OON8PIBAOYTO DEFEAT ANNEXATION An Oath-Hound Gang of Cormo rants nnd Tnx-Kntors Who Propose to Kulo or Huln Oinnlm. \Vhen ex-Mayor Broatch nndhis cohorts jnet Uielr Waterloo In the republican conven tion last fall Broatch found himself stranded in his fondest hopes. Ho had been planning n rc-olection for mayor as n stepping-stone to , the governor's offlco und n scat in congress. But Bro.itch detcnnined to nvcngo himself , nnd , if iwssiblc , retrieve his political disas ter. To this end the solid twenty-eight were ' given n Innquot nnd pledged to stand and fall together. With two or three exceptions they \voro "us gallant a crow us over cut a throat or'seultlod n ship. " After they hail treacherously sold out Lin- Inger for rcvcngo and boodle , they decided to organize themselves under the nnmo of the . Twenty-eight Club , which partakes of tlio r.hnractcrof Tammany in New York. Meet ings have been held every ether week nnd . the chosen few exchanged password nnd prip nn u means of concealing their plans and purposes. A perfect organi zation forclcetion purposes was made and" a dozen wnrd strikers nnd heelers have been .picked out In each ward and brought into the fold. The club now numbers altogether sev enty odd members. They have mnajority of the city council. Paul Vundervoortlsthohcad sachem of the club and Droatch , Chnffcc , Da vis , .loo Kedmnn. Oil Inspector McDonald , Ed Cone of the city clerk's ofllcc , Dunn and Taylor , city plumbing Inspectors , are leading spirits. 'ilio existence of this secret political club has been known to Tin : Unu for many months nnd reporters have acquired reliable informa tion as to its doings from time to tlmo. The club meets regularly ovcry other week and special meetings on call of the chair are held Whenever some Important matter is up In whlcli the conspirators want to take a hand. Whenever nny appointment is to bo made by the mayor or any Job comes up on which the city council is to act , the club determines what Is to bo dona before the council meets nnd Chaffeo nnd the members of the combine who nro In this clan abide by the decision of the club. It is agreed that the club Is to dictate city , county , federal and state appointments , as far us its Influence can go , and its members nro to bo taken care of in distributing the spoils. for several days past Tun BEK has had reason to suspect that the Omaha Tnmmany- I > ites were preparing to beat annexation by a still hunt In Omaha. The leaders had ngrced among themselves that annexation was to bo beaten nnd put themselves in com munication with the South Omaha units. Yes- tcrduy indubitable proofs of the conspiracy were furnished. A number of political ward strikers were sent directly by vnndorvoortto DnvcsAiidcrson of South Omaha withdireetlons to get boodle for working against annexation. At noon a conference was hold in the nosbilllco , which has become headquarters for tlio gang , between Vundcrvoort , Johnny McDonald , John T. Clarke and several other T.immany Twcnty-cightcrs , Jim Lowry , II. II. Haven and John Doe , botith Omaha saloonkeepers , and Captain Cockerlll , South Omaha postmaster. Post master Gallagher was also on hand and is ev idently in sympathetic communion with the plotters. When Lowry , Haven and Dee left South Omaha yesterday morning it was reported that they wore going to Omaha after some boodle which the Broateh-Vandorvoort combine was to furnish. Yesterday afternoon onoof ttie club heelers , Joe Schiller , was overheard to say in South Omaha by TIIK BIE : reporter that tlio gang had set the pins to knock out annexation in Omaha. Two of the conspirators have been detailed to look after each voting precinct. It is learned that the combine ) has roped into their scheme quite a number of hangers-on around the postofllco and city hall .who nro promised of- ilces front a' census enumeratorship to the chairmanship of the -board of public jfworlcs. All these people will bo found howlIng - Ing against annexation under various pre texts. SALOON They Will bo Kcsiieotcd by the Polloe CominKsloii. Mr..George I. Gilbert a member of the tire niid police commission of Omaha , was asked what action the pollco commission would take on the licenses granted by the South Omaha city council , in tlio event of annexation. "I think it would bo a matter of justlco and equity us well ns common sense , " ho replied ; "Ki recogntzo the licenses the same as wo would any ether contract. If the city council of South Omaha grants a saloonkeeper a license for a year , 1 think it would only bo fair for the police commission of Omaha to recognize that license to the end of the time for which it is granted. 11 the two cities are united Omaha will assume the assets and liabilities of South Omaha and the licenses will coma in for rec ognition the same as any other contract. Of course , all saloonkeepers who do not hold licenses when the annexation takes place will have to-secure them from the pollco commis sion the same us all dealers in Omaha must do. There may bo some technical legal point involved which has not yet appeared , but I ma of the opinion that as a business proposi tion thin method would bo the only fair ono. " Mayor Curbing and Councilman Bennett were of the sumo opinion as Mr. Gilbert. Jilt. C. K AUAMS. Ho Is tjonkinj ; Into U. V. Ma Hern nt tliu lIoiulinirterH. IN THE SMOKE OF BATTLE , Are Enveloped the Priends and Opponents of the Thirteenth Street Oloud. RESIDENTS AGAINST BRIOKMAKERS. AflldnvltH Aimed to Knot Out the Ob- jcutlonablo Kilns nnd Counter Ones to Keep Them In Operation. The smoke case , or that of property owners on South Thirteenth ngalnst Llvesey nnd Michel , Hlley ft Co. , the brick makers , the smoke from whoso kilns between Center nnd Williams , Is the cnuso of some annoyance , occupied another day before Judge Doane , In chambers. The reading of nnlduvlts In re buttal Is being concluded , together with argu ments nnd thu laying dowu the law uppllcablo to the facts. The defendants say , among other things , In1 their nflldavlU that plaintiffs are trying to force Mr. Koimfzo to put the land now nccu- plcd by the brick kilns upon the market. Tlioy also ttfllrm that the plaintiffs bought property In the immediate locality of these kilns nfter the latter nad been located. The plaintiffs admit that this Is the case in some instances. The defendants also claim that their brick burn ing plant lias been in operation for the past six years nnd that they think It very s trim go that the plalntilTs have Just commenced to no tice that the smoke annoyed them. To this plaintiffs reply that the very fact that they have stood thu alleged nulsanco as long as they have should induce defendants to "shut it off now nnd mnkon showing to act n little fair in the matter , " as one ufliant puts lt Again , the defendants claim that they have put $30,000 worth of machinery into their plants which would bo a loss If they were en joined ns prayed for by the plaintiffs. To this plaintiffs reply that nil the machin ery , etc. which defendants have put in is not worth half of $30,000 , and that It could bo moved to any other locality without any very material loss or damage. In other nflidavlts the defendants sny that the kilns have greatly assisted in building up 'ihirtceuth street. Plaintiffs simply laugh at this statement nnd hold that the fact of Thirteenth street being over twenty feet wider than the streets which parallel it , and that it is well paved , has wider sidewalks and had street cars on It , accounts for thu prosperity of the thorough fare. fare.As As to the principal chnrgo of plaintiffs , that of the alleged Insufferably great volume of smoke which came from thu brick-burning , the defendants Introduce nflldnvits to show that there is no inoro smoke near the yards than at Fifteenth nnd Fnmain streets. The arguments -were not concluded yester day , but will be heard again this morning. Judge Doaue remarked that ho was satis- fled that the kilns , as they had been con ducted , wore n nuisance , hut ho said ho was disposed to deal fairly with the owners , es pecially as they had so much Invested , and he therefore made an order prohibiting the defendants from using any fnpl in burning brick except coke , wood and Fort Fettermau coal , pending the hearing of the application for a temporary injunction.
