An effort should bo made to have a guardian appointed to see that his pension money is pi operly expended before the taxpayers' called upon for additional funds. Some time ago he furnished the cash to his daughter and her husband , George Weather- cull , lo purchase Ibo lease and furniture of the Scott house , on North Main street , and lived In the hotel with his children. The money required to make the purchase took all the old man had , but ho put full faith and confidence Iu his own flesh and blood and was contented and happy. On the Isth of April the daughter and son-in-law sold the property to the presenl proprietor , Mr. .1. S. Jordan , who paid the money to the old man's daugh ter , who claimed the proprietorship of overv- thlng. The Iowa auxiliary of the American aid society is 110111(7 ( u great work towards finding homes for the homeless little ones. It Is an organisation formed for that purpose , and to especially aid deserving young women In procuring an edu cation. It was- first organised under the laws of the state of Illinois in 18-C > , and Iu the year 18x3 Hie Iowa auxiliary was formed. The Idea Is to take homeless children and find them homes through agents of the associa tion us fur as possible from , the place where they were born or where they wore found. Tills wus Hrst done at n charge of $ T > for each child , but It was found that this sum did not cover the exp nso of the undortukhii ; and the fee now charged is jTiO , and even this is lee small in itself and has ' .to be supplemented by charitable contributions. In each town or place where the association works it has agents who look after the children who have been placed there , and no children are ever placed in n place where there are no agents. The president of tlie association in this state Is Hev. George 1C. Hoover of Davenport. Mr. Quivey has his headquartore in Osknloosa. During the time the association has been op erating in this state It has placed children In good homes in all parts of Iowa. The association and its work has been especially brought to the attention of the people of Council UlulTs bv the visit of Mr. E. P. Quigly of Fort Madison , who is one of tlie active ollieors and who is here now. lie was before the board of suporvisois yester day and the day before and explained the method of working. The association lias recently adopted u plan by which children that have become charges on the hands of the county officials in different parts of the state shall he taken by the association and placed in good homes for Ihe regular fee which is paid hy the county. Ho made a proposition thai the board should pass a resolution in- struetlng the county auditor to turn over to the assoc.alion or ils agenls any children which should become a charge on the county. After considering the mailer for some lime the board agreed to accept the proposition and passed a resolution yesterday morning to that effect. In the police court yesterday morning , among the foul smelling gang of bums , vagrants and thieves who bud passed the night in the city jail , which is perhaps not unappropriately termed the "city sower" by Ihe reporters , there stood a woman who face ! ) the young judge with an expression and air of utter abandon. She answered to the name of Mrs. Smith , and wa- . held to answer to the charge of vagrancy. She was about the age of the judge himself , and there wasu lime in her life when .she wus as handsome a girl us lie is a man. H was the lirst time she had been before him , and lie was disposed to treat her leniently , tint some of the court ofliwors whispered Ihe information lh.it she was an old offender und 1111 hubitual police court character , and after ga/ing on her besotted countenance for a few moments and endeavor ing to get a look into her bleary eyes and answers to his questions , he assessed a line of SlO.no , which means about a week's sojourn in the county jail , three day's of which will bo on bread and water. Tlie woman's history is a sad nnd fearful one , and the people of Council Bluffs who have known her for the past live years have seen her in the heights of her fume crowned with loveliness and purity and enjoying all that a noble womanhood deserves , und they have seen her , too , go down into Iho lowest depths of shame into which only a woman or an angel can full. The most wretched object among the crowd of wretches arraigned In the police court yesterday morning , she did not have enough of the ordinary sen o of shatno loft to prompt her to conceal her real niinto and prevent people recalling her former glory , purity and beauty. Tito name she gave is the name of the husband whom she lias dishonored , disgraced and driven from her forever. Six or .seven years ago she came to this city with her bush nul , who was u voung man of sterling character und line ability , with a bright future before him in the railway world. They were always noted as being the handsomest couple iu their set. She wus highly educated uud possessed of every huly-liko accomplish ment tlml endeured her lo her friends and made her welcome and popular everywhere. She was the daughter of u prominent Mis- sum ! clti/en and boasted of the proudest .southern blood. Her husband was connected \Tith the Northwestern railway system , part of the time as telegrapher , but afterwards in move responsible positions. The story of the woman's full is brief. She became addicted to strong drink through the use of tonic , and within tlireo years after coming to Council HliiITs had acquired an up- petitollml was ungovernable and insatiable. A child was born , but the curse the mother brought down upon herself blighted it , and it W.H a mental nnd physical wreck. Her lius- b.ind ni'ido ' every effort to reclaim her , but without avail. She dragged him down , and he lost situation after situation until finally he drifted uwuy altogether. For the past two years she bus been an outcast , going down ward step by step and plunging into every vice. Not a trace of her former beauty re mains , and the friends who loved and ad mired her a few ycirs : ago would pass her by unconscious ] } now. They could not believe Dint the wieti'hed Mrs. Smith who was sen tenced yesterday for uigr.iney was the lovely Mrs. Smith whom they were proud to claim is n friend a few years ago. But they are , and the end is not far awav. Here she went under the iiamo of Dolllo Warren and claimed to have made her lirst misstep only two weeks ago in rooms over Foley's saloon. Saturday night last she was tnken to her home from South Omaha by an old friend of her family. It was aftcrw'ards learned that she was older In sin than she admitted to the South Omaha ofllcers. Her arrest hero ami the unsavory notoriety It brought her was un doubtedly the cause of her attempt at suicide. During the gill's confinement in the South Omaha Jail last Saturday she asked Jailer An derson to get her some morphine , asserting tlmt she used it regularly to prevent epileptic llt.i.
