assessment as illegal and inequitable ns well

was drawn which has never been repealed ,
requiring the costs of nil futuio improve
ments to be assessed on ull ad
joining property to the alleys or
middle of the blocks on each side of the
streets Following this assessments to pay
for all of the grading and other improve
