From the comparison of theno contempo rary observations It npi > cnrs that the uvorngo velocity of the wind nt the top of the tower wna three times what It was near the ground. The average itito of movement of the nlr near the ground In Purls during the hun dred dnys on which the observations were carefully tjilton was " . " 1 motors per second , or a little over eight kilo meters per hour ; at the top of the tower the average noted was at the rate of 7.05 motors twr second , or twonty-llvo kilo meters in the hour. This would go to show that the labyrinth of streets in n largo town cheeks considerably the speed of the wind. Further , It was clear front Ute ob servations carried on during those hun dred days that the speed of the wind In creased on nn average from 1.5 motors per second at 4 a. m. to ! > . 1'Jat 1 p. m. , and then gradually foil till about mid night. On the other hand , at the sum mit of the tower the lowest sliced was ti.suallv at about 10 : a. m. o.Iio m. per second , and the greatest velocity 8.75 m. per second about 11 p. m. Between 10 a. in. and 1 p. in. the velocity of the wind at the summit of the tower was only double what it was below near the ground , but about mid night and the hours immediately follow ing it was five times as great. No doubt the higher tcmperaturo of the atmos phere during thrf daytime and the radia tion from the earth's surface at night wore principal agents in effecting these differences. PICKPOCKETS THY A XI3W llODGK. They Set iiTMan oil Fire and Jtob Him AVhlle Putting Out the lilazc. , Henry Gerkin and Albert Ivunsburg ai-o two well known New York pickpock- ets. They have just introduced a now wrinkle in their profession setting lire to a man's coat and then robbing him , says the Philadelphia Telegraph. Their victim was Air. Louis Appmanof No. 177 Union street , Brooklyn , and the robbery took place in the liowery on Satnrdav. Both'men were arrested * and \vero held for trial in the JeiTcfbon Market police court yesterday. Air. Appman went over f/om Brooklyn to New York on Saturday afternoon and started for a walk up the Bouery. Messrs. Kunsbiyg and Gerkin moved with the crowd , and kept buspieious > ly near him. At an opportune moment Gorkin took from his pocket a bottle and poured a quantity of kero&eno over tlio tails of the Broolclvn man's overcoat and Kunsburg dropped a lighted match upon the spot. The flame , at first very small , spread rapidly , and by the time Appman had traveled a few yards the lower part of his coat was in u blaze. Messrs. Gerkin and Kunsburg watched the blaze and shouted , "Help ! help ! a man on lirol" Mr. Appman btartca to run up the street and was overhauled l > y Gerkin and Kunsburg , and while one at tended to the business of putting out the lire the other removed Appman's watch and chain from his poekot. Prompt Action of the French Govern ment With This Passion. Morphinoniania has caused such fear ful havoc among members of the better classes in Franco that the government has been constrained to adopt a measure of exceptional severity in the case of a country chemist who persisted in supply ing customers with the drug , notwith standing the various admonitions and remonstrances that ho had received from various quarters , bays the London Daily Telegraph. The chemist was the owner of a lucrative practice in a town in the Department of the Oise , and among those to whom ho was in the habit of belling morphine in largo quan tities were tlio wife and daughter of a local physician. These ladies had over X20 worth of the drug _ in their posses sion , and the physician strongly re monstrated with the chemist thereon , Taking no notice of this , the latter continued his supplies to the ladies , ono of whom died from abuse of the drug. The doctor accordingly brought action against the chemist , who was condemned to a heavy penalty for having sold poisonous substances. After this con demnation the chemist left the district , passed new examinations at Amiens and prepared to open a business in the department Of the Aisne. His ex aminers , however , while awarding him his diploma , bent a report respecting his antecedents to the minister of public in- btruction , who refused to sign the diploma and referred the whole case to the coun cil of state. This body has the matter under consideration und will in all prob ability endorse the refufcal of the min ister. In ordinary cases diplomas enabling persons to open pharmaceutical establish ments are grant'ed with facility , pro vided good examinations have been imssed by candidates , and it is very rare ly that the council of htato is asked to intervene. The slops taken by the min ister of jubilee may thus bo regarded as the beginning of a crueado against a pernicious practice which , ' however lln do Bleclo and fashionable , has caused widespread destruction and made miser able many a home.
