" writes Donald Macr.ie , the mayor of Council Hluffs , In answer to our question why the state law against liquor selling Is not enforced In that city. Wo would like to know If this statement of Mavor Macrae represents correctly the posi tion of tlio business men of Council Hluffs on the question Of law and order. The receipt of this letter has caused more or less discussion , and some of the mayor's friends of prohibition tendencies have freely expressed their doubt as to thogennlncness of the words attributed to him. TUB HPB waited on the mavor ye.steiday and showed him one of the letters , asking If his sentiment was correctly expressed. "It certainly is , " was Ills replv. "I have answered that question scores of times dur ing tlio past few days. I have run across several of these letters , and I have gathered in every one of them. What do I do with them ? Why , I simply write the word 'Correct' at the bottom and mall them back to the house that published them. I wish that I could pet hold of tfiem all and I would thus ondorsV every ono of them. I meant just what I said when I wrote that and I don't proi > ese to go back on it cither. A man came to mo today and wanted mo to sign a juper stating that I wns in favor of prohibition , and when I refused , stating that 1 was u biKli license man , he gasped for breath and seemed fairly dumbfounded. Ho is making a canvass of the city and will try to show that public .sentiment hero is strongly in favorof the enforcement of the law. The general impression of the business men doesn't indicate that his elToits will bo at tended with very widespread .success. " A Main street business man was also talk ing about the letter Said he : "There is more truth than poetry hi what the mayor is el edited with sajlng. The business men of the city might not mob him , but they would raise an awful howl if the saloons were closed , and the very fact that between ilfty and seventy-live saloons are now running openly In the city and have been so running ever .since the prohibitory law is supposed to have gone into cffe 't , ought to bo priinn fucio evi dence that public sentiment in the Bluffs is stronel } in favor of the saloon. " Peter Smith , alderman from the Fourth wind , was also the recipient of ono of the letters inquiring about the correctness of the mayor's position. He wrote that the mayor very truthfully explained the status of public opinion in the Hluffs , and further added : "If j on can manage to look out for New York , wo aio abundantly able to take care of Iowa. The meeting of tlio ctti/ens of the First ward at Wheeler & Herald's building last wight was attended by a largo number of the residents of the ward and by all those who live in the vicinity of St. Hernard's hospital. Tlio nleeting was for the purpose of taking conceited and organized action to prevent the erection of tlio proposed asylum for the care of the county's insane within the city limits , and especially within the vicinity of the hospital. The gathering of the citizens was quiet but very earnest. Benjamin Winchester was called to the chair and stated the object of thu meeting. The county board had contracted with the man agement of tlio hospital for tlio cure and cus tody of the insane wlio had been returned from the insane asylums us incurable. The board had placed no restrictions upon the hospital people reg.uding the location of the building , and it was proposed to locate it at the head of Harmony street , In the most beautiful party of the city , within 200 feet of the Second Presbyterian church , and In tlio midst of some of the linest residences in Council Hluffs. Those who had ever lived in the vicinity of a mad house could rcali/o the fearful import of this entoi prise to the people whoso houses wore close by It. The asylum would start out with sixty-seven pa tients , all incurables , und the most destH'rato kind of maniacs. Their shrieks and screams would bo heard all over the neighboiliood and nobody possessed of ordinary mortal nerves would caio to live near such an institution. Nor could It bo safe , for in the Itest built and guarded institutions of this character the madmen huvo frequently escaped and com mitted the most fcartul deeds of violence. Several short speeches were made , after which a com mittee wits appointed to draft resolutions.
