to como at once to Lo.s Angeles on impor tant business. In response to this 1 imme diately left my hotel and Murray met mo at the depot at Los Angeles and told mo Mi's. Sliorhurao was in camp near Arcadia , sick , and that ho had no help. This was the first knowledge 1 had Unit ho or she was there. I at once went to Arcadia with Mr. Mun-.iv and found Mrs. Shcrburno sick in the moun tains. Finding she got worse , I sent Murray to Arcadia to got help. Ho returned In a few hours with two men and a stretcher , and they carried Mrs. Shcr burno to a buggy .somo distance oft in the road , and she was taken in that to a hotel. Mr. Murray attended to the getting of three rooms. The doctors at first suggested no im mediate danger. In the night following she got worbo ami I sent the hotel people for a doctor , but before honrriv dshodicd of heart failure. The doctor examined her and gave a certificate , and as Mr. Murray said they had no money 1 paid the first fee. Subsequently Mrs. Sherbnrno's husband paid the bill o'f the physicians. There being no signs of healing , the surgeon obtained a grey hound puppy , seven days old , eloro- formed it to death , shaved its body closely , skinned it and with the skin grafted the skin of the boy , , so as to cover all the ulcerated spots. The result was surprising. The leg rapidly healed , and when the patient was dis charged "tho color of the grafted skin was uniform and very similar to that of the normal skin" . They have become quite tame , but it remains to bo seen whether they will become thorouglly domesticated and breed.
