The electric light ordinances rvcontlj passed by the council are quite sovcrelj critlcisednnd it is alleged that they arc anything but favorable to the city. The city solicitor prepared an ordinance covering the matter , but the council refused to pass it. Regarding the ordi nance passed Judge Aylesworth has the following to say : "It seems to me that they go a long way to cover a very little ground. There is plenty of slush and tally , but the moat isn't there. They go on to say that the company proposes to do so-and-so , but there is not the slightest guaranty that they will do it. They may propose and keep proposing to the end of the chapter , ami the city will bo none the better olT for it. Then the ordinance provides that in case there : s any dissatisfaction the whole shall bo referred to a court which has not the slightest jurisdiction in the matter. At common law there must bo cause for action in order to render a judgment , but there is no casuo to far as these or dinances arc concerned. If parties are dissatisfied with the rates charged , the matter is to bo arbitrated. Tim city is to select one party , the company an other , and those two a third. In case the third party is not agreed upon in sixty days , the judge of the district court is to decide it. Now , there is nothing in the ordi nance that gives the court jurisdiction in this matter. In the Holmes ordi- dinanco the court din have jurisdiction. If a man becomes dissatisfied with the prices charged he can refuse to pay , and the company would have to sue to collect. Ill that case the amount .vould bo determined in court , but that is far from the provisions of the or dinance that compels the con sumer to bo the suing party. The only thing in the ordinance that is definite , and even that may bo very in definite , is that the company shall charge 'a reasonable rate. ' It could all bo told in throe lines , and the 'reasona ble rates' and what the company 'pro- poses' to do would be just as strong and binding. The company is really bound by nothing , still the several pages of ordinances wore passed. " City Attorney Holmes says ho has washed his hands of the matter. lie gave the council the legal side of it , and prepared an ordinance that he re garded as being for the best interests of the city , but the council saw lit to re ject it and pass another. The aldermen boom to think that the ones passed cover the ground , and tlio city must submit to them. Money loaned at L. B. The Itonrd or Health. The board of health hold a short meet ing yesterday afternoon , at which wore present Mayor llohrer , Aldermen Met- calf , Waterman , Knopher and City Physician Soybort. The city physician stated that the two houses occupied by the smallpox patients , near the trans fer yards of the Union Pacific , must be destroyed to avoid all danger of conta gion. The buildings have been fumi gated and disinfected as much as pos sible , but will have to bo burned. The marshal and city physician were in structed to consult with the city solic itor and abate the nuisance according to law and destroy the buildings. The marshal was instructed to pur chase necessary furniture to replace that destroyed in disinfecting the resi dence of Mrs. Forman. Tho-marshal was instructed to arrest Dr. Cook for violating the quarantine laws. The board then adjourned , and as a committee of the whole , proceeded to Lower Broadway to inspect tlio prop erty of Si Danforth and ascertain what damage the latter had sustained. Mr. Danforth's claim is that the city has taken considerable land from tlio roar of several of his lots to allow of the widening of Indian creek. S. B. Wadsworth & Co. loan money. C.'IIHCS III Court. Allen Price was arrested last even ing , charged with obtaining money under false protonsos. Ho was until recently proprietor of the "Rink" sta bles , which ho purchased of Mr. A. Pontius. Ho sold Pontius two span of mules , iv wagon and harness for $500. A. B. Perkins wont security for Pontius tius , and caused Price's arrest , alleging that the mules were worthless. Prleo sent for the judge and gave the neces sary bonds for his appearance for trial. Ho swore that ho would make somebody sweat for the indignity offered him , and loft the station in anything but an enviable frame of mind , < A Ml-sin jj May. Martin-Hingcl , a workingman who has a family living opposite the North western round house , has boon missing since last Wednesday night. On reaching Mr. FOQ- dlch's house , they parted , and Ilingol started off in an opposite direction from that which ho ought to have tattoo to go homo. Mr , P'ocdich called to hiti that ho Was going the wrong way , bu he replied that ho had been over the road long enough to know whore h < was going. Nothing has been hcan from him since. A boulevard is to bo built connect ing Omaha with the lake , and will tun southeast at the cast end of the bridge , running across diagonally to Manawa , It is desired to continue Klghth to inter sect this boulevard south of the city. 1 : the city will pave as far ns the limit' thcso parties propose to build a line gravel road from the end of the paving to the intersection with the boulevard , making a splendid drive from this city to the lake. It may bo worth while to romombci that now , when the Palace of the Tul- lories has definitely vanished from the face of the land , says a writer in the London Telegraph , tlio Kly. eoalthough its record is comparatively modern , may bo accounted the most interesting of the historic mansions of the French capital. On the score of antiquity the ruined edifice contagious to tlio Cluny museum , and known as the Palais des Thermos , of course takes the lead. Thcso ruins d.vte from the time of the emperor Julian the Apostate , who nar rowly escaped being suffocated by the fumes of the charcoal br x.iers used to dry the walls of his now palace. Of the prodigious solidity of the structure an idea may bo formed from the fact that , late in the eighteenth century , an im mense kitchen and llowor garden was suspended over the roof of the great hall of the palace , which , notwithstand ing the enormous superincumbent weight of the gartton and the infiltra tion of water , did not budge an inch in the way of disintegration. The Gallo- Roman palace , however , has boon a ruin for more than six hundred years ; the Tullories , as we have said , is gone forever ; the Luxembourg harbors a few faint memories of Marie do Medicis and Anne of Austria , but it is chielly remarkable as the seat of the meeting's of imperial and republican senates , and as the place of detention in 181.5 of the gallant Marshal Noy , who , sub sequent to his condemnation by the Court of Peers , was shot in the garden of the palace , near the wall of the Boulevard do robscrvatoiro. Palti- tially the history of the palais royal may bo summed up by the mention that it has boon two or throe times stormed and pillaged by the mob , and that it has been by turns the town residence of "Egalito" Orleans , his son Louis Phillippo , prior to his accession to the throne , while during the second em pire it was the luxurious home of Prince Napoleon. Otherwise the re nown of the palais royal springs in a grcater/lcgrco from its restaurants and on the other hand , continuous and con sistently dramatic ; it is of no remote date , but every page is full of the most moving episodes. In the minority of Louis XV. the site of the palace was or ly a vast tract of waste ground abut ting on the Champs Elysees , of which the youthful monarch , at the instance of the regent , made a present to one of his courtiers , Comto Dovorcux , who built hero in 1718 a villa , then in the suburbs , and characterized by cotom- porary chroniclers as "delicious. " So agreeable , indeed , was the mansion found that it was bought by Madame Pompadour , who filled it with equally delicious pictures by her favorite painter and instructor in paint ing , Boucher. She left the Elysees to her brother , the Marquis do Miirignj' , who sold it to the crown , and it subsequently passed into the hands of a succession of bank ers and farmers-general , until at length the property was purchased by the Duchesse be Bourbon-Condo. The revolution elution , however , broke out , the duch- csso fled , and tno Elysco was acquired by an enterprising speculator named liovyn , who is said to have made an ex traordinarily good bargain by his pur chase. Ho bought the palace and grounds with paper assignats , which in 1793 were at about 1,000 po > ' cent dis count , and after utilizing it for some time as a kind of Crcmorne , loft it to his daughter who sold the entire messuage for hard cash , and at a largo premium , to Murnt , who , on his elevation to tno tlirono of Naples , presented the olysoo to his imperial brother-in-law , Napoleon leon conceived a curiously strong and , as u would seem , fatalistic affection for the pretty mansion in the Faubourg St. Honoro. lie was compelled to make the Tullerios his Parisian headquarters , but as an abode ho never liked that stately pile. Ho was accustomed to say that it Binolt of the blood shod on the 12th of August , and , moreover , it is well known that this man of the iron wiLl and the unclouded mind had a supersti tious dread ot the "petit homino rouge" the little fiend clad In crimson who was supposed to haunt the palace built by Philbort Dolormo. The tfirst Napoleon leon made many and magnificent addi tions to the olysoo , and frequently re sided there for short periods. At his final ruin after Waterloo it was to the elyseo that ho retired prior to his departure for Rochofort. It was at the clysco that ho had his famous intoYviow with the constitutional publicist , Honjamin Con stant , to whom , in coldly despairing ncconts , ho exclaimed , ' ! have known you too late. " The Elysco was destined not to lose Its connection with the Uonaparlo fam ily , but ere it became again associated with the name of Napoleon it Had to undergo s trail go vicissitudes. John W. Purcell , of Cheshire , a small town ton miles from here , ' ays a North Adams dispatch to the Boston Globe , was saved from drowning late Wednesday afternoon by Miss Lonibc Ilelford. Miss Holford is but c'glitoen , small of statue , and looks two or three years younger. Purcell was fishiilg near the house of Miss Helford's step father , when the ice broke , let ting him into twenty feet of water. His outcries attracted the at tention of MihsHclford and her brother , thirteen years old. Purcell called to them saying ho could not get out alive , and bade them take a good-by to his wife and children. The girl tore a board from the fence and approached him. At the risk of her own life she pushed the board near enough for him to reach. The boy cut the closolino from the poles and she cast it across the hole in the ice. Purcell grasped the line and was pulled out , entirely ex hausted , by her and her brother.
