Commissioner Mount and Jailor Miller had recourse to Ingenuity to get Billy Moran Into the nsylunl at Lincoln without letting him know that he was to bo confined there. After arriving there they proposed a visit to Dr. Knapp , Mipcrintcndcntof the Institution , to which Billy readily consented provided they would also go out to Hycrsvlllo and make a call on his old friend Hyers , ex- warden of the penitentiary. This proposition was agreed to and the party , seated In an open carriage , started for the asylum. As they nenred the solemn-looking building nnd drove along Its front , Mount attracted the young man's attention to objects In nn opposite direction to keep him from seeing the iron-barred windows until they reached the main entrance which loads to Dr. Knapp's ofllce. When thny wont In and Billy saw the doctor , ho raised his arm and asked Knapp to feel his pulse. Then ho caught sight of the scales and Insisted oa bjlng weighed. The doctor announced his weight at 11(3 ( pounds , and got himself into trouble. Moran dis puted the correctness of the scales , and had them adjusted to his actual heft , M' ) pounds. Again lie wanted the doctor to examine him nnd say that ho was all right. "You have to stay hero with me a few days" replied the doctor. "Can't do it ; must leave for Minneapolis to-night. " "But Dr. Lee , of Omaha writes mo a letter and says you must. " "Docs Leo say thaU" "Yes. " "All right , then , I'll stay. " At this moment ono of the attendants said to him : "Como up stairs nnd sco my room. " "Go mid leave my friends ! " "They will wait for you. " * When he had gone upstairs Mount and Miller quietly slipped nut , drove away and left Moran there. Billy's mother , sixty years old , is nearly prostrated over the unfortunate condition of her only son. She ilrst wanted him mken to n private asylum , but when told that she could visit and sco him hero much oftener than If ho was 500 miles from home , the consolation In that fact greatly relieved her mind. Saturday afternoon Eupcnc Stevens , an eleven-year-old cash boy In Kelly & Stclger's dry Roods establishment , found a purse con- tainintrS'JO in gold on Dodge street , between Twcftli and Thirteenth streets. The purse also contained a small amount of change. An officer saw the boy when he picked up the treasure and took it from him. It now trans pires that the olucor , whose numo could not be ascertained , gently stored the purse away In his inside pocket , and failed to report it to police headquarters , or at any place else. J. 15. Cook , who is in the employ of the above firm , wrote to Chief Seave.v Saturday night concerning the matter. Wheeler , has returned to kitchen work nt Florence. She has suffered from the arrest , and although the family where she is working is reported to bo too poor tel l > ay her wages , she is unable to secure work elsewhere. She is without proper clothing , and has no money. She has written to her wealthy uncles at Lexington , Ky. , and Quatemala , Central America , for help , and it Is probable that the former will come In person and see that J. N. Wheeler is lirosccutod for her false imprisonment. An effort will also bo made to restore to her again her little girl who was the alleged vic tim of her lecherous father on Thanksgiving day. Action will also be brought to secure part of the f 150,00. ) , which is said to bo her jwn property , and wrongfully held by her liusband. Tuesday night , in the council , an ordin ance was Introduced to regulate the sale and weighing of coal. It provides that 100 pounds shall bo known as a hundredweight , and that twenty of these shall constitute a ton. It also provides that "all persons and corpora- lions engaged In selling coal shall furnish a certificate , signed by the seller of the coal , showing the weight thereof and the weight of the vehicle convoying the same. Any per son selling less than 2,000 pounds for a ton shall bo fined not less than $3 nor moro than ! 100 for each offense. In the event of any driver or servant fraudulently disposing of any part of n load of coal after the same shall lave been weighed , the firm shall bo exon erated and the driver fined not less than $5 nor moro than Sr-O. The buyer of coal shall mvo the right to call for the weighing of any coal on the city scales , and If the weight bo correct the purchaser shall pay the cost of weighing.
