The Illinois Central depot was struck by lightning and set on lire. The wires In the telegraph oflico wcro burned out and the operator knocked senseless. The barn Pf Thomas Contcs was struck and buried with several bead of live stock. A party of young people drove Into an open sewer. , Ono horse was drowned and the people narrowly escaped with their lives. A meteor passed through the heavens with a roaring sound , and take It all In nil , the commotion of the elements was verv startling. All fears of a drouth are over. At tlio meeting of the board of education last night Superintendent James submitted n report to the effect that there was on alarm- ln # prevalence of diphtheria in the city. In some localities there hnvo bcci ) so many cases as to produce almost n panic. It has been the practice of principals to exclude as far as passible all children coming from homes where the dlscaso existed. In many cases these coses nro not rciwrtcd and the exclusion cannot be en forced. The superintendent recommended that the health officer bo provided with postal curds so that ho could notify the school board of cases as soon as they were reported to him. The superintendent also nsked for Instruc tions as to the disposition of the books which hnvo been taken to the homes of children In fected with the disease. The secretary was Instructed to provide the health officer with the necessary postal cards and the superintendent wns authorized to take whatever steps he considered neces sary to remove all danger of contagion. The principal of the West Side school re ported that the grounds wcro not provided with water. The commlttco on buildings nnd property was instructed to put down n well nt n cost , not to exceed ? . )0. The committee on high school roiwrted back the application of the pupils for permission to use the southwest comer of the grounds as n teunls.court. with the recommendation that the request tw granted. Wchrer moved to amend by turning over the entire grounds to the Omaha base ball club. Ho contended that the request was n blind , and that It was the Intention to "ring In" n lot of outsiders , , The report of the committee wns adopted. The committee on boundaries reported that It would not bo necessary to rent , another room at the Pacific school , as n number of pupils had left the school on account of the prevalence of dlptherla , and it was therefore possible tc accommodate nil pupils in the rooms already provided. On motion of Dr. Savlllo it was decided to change the electric bells In tbo high school for four gongs , which are to bo placed In the halls. At the request of the board the attorney , Leo Estcllc , made u statement of the ruling of the supreme court on the school bonds. The attorney stated that if another election for bonds was held nt the same tlmo as the election for members of the school board , it would bo u question whether women would bo quali fied to vote on the bond proposition , ns they were undoubtedly qualified to vote on the election of members of the boardwhlch would involve the same question as before on the majority necessary to oirrjitho bonds. Even if n si > eciul election was called to vote on a proposition for the Issuing of bonds , ho said , the board could not dispose of the money without getting the consent of the people at u regular election. Ho said that ho was not prepared to advise the board ns to the best course to pursue , us ho had only received the decision of the supreme court yesterday , and requested further time to look the mutter up. On motion o ( Mr. Martin it was decided that when the board adjourn it bo until Tuesday night , when the matter of school bonds should be made the special order. Mr. Popplcton moved that the board sub mit the question of issuing bonds at the regular school election , providing the at torney so advised. Dr. Savlllo objected , and said that this would cause confusion us it would necessitate a double election. HO thought it would bo best to call u spjcial election , and if the bond proposition curried then the question of dis posing of the money would bo submitted to u vote lit the regular election. Mr. Poppleton thought the authority to issue bonus carried with it the right to hpend the money. On motion of Mr. McConnell the motion of Mr. Poppleton was tabled , and the attorney nnd the Judiciary committee were instructed to report Tuesday night on the feasibility of holding a bond election at the regular school election. On motion of Mr. McConnell the board then went into committee of the whole , with Mr. Points In the chair , to considerate the question of the Paul street building. Mr. Goodman took the floor and said the plans for a building on tbo Paul site were old and were not the best that could bo obtained. Ho had been informed , ho said , that the ar chitects of the city were willing to submit plans to the board , .which would bo much better than the ones on hand , without cost to the board. Mr. Poppleton moved that the board adver tise for plans for n sixlcen-room building on the Paul slto * o cost not to exceed $40,000. Mr. Martin thought the entire question of n buiWing on the Paul site should bo allowed to rest until after the board bad decided upon its action in regard to submitting n bond proposition , nnd also to wait until the board decided whether or not it would hire an architect by tbo year. Mr. Coburn said It was u poor policy to erect a slxtccn-room building which was in tended to bo used Instead of the Iznrd school , where there are nineteen rooms now in uso. The old plans were defective in many re spects and could not bo improved by adding another story. Mr. Poppleton withdraw his motion and moved that new plans bo secured for the erection of a sixtecn-room building on the Paul site , and that the old plans bo aban doned.
