patk commissioners adopted a rule

ing the value of adjacent pioperty has been
so marked nnd so enounous that petitions
have continued to como in and in onoinstanco
anew boulovatd has been laid out and con
structed at gt eat cost over what was waste
land , the owners of which not only gave the
land icqulred , but voluntarily offeied to pay
the whole cost of construction , in annual as
sessments for ten years. This airangcmcnt
makes it easy for tlicin , as it creates an Im
mediate demand for the propoi ty at a high
pt ice , while the city at tlio end of the ton
yearn will bo fully reimbursed , and Is al-
icndy leaping the benefit fiom the incicascd
taxable value of the propci ty.

Every citizen is proud of our park system ,
ami if the question woio now open of doing
away with paikbimd boulevards , on condition
of rcstoiing their cost to the city ticasuiy ,
not a vote would ho cost in its favor.
It is n curiouH , hut not n singular fact ,
howeverthat the very men who lirst opposed
p.nk construction ( no tlio ones who now urge
a lavish outlay foruitlllciul decorations , such
us greenhouses , fountains , oiimmental struc-
tutus , etc. . which should never bo Introduced
till the city has grown tip thickly about the
parks and along the lines of the boulovaids.
Such decorations will then bo in keeping with
the architectural surroundings and thu cost
of them will not bo felt.
But those who lirst opposed tlio nark sys
tem btill pose us the "friends of the poor , "
and demand that the.su public gardens shall
bo provided with all thu luxuries which the
rich provide for thumsolvcs In their pi ivato
grounds. And this leads to the introduction
of shams and cheap imitations of ait , which
are destructive of all true iiitlstlu tastu.
The lirst park that was constructed hero
was a tract of thirty acres then ut the out-
pklrts of the city , uut now overlooked by
many very line and costly houses. In nego
tiating for the land the park commissioners
declined to purchase a portion which was
very desirable , but was held at * 18KXwhich ( )
pilco was deemed HO extravagant .that
they did uot feel justitled In the % ex
penditure , Two years later the resi
dents in that vicinity itetltloncd that
It should bo added to the nark , and offered to
bo assessed for Its full value. It was then ap
praised by disinterested patties and pur
chased by the park commissioners for
