"Watchman Paul , of the Milwaukee , was
severely Injured by being struck on the neck
by a stone thrown by a colored lad who was

that ho had to bo removed to his homo in a

Trouble-Homo Injunctions.
Sunday afternoon the motor comp.niy put
a gantr of men at work on 13ast Pierce strcot
to lay tholr track in front of the property of
n few panto ? who objected to the motor go
r ing up that etreot. There are but a few of
the property owners on that street who ob
ject to having the motor on that strcot , but
thcso few entered a most vigorous protest
und threatened to sue out na injunction
whenever tlio company attempted to put
down its tracks. The Sunday work was done
for tbo purpose ot avoiding Injunctions , as
Injunctions Jo not sprout , or flourish on tha
Sabuath. The tracic was laid for n distance
of a half block , which carried it past the
troublesome territory. Yesterday a small
force was at work completing the switch
where the liao loaVes South First street.
Work OH the rest of ttio line will bo delayed
until material arrives , but. us It Is now
straight sailing the line will not require long
to complete when the material aoos arrive ,
Another delay , and perhaps the urincfpal
one , will bo caused by sewer work on both
Pierce street and IJroadway , as the work Is
ordered , and the line will not bo built until
after this Is completed , as it would require
doing It twlco.
Superintendent Reynolds states that work
on the Fifth avenue line will bo pushed as
soon ns material arrives from Johnstown.
On this line u common "T" mil will bo laid
below Tenth strcot , but the girder rail , used
on the other lines , will bo laid between
Pearl nnd Tenth streets. It is expected to
have trains running to the transfer In six
weeks. The company expects no opposition
from the property owners hi building that

their hands. The letter also contained the
transfer of the Sperry franchise- and con-
trnct to the Council llluffa Gas and Electric.

trie light plant , the present gas plant , and
holds the contract to do the city lighting for
the next flvo years. "
"Will the company continue to furnish gas
under the charter of the company , which ex
pires next February , or will it begin to operate
ate ntonco under the now charter. "

water gas plant , although the material ior It

build another holder , for that largo ono that
was put up last year will answer for some
time. It taxes longer to complete ono of
thcso plants than most follts suppose. They
had that experience in Omaha , where they
expected to Imvo everything ready in De
cember , but it was May before the whole
thing was completed , AS soon ns wo get the
nuw plant running , I suppose we will put the
price down to Si a thousand. "

$1,73 per thousand , as soon us the consump
tion reaches 75,000 feet. "
"Is there any prospect of It ever reaching

"Well , not while you and I
wrap thcso suits of clothes.
Our present consumption is only about
HO.OOU feet , and In December , the heaviest
month , it never runs moro than 35,000 feet.
So you sec , it would have to moro than
double to reach the required amount. Ono
thing that cut Into our consumption was the
Introduction of incandescent lights. That
took quito a number of our customers , but
wo have gotten back a great many of them.
A number of others wanted to como back ,
and tried to get us to break their contract
with Oflleer , but wo wouldn't do it.Vo told
them that the electric light was good enough
for them , and to go ahead with it. It wasn't
what they expect 3d it to be , and it costs al
together too much to suit them. The Ogden
housd tried it for a month , and then returned
to gas. for it cost about twlco as much ns
gas did. The now company will put in the
ypcrry light , which is rcallv the Edison
lieht , and then there will bo less complaint ,
although wo do not intend to put in electric
lights for what you might call domestic use.
Wo dcslro to have gas used entirely in resi
dences , for it Is more satisfactory In every
way than electric light. When the new
plant is In wo will try to introduce gas
stoves , and turnlsh gas for that pijrposo nl
such rates ns will make competition with
wood possible , Tbls can easily bo dono.
In the little town of Jackson , Mich , , with
about 15,01)0 ) innabltants , there are about ! 300
gas stoves , and you must remember that that
is in a wood country , where wood is a great
deal cheaper than it is horo. Wo ought to
find u largo number in this city who would
use gas stoves , as n maT who illuminates
with it would bo very apt to use it for fuel if
furnished at a reasonable ratn. Goth the
gas and electric light plants will bo rim ns
heretofore , for a while at least , until ar
rangements can bo completed for the pro
posed changes. The city lighting will also
continue as at present until the old contract
expires , which will bo on December Win. "
"What Is your opinion , Mr. Wright , of tuo
present system of city lighting ! "
"I think it Is uboininablo. Wo have the
most poorly lighted city on the continent ,
but wo do our share towards illuminating
th e heavens. The lights uro altogether too
high , and the streets uro loft in almost abso
lute darkness. There is comparatively little
driving In this city in the evening and it is
bccauso the streets uro so dark that it Is
dangerous. Nearly-all of our streets nro
paved with blocks , and a horse makes very
little noise , sn that there is great danger of n
collision unless ono drives very slowly
and exercises the utmost vlgllanco.
This would not bo the case If wo had low
lights , suspended at the alternate street in
tersections , where they ought to bo , and
evening pleasure driving would increase
very rapidly. It would not take such a great
number of lights to Illuminate the city In
this manner. At any rate , ono in every mile
would light the city bolter than It isat , prcs-
cut. Thcso tower lights do not amount to
much for lighting this city , aud I want to
sea it change made that will glvo us as well
lighted streets as other cities havo. We
never will have them as long as wo iopond
on these towers to do it. "

Several newspaper men accepted the Invlta
tlon of Superintendent Uoynolds to take the
initial trip ever the lino. In tbo parly wore
also Messrs. Wright and Evans , of the motoi

Bovcnil other prominent citizens. Aside
from its being the llrst run ever tbo line , the
trip was made without special Incident , as
everything worked very smoothly , remark
ably so , ia fact , considering that it was o
new line both as to track and wiring. The
tracic was rather dirty , which pru verted the
motor from Retting the full effect of the cur
rent , but u few trips over the line will re
move that. The round trip , from Hroudway
to the Mtlwauhea depot , was made
in a little loss than nineteen minutes. Nc
schedule time card will bo gotten out for o
while , out a ten mlnuto service will bo put
on , the cars running to tbo Methodist churcli
on Ilroadway , Two cars will DO run , tbli
bulntf sufllotent to glvo a ton ininuto service ,
Single cars will bo run , there being no ne
cessity for a longer train on this line. Trans
fer checks will be f urulshed which will be
honored on the park or main lines. When
the Plotco street loop is completed the Main
street ears will run ever it , but for the
present the cars of this line will run only
from the IJroadway M. li. church to the
Milwaukee depot ,

The Hrooks murder case will probably bo
submitted to the jury this evening , as the
nvidchco Is all In , and the arguments have
been partially submitted. The dofon a began -
gan introducing testimony yesterday morn
ing' , and Iho defendant was put on the stand.
Ilia testimony was , In substance , OA follows :
DcOoodo and Guanolla wcro quarreling ,
and finally blows were struck. Hatcher ,
the bartender , ran between Uio two , and
DcGoodo Btruui : Guanolla several times ever
his shoulder , and Gunnulhi finally asked :
"Arc you going to BOO mo done up ! " At this
ho ran up to tnom , put his handkerchief In
his overcoat pocket and foil the revolver ;
drew It out and struck at DeGoode , hlttlnt ;
him on the shoulder , and the weapon
was discharged , and It fell out of
his Imiul at the snmo tlmo. Did
not know the weapon was loaded , and did
not Intend to shoot UcGoodo. Had never
scon DcGoodo before , nor Imd any dcallnna
with him. Just before the quarrel Guanclln
and DcGoodo had been shading dice. Did
not tnko part with them. Had only bcon In
the saloon IIvo minutes.
On cross-examination ho said ho had the
revolver with him that day. Got itthoiusht
before from Ida Molvllla ; was living with
his parents ; hud bcon a bartender , when ho
worked , the year prior to the shootlne ; had
no other occupation : hnd had glove contests
and sparring matches for money ; did not
Intend to shoot DeGoode ; struck at Do-
Ooodo's head to hit him , but struck him on
the shoulder.
The cros > s-exnmlnntlon was very searching
and occupied over an hour.
Brooks was the only witness introduced
for the defense , which then rested its case.
The first witness called in rebuttal was
Richard Bakor. Ho said that shortly before
the shooting ho passed up Broadway and
that Brooks drew a reviver on him. On
cross-oxnmlnatlon ho said ho and Brooks
often "poked fun" at each other , but tliat
Brooks never poked a gun at him before ,
and ho drew the line on that kind of funny
business.
Lars Jcnsnn was recalled. IIo said ho saw
Baker on the street before the shooting and
saw Brooks have a revolver In his hand , untl
tell Halter to go on or ho would shoot him.
This concluded the testimony , and court
adjourned for dinner.
In the nftornoon Prosecuting Attorney
Orcun ocnnd | for the stnto. The entire
afternoon was taken up with the arguments
of Mr. Organ and Colonel Dailoy. and the
latter gentleman will not conclude before
noon to-day. Mr. Organ has the closlngand
it Is thought that his closing argument and
the charge by the rourt can bo finished this
afternoon. The case has already occupied
four days , aud has been tried for u'.l there is
in it.

The report of the committed on letting coal
contracts was received , and the contract lot
to the Carbon Coal company at the figures
quoted In their bid , and the president was
instructed to procure a bond of the company
in the sum of 51,000 and sign a coatract with
them for furnishing the coal.
The committee on teachers submitted the
following report regarding the resignation of
Captain H. M. Prouty , ns second assistant
principal of the high school :
On September 27 your committee re
quested bccnnd Assistant Principal H. M.
Prouty. by letter , to hand In his resignation
as teacher in the high school. The motives
which prompted the action of the committee
originated from n pure sense of duty only ,
which the directors of the district ewe to
tbo people aud taxpayers , as custodians of
the schools , seeking only their constant pro
motion , good and high educational standing
and general welfare. Insubordination , In-
compctcncy , neglect of duty , ns well as disre
spectful conduct toward his superiors ,
constituted a scries of charges which , nec
essitated the stop taken bv us. In compli
ance with the request made on Him , Mr. H.
M. Prouty , on tno 80th day of September ,
tendered his resignation to the secretary of

ern states. Prof. Blake's ' work is very
important in connection with this deep
water movement. When good harbors
arc provided upon the Gulf of Mexico ,
and our trade is intimate and extensive
with all parts of South America , as
well as Europe ; when the Nicaragua
canal is finished , and wo have u direct
water route and extensive- trade with
Australia , Asia , Mllancsia , Java ,
Sumatra , Bornea , the - is
lands , Japan , China , India and cast
Africa , ' these western states will bo as
much the ' 'Hub" as Boston , Now York

Liverpool or London will "bo. In
fifty yours from now there will doubt
less bo over fifty million people living
in happy , temperate , quiet and fruitful
homos between the Rocky Mountains
and the Mississippi river. Prof. Blake
has shown that while the
topography of the country remains
as it now is , there is not much
that man can do to increase
the annual amount of rainfall upon this
eastern slope of the Rockies , but ho has
shown that with the planting of trees
and sub-soil plowing the rain which
docs fall can nearly all bo retained
where it falls and thus double the pro
duction of the soil. In addition to this
ho has positively demonstrated for
many years that it is possible to so cal
culate the forces of nature that the wet
and dry years can1 bo so predicted for a
year or moro in dvance. What ho can
now do approximately others will do
moro perfectly in' years to como. Sup
posing llfty to one hundred million people -
plo were living on this slope and a crreat
drouth should swoon over the land , en
tirely destroying the crops , what would
bo the result'A famine would ensue
equal to th so which occasionally occur
in China. But this can be entirely
averted by knowing in ad.vanco that the
drouth is coming. In that event the
people would hold over from the years
of plenty enough to last through the
drouth ; reservoirs would collect all the
water possible in the wet seasons and
hold it for irrigation during the drouth ;
artesian wells and windmills would be
worked to their fullest capacities for
irrigation during the drouth ; the sub
soil plowed hinds would hold all the rain
that mipht fall , and Prof. Blake nas
shown that with a full knowledge of the
coining drouth , such crops could be
sown at such unusual times as would
make fair yields , notwithstanding the
drouth , and thus avert the impending
famine to millions of human beings.
The price of the book is $2 , which
would bo high for an ordinary work of
this si/.e , but Mr. Blake and several
assistants have put twelve months' work
upon it , and the figures , formula and
logarithms used would fill a largo
ledger. _ _

Asia , " is now on his first tour of the

friends and cullers have found him the
guest of President Eliot at Cambridge.
To them and to all who know him , Sir
Edwin seems quito at homo in the shade
of Harvard. As an Oxford man , ho re
gards the younger vnlversity with feel
ings of the warmest friendship , says the
Boston Ilerald. It was the alma mater
of his father-in-law , and is further en
deared to him by intimate personal ac
quaintance with professors who teach
within its wnllt ) to-day.
"Now that I think of it , " said Sir Ed-
v.'in , in a recent interview , "there is ,
perhaps , the same tendency in manners
as that which finds its expression in
language , and above nil in the language
of the American newspaper. There is
so much to bo done and so little time to
do it in , that you are forced , in spite of
yourselves into cut habits of speech ;
you shorten wordapcut thorn into halves
, and the frngmquts pass unchallenged
because they nro suited to the quick ,
feverish life of the street. It would bo
a pity if oven on this vust continent ,
with its important future our grand
old mother tongue should bo perma
nently mutilated. But it is premature ,
I should say , to1 suggest such a thing.

Sir Edwin Arnold lectures at Har
