The large delegation of citizens ol Knusns , roprosontlng nearly ovcry county In thnt state , who were In Ouinhn to confer with the Trnns-Mtssouri pa9- Bcngor association rogariltng reduced rates for immigrants from the enstorn states to Kansas , is suggcstlvo of what Nebraska should do In a llko direction The desire of these roprcsontntlvos of Kansas Is toBCCuro nn oxploror'fl ticket from the onst to that state , bo thnt any ono wishing to In- vnstigato the conditions there and look up a dcslrablo location for sottlomontcan ho enabled to do seat at a reduced cost for traveling , anil also to obtain a half-fnro tlekot for the emi grant and his family going from the east Into Kansas It Is a movement to encourage emigration to that state which is worthy of the attention of tlio people of Nebraska Nobody will question that our people have boon somewhat slow and derelict in this matter of inviting and fa cilitating immigration The ter ritorial organizations of Kan- Fas nnd Nobrnska were ef fected at the same tlmo , so that In this respect they started together In the race for Tnatcrlnl prosperity Unques tionably Kansas enjoyed some advant- ngos , nnd her earlier ndmlsslon as a state was porhnps the most Important of these , but It is to bo said ts the credit of her pcopio that they have shown most commendable enterprise and en ergy in building up the common wealth During the past ton years the growth of Nebraska In population hns been relatively moro rapid than that qf Kansas In 1880 the popu lation of the latter was more than dou ble that of Nobrnska , while In 1885 , ac cording to the tftato censuses , the population of Kansas was not muoh more than one-third grontcr than that of Nebraska Doubtless the next na tional census will show the dllTorenco to bo still further reduced Hut there Is reason to believe that our gain would have boon very muoh larger If ndoquato and systematic effort of a thoroughly practical character had boon made to keep the claims of Nebraska before the attention of the people of the east , nnd provision made for facilitating emigration to this state The movement of the Kansas citizens suggests that our pcopio should put forth some olTort in a similar direction There is room in Nobrnska for several times its present population , but with the active competition nil nbout us our growth must bo slow unless wo can oiler to emigrants inducements as favorable as other states In every natural advantage , ns climate , soil nnd productiveness , wo may safely challougo comparison with any portion ot the west , but while keeping thi3 before fore the attention ot pcopio in the east who arc looking for homos In the west , it is also necessary that wo make pro vision for facilitating their coming Our Kansas neighbors sot an example wo may wisely and profitably emulate TBE.MORMON DEFEAT The defeat of the Mormons in Salt Lake City was notso overwhelming as the figures ot the registration listB promised , or as the leaders of the liberal - oral party cxpectod it would bo , but it is enough It takes the control of affairs in the capital and stronghold of Mor- moudom out of the hands of the Saints and with this accomplished the Gentile majority of n few hundred will bo very largely increased when the next election arrives The im mediate effect of the ltboral party's victory will be to draw population nnd capital to Salt Lake City , and It will'not be surprising if it shall Induce a largo number of young Mormons to throw off the control of the church and identify themselves with the now order of things It is well known that many young men of Mormon unrontngo realize the stigma that attaches to them In general publlo opinion , and It is not to bo doubted thnt some of these will very gladly accept the opportunity now offered thorn to ho relieved of a thraldom which must no w become loss bearable than ever and to put themselves in line with the overwhelming and irro slstlblo publlo Routlmont of the coun try Dotcat is the most powerful ot ar guments , and the Mormon church will find great difficulty In overcoming the conviction it will carry to the minds of many ot its intolllgont young mon that the church is not the dlvinoly ordered and protoctnd institution they have been taught to believe it Nor would It bo surprlslnc if this defeat feat induced a considerable Mor mon exodus from Utah Several months ngo it was announced that a colony of Mormons from Utah had purohnscd an extensive , tract 'of land in British Columbia , and that IIvu hundred families will settle on It next spring Unless this suhomo of coloni zation is interfered with by the Cana dian authorities , ns Is now threatened If It blmll nppsar that the colonists nd- here to polygamy , a muoh greater number bor than has boon contemplated will very likely move ucross the oonlor It must bo manifest to the Mormonw of Utah that tholr contest against the govormuout and the pub llo sentiment of tlio country is entirely hopeless , and that they must choose between the alternatives of obodloiieo to the laws or migration Undoubtedly bomo of thorn will accept the former , but porhnps the majority will seek a new nnd I03& inhospitably habitat , At any ruto the light in Utah Is Hearing the cull , if indued the result in Salt Iiiiko City has not pruc- tlcnl.y llnlshediu TUBMUni'lXU OVlAfltAAMKNT The tory parliament ol Great Britain nnd Ireland lias outorod upon its fourth year , and the sobsloq just begun prom ises tot bo eventful and Interesting Ministerial intentions have boon kept very secret , but the so-called upooch of the queen , which Is merely the enuncia tion ot the ministers , promises some measures of Importance Chief among those ) will bo a bill for improving the local government of Irolaud , which It is said will bo framed upon the same lines us the local government acts already pnsscd for Kngland and Scotland , It is ah > o understood that there will be introduced it laud put i ' " chnso bill ior Irolnnd ot &omc sort , nnd j the government is represented to bo j distinctly Anxious ever this nml other phases of Irish legislation nnd debate , The crofter disaffection in Scotlatid , which disclosed a state of' ftffalrs that is ft serious reproach to the kingdom , will bo a. subject ot Investigation by a royal commission It is probnblo there will ho a determined effort to bring John Walter , of the London 2Vincs , to the bar of the house as the llbolor of n rnombor of parliament , which would doubtless have dratnntlo results The federal Idea which ap pears to bo rapldlj growing in favor in the Austrnlastnn colonlos will undoubt edly command attention during the BOBslon , nnd slnco the movement in these colonies Involves possibilities of grave importance to Great Britain , the matter may become ono of the most In teresting which parliament will bo called upon to consldor The agitation In England for free education ' receives no attention in the speech otthoquoon , but the government will not find It onsy to wholly ignore this mnttor , which obviously has tukon a very strong hold upon the popular mind The com promlsobythe Times of the Pnrnoll casohas stimulated the Irish members , aud the Pnrnoll commission may bo ex pected to flguro prominently la the onrly dobat03 of the session A bill au thorizing the issue of notes on a silver bnsls is probable , though the proposal is mooting with vigorous opposition from the banks It Is thus apparent that the present session of parliament will boa busy ono , and that a consldorahlo part of its de liberations will bo of uuivorsal Interest As to the talk about a probable speedy dissolution , a while ago somowhnt freely Indulged In , there nppoars not the slightest reason for giving it any credence , while there nro ronsons why the tory-whig alllanco should shrink lrom going before the country a day sooner than it Is obliged to by law The most convincing of these reasons is the fact that since 18S7 the tory-whig majority has doclluod from ono hun dred nnd twenty-two to eighty-eight , a clear indication that the country is against the coalition which rules this parliament , and its almost uniform losses in byo-olectious must have con vinced the coalition that a challougo to the country would bo a gtatultous risk ol overwhelming disaster Besides , a majority of oighty-cicrht is quite enough to go on with , and there nro very urgent - gent and persuasive reasons for going on Nothing but a defeat is therefore likely to disturb the probont ministry , and that is a very remote , though by no means an impossible , contingency Senator Pkttigukw of South Da kota nppoars to take an exaggerated vlow of the injury that may pos sibly result to that state from the reports regarding destitution in portions tions of It , and in his ollorts to refute the statements that have been sent out goes farther in the other diroctlon than the facts justify It is quite probable that the condition of affairs in several of the counties of South Dakota has been represented to bo worao than it really ts , out thorc can bo no doubt that there has been and is still a great deal of privation and sutTorlng , anil thut without the outside aid that has been given in rospouso to the ap peals made the story of destitution in South Dakota would bo a very much sadder ono than it is There it not now , however , any misunderstanding in the public mind as to the fact that the unfortunate state of nHairs is contlned to a vorv small part of South Dakota , and with thi3 knowledge it 'is entirely unreasonable to suppose that any serious harm can . . result to the state at largo The agri cultural record of South Dakota is so well established that there need be no fear that the misfortunes of one season , contlned to a small area , will discredit the state among those scoking now homos in the west The patriotic solicitude of Senator Pottlgrow is doubtless entirely commendable , but it was nocossnry that the Buffering people of his state should bn relieved , and the fact that this is being done will muko no difference with the future prosper ity of South Dakota A TKMl'OltAUY injunction having boon granted restraining the collection of special taxes for paving of Rtreots surrounding llanscom park , it becomes the duty of the city couucil to sholvonll plans for further improvement of these Btroots , funtil the question is finally , ! determined The Injustice of shoulder ing on the city the whole cost of work already done is a glaring ono , in view of the vast benefits coilforred on ubut- ting property Even if the letter of the deed convoying llanscom park to the city can bo strained to justify a re straining order , it does not signify that after a full and final hearing the court will sanction the scheme of tax bhirkors to evade payinont for spec ial boncfltB directly conferred The state supreme court , In the case of Unnscom against the city , decided that no property could bo exempt from spec ial tnxca , In this case the city sought to exempt church property from paying Its share of the cost of the Jackson street sewer This broad and iuBt nrin- ciulo applies with greater force to the park property than to the city us a whole Positive and permanent beuo- lits wore derived from the paving , and tlio mon who attempt to repudiate their honest obligations agitated aud urged the work and selected the material Di'vnciiATTU organs are needlessly alarmed over the number of hills ap propriating money introduced in con gross .
