United States District Attorney Baker is cudgeling bis brains over the plan of Muthcw Dougherty iu the alleged unlawful occupancy of public lands. Dougherty is cuoral manager of the Big Springs laud and cattle company. Among the possessions of the latter is n tract of land lying south of the North Platte in Kcilh county. Ono of their sections , 23 , lies be tween sections 23 and i.4 , the two hitter be longing to the government. In enclosing sec- lion3 Dougherty ran his fences , it is said , around the three sections , thero- bj acquiring Iho use of three square miles of land instead of one. There is a valuable water supply on the cast government section .Hid the enclosure cuts oft the moans of water ing stock in that section of country and is , it is claimed , a hardship to the small farmers. Mr. Doughertv has been arrested on the eliureo of unlawful occupancy of public land , ind Mr. Baker was somewhat surprised to Imvo him admit that ho was using the land and yet expected to go unpunished. The defendant exhibits a plat showing the fences about the government land , but several Teet avtuyfrom the line of the same and not in any place touchiinr the domains of Undo Sam. The South Omulm kind com pany was organlrcd and purchased the tract and after platting it sold a portion of it l < the Union stockyards company for stock yards purposes. The latter company pro cccdcd to establish its business by bulklini hog and cattle IKJIIS , erecting scale houses feed barm , and later a splendid hotel nui exchange building in which to carry on the business which was sure to come. A large packing bouso was also built by the stock yards company mid leased lo the Gcorgo H Hammond packing company nt a mere nom Iniil rent ns an inducement for them tc make a start in tlio packing buslncs.1 at Omaha. Later on Swift , Armour mid the Omaha packing and provision company built mammoth plants at tlio yards and from the small beginning brlelly Sketched has grown n city of 15,000 pcoplo which ranks its the third packing center In the United States , and is doing more for the farmers of Ne braska , and portions of adjoining states than any other enterprise within the state. Llko all now and rapidly growing cities , there Imvo been ninny diniculties to contend with and much mismanagement in local af fairs. Even worse than that was Iho constant changing of. so-called engineers , no two of which agreed , and consequently there wcro new grades established as often ns the council saw lit to dismiss and appoint engineers. The result was that building was greatly delayed , or prevented entirely , mid damage/ suits threatened by these who con stantly suffered a change of grndo after their buildings wcro under way. The greatest mistake of all wns inndo in tlio start when , rather than damage a building or Iwo which had been creeled at Iho foot of N street , the lowest point in Douglas county , the entire remaining portion of the city was cut down to suit the hole referred' to. Many of the citizens are today struggling along try ing to pay the city for ruining them through such gross mlsmngcmcnt or worse ns men tioned above. The recent election in which the decent business element inndo n strong effort to re deem the city resulted in the election of tlio worst set of ollleers , taken as n whole , which has yet been inflicted on the city. A debt of over $300,000 Is hanging over the city with no possibility of better management under the rule of a mayor who is the avowed and acknowledged standard hearer of the saloons mul bums. The money of our sixty saloons was banded out ns free ns beer when the monov lies upon the bar to secure his. election and m opposition to annexation. Some saloons nro again declaring they will spend thousands of dollars to defeat nnncxntlon nnd perpetuate their pet mavor in ofllee. The stockyards company , which made the town , Iho packers who created most of its wealth nnd population , and the decent people who have established homos there are all in favor of annexation. The saloon men who want the Sunday trade and n mayor who is under obligations to them to protect them in their week-day debaucheries , tlio disreputable traders who prey upon strangers nnd widows , nnd the petty politicians are opposed to it , The rejisons are obvious.
